Chris McCandless offered the opening prayer. Linda Martinez Saville led the audience in the pledge. Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth updated the Council on the status of live streaming for the City Council meeting. Council Member Business Brooke Christensen informed the Council that she would be sending an e-mail out on the water report. Chris McCandless noted that Hale Centre Theater was voted Best of State for the second year in a row. He presented pictures of a road construction staging area located at approximately 19th East and 10600 South and the frustration from a resident. He would like to review the code and recommend changes if appropriate. The Council gave their approval. Mayor's Report No Report CAO Report Matt Huish expressed appreciation to Mike Applegarth for following through to help resolve the issues with live streaming. Voting Items 1. 19-203 Public Utilities Department recommending adoption of: 1) Resolution 19-19c authorizing the execution of an interlocal agreement between Sandy City and White City Metro Township relating to property conveyance of the Sandy Canal Trail and stormwater improvements. 2) Resolution 19-20c authorizing the execution of an interlocal agreement between Sandy City and White City Metro Township relating to construction of the Sandy Canal Trail and stormwater improvements. 3) Resolution 19-21c authorizing the amendment to the Storm Drainage and Flood Control Agreements between Salt Lake County and Sandy City to allow the County to pay a lump sum in lieu of continued annual payments. Steve Fairbanks presented his proposal to amend the administrative code clarifying severance payment procedures. A motion was made by Kristin Coleman-Nicholl, seconded by Chris McCandless, to proceed with the code amendments as described in the staff report and bring back language for further consideration... Attachments: 2019 Budget adjustments.Nicholl.pdf Brooke Christensen asked that Kris Nicholl's item be tabled until after the discussion on the property tax increase was addressed. Kris Nicholl noted that her proposals were to reallocate funds already in the budget and would decrease the budget. At approximately 6:45 p.m., the meeting went into recess. Chris McCandless made comments opposing a tax increase. Also, to vote in support of the four park rangers for Dimple Dell Park. Monica Zoltanski thanked the Council for having a discussion regarding a tax increase. She felt it definitely was time that a tax increase is looked at in the City, and the importance of providing services to the residents. Jim Edwards- thanked the Council for their efforts. He spoke regarding the water fund being used to fund the CWC. He felt the funding should come from the General Fund and leave the water fund for infrastructure needs in the water system. Bruce Blanchard- supports the budget proposal. This is a reasonable start for the Council to help provide needed funds for the City. He thanked Zach Robinson and Brooke Christensen for their heavy lifting. This was the most informative budget process he has been involved in. Kathy Lundgren- adamantly opposed the 34% tax increase and the burden it will place on residents. Cathy Spuck- endorses the tax increase and wants to know that there is adequate staff, Police and Fire availible to help when residents need them. Comments were closed. Kris Nicholl made comments in opposition to the adoption of the proposed tax increase at this time. Council discussion followed. A motion was made by Zach Robinson, seconded by Brooke Christensen, to adopt Resolution #19-27 C, a resolution of Sandy City adopting a proposed tax rate on all real and personal property in Sandy City for the Fiscal Year commencing July 1, 2019 and ending June 30, 2020....
