Bob Thompson offered the opening prayer. Chief Bruce Cline led the audience in the pledge. Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth provided an update on the agenda planning calendar, providing a briefing on Council issues regarding the Council Meeting live stream, Council Candidates running for soon to be open Council positions, and a concern expressed by a resident regarding the TNR program. Council Member Business Council Member Barker briefed the council on a resident's concern regarding garbage fees. Comment by administration followed. Mayor's Report Mayor Bradburn noted that CAO Matt Huish will not be in attendance during tonight's meeting. Deputy CAO, Kim Bell, is at the meeting in his place. CAO Report Tom Ward spoke regarding Salt Lake's conservation rate. He noted that Sandy City conserves at the same rate as Salt Lake City. Citizen Comments Kathy Stark- spoke regarding what she felt was the lack of attention given by the Parks Department to the old trails in the City. She referenced the trail behind her home and how it needs the City's attention. Citizen Comments were closed. Voting Items Consent Calendar Approval of the Consent Calendar A motion was made by Zach Robinson, seconded by Linda Martinez Saville, to approve the Consent Calendar. Council questions followed. Ian Williams addressed the Council's questions. Public Comments Eva Bernal- presented literature to Council and the importance of providing vaccinations on intake to help save lives. DeAnn Shepherd: Humane Society of Utah, here to support the animal shelter and protecting the animals and supporting the changes for vaccinations upon intake. Staci Johnson: Volunteer at the Sandy Shelter, expressed appreciation on how well the Shelter is run, and how a vaccine could not have helped the animals that had to be put down. This was not taken lightly by anyone. Comments were closed. A motion was made by Kristin Coleman-Nicholl, seconded by Chris McCandless, to adopt Ordinance 19-15 amending Title 3, Chapter 1, Section 21 and 22 of the Revised Ordinances of Sandy City and also providing a saving clause and an effective date... Attachments: Blended Policy_June 11 Council Attorney Policy_Adopted Kris Nicholl addressed the draft policy related to contract legal services. Council comments followed. Public Comments: Jim Edwards spoke regarding a comment from Bob Thompson made on when the Council would hire the attorney, along with funding of the CWC. The only time the Council should hire their attorney is when Bob Thompson has to excuse himself. Regarding the budget, he suggested that the Council step back, then look at the issues and funding. A motion was made by Zach Robinson, seconded by Linda Martinez Saville, to adopt the draft policy related to contract legal services and to also include recommended language changes by City Attorney Bob Thompson ... The motion carried by the following vote: Yes: 7- Brooke Christensen Maren Barker Kristin Coleman-Nicholl Chris McCandless Steve Fairbanks Zach Robinson Linda Martinez Saville 6:00 Time Certain Items and Public Hearings Public Hearing(s) 5. 19-188 Continued Public Hearing to Receive Comment on Fiscal Year 2019-2020 Tentative Budget Attachments: Budget Language Amendment Recommendation_Departments June 11 Budget Proposal June 11 Budget Proposal_No Bond Council discussion and questions followed on the budget after Zach Robinson made the motion. Public Comments were opened then closed as there were no comments. Sandy City, Utah Page 4 Printed on 7/10/2019 City Council Meeting Minutes June 11, 2019 Brian Kelley explained setting the certified tax rates, recommending that the Council vote to continue the Public Hearing. Zach Robinson made the motion seconded by Brooke Christensen to adopt in concept the 2019-20 budget as presented with the no bond plan that was in front of them, and to continue the public hearing. That includes the additional appropriations in the rate and fee estimator tool as reflected in Council discussion. Direct the CWC funding to come from the water funds, and instruct finance to prepare and bring back resolutions for formal adoption on Tuesday, June 18, 2019, that specify the date for the truth in taxation hearing and to specify the certified rate. Amendments to the motion: Reduce proposed appropriations to the General Compensation Plan by an amount equivalent to all proposed increases for City Council Members, the Mayor, the Deputy Mayor, and the CAO. Increase proposed appropriations by approximately $43,000 for the one-time purchase of a van for the Fire Department.
