Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth updated the Council on upcoming agenda items. Council Member Business Chris McCandless invited Chief Bill O'Neal to the microphone for a report. Chief O'Neal introduced a new officer from San Antonio Texas, "Cash", a four legged bloodhound who will be a member of the Department's K-9 unit. Blood hounds are known for their ability to track. He will be assigned to Officer Chris Thomas. Mayor's Report Mayor Bradburn thanked the Public Works Department along with the Street crew for their hospitality on a recent tour of their facility. The Mayor and Staff will be meeting with other Departments in the future. CAO Report Chief Cline briefed the Council on the 4th of July fireworks responses. He read into the record a card of appreciation sent from a firefighter's wife on the pay increase and compensation. Citizen Comments Steve Van Maren will be unable to attend the Truth in Taxation public hearing. He stated that he is not against a tax increase when it is justified. He is not sure about this one. Kathy Spuck voiced concerns with lime scooter left on sidewalks blocking access. She asked if it could be communicated to residents to be more considerate. Jody Monaco asked for an update on the water issue, and if the City was being fined. Mayor Bradburn explained that the City was not being fined. Tom Ward gave an update on the current status of the water issue. Information Items 1. 19-244 Annual Employee Handbook and Harrassment Training. Barbara Higgins presented the required Sandy City Handbook Harassment Training to the City Council. 2. 19-245 Utah Department of Transportation providing information about the I-15 northbound project. Jessica Rice , UDOT Project Manager I-15 Northbound, provided information on the I-15 northbound project. Council Items 8. 19-247 Council Member Fairbanks requesting adoption of Ordinance 19-17 and Ordinance 19-18 respectively amending Title 6 and Title 22 of the Sandy City Code pertaining to employee severance payments. In order to qualify for a severance, the employee must work a year for the City. Brian Kelley noted that it would be hard to recruit an appointed position without the option of a severance package. Matt Huish voiced concerns on behalf of the Mayor and Department Heads regarding new hires and no safety net when they choose to uproot their profession. Council questions followed. A motion was made by Kristin Coleman-Nicholl, seconded by Steve Fairbanks, to adopt Ordinance 19-17 amending Section 6-5-3 of the revised ordinances of Sandy City relating to the Appointed Officers and Employees, Title 6, Administrative Code”; also providing a saving clause for the ordinance and an effective date... Kris Coleman Nicholl made a motion seconded by Zach Robinson to adopt Ordinance 19-18, amending Section 22-1-7 of the revised ordinances of Sandy City relating to the "Staff and Support Personnel", Title 22, "Legislative Code", Sandy City, Utah Page 4 Printed on 8/21/2019 City Council Meeting Minutes July 30, 2019 also providing a saving clause for the ordinance and an effective date....the motion carried by the following vote: Yes: 6- Maren Barker Kristin Coleman-Nicholl Chris McCandless Steve Fairbanks Zach Robinson Linda Martinez Saville No: 1- Brooke Christensen 9. 19-252 Council Member Nicholl recommending that the Council consider adding an additional budget proposal to the truth in taxation hearing Attachments: July 30 KN Budget Proposal Memo to Council from Administration and Department Directors Kris Nicholl thanked members from the Police and Fire Departments for standing up for their convictions. She explained that she was also standing for her convictions then explained her list of budget proposals. Public Comments followed: Chris Welch, Fire Fighter, President Local Union 3162, stressed the need for seven additional fire fighters, and the importance of offering incentives to keep employees. Carl Merino, spoke in opposition on a tax increase for one time purchases, and the need for additional officers. Fill the positions you have, provide officers with more equipment and pay. A 33% percent tax increase is a large increase. Bruce Blanchard- commented on behalf of Jim Edwards, who agrees with the proposed budget without any changes. Mr. Blanchard also supports the proposed budget. Brandon Colton, Vice President FOP, supports the proposed budget and believes it is time for a tax increase. Tier 2 incentive helps in recruiting officers. Monica Zoltanski- There is strong support for police and fire. Train the best officers and firefighter for our residents. The demands on officers and families is important and they need to be taken care of. Sandy has not had a tax increase for years. Brian Bird- Sandy resident, thanked the Council for the pay increase. Tier 2 helps to bring the best people to Sandy. Bill O Neal- thanked the Council for the generous compensation given. He explained the hired and vacant positions in the Police Department . Population has grown in the City and crime has changed. Police calls are not decreasing even though the way calls are documented make it appear so. Tier 2 Compensation is a very important tool when it comes to hiring and retaining new officers. Bruce Cline- echoed comments that were made. He spoke regarding the importance of Tier 2 and the difference it makes in the career of a firefighter. Graham Tinius, newest member of the Police Department from Arizona. He spoke on a trend where a City pays to train officers who then leave for another agency. He recommended that the Council keep the proposed budget and continue to fund Tier 2. Public Hearing was closed. Council comments followed. Brian Kelley clarified items in the budget and proposed tax rate. Mike Applegarth clarified the procedure for the motion. Brooke Christensen asked that a policy discussion related to vehicle allowances be scheduled for a later date. A motion was made by Brooke Christensen, seconded by Zach Robinson, to not include Kris Nicholl's budget proposal as part of the Staff report for the Truth in Taxation Hearing ... Brooke Christensen presented, on behalf of the City Council, a plaque of commendation to Jeff Smith for his years of service. His service to the City began back in 1989. She expressed appreciation for his hard work. 11. 19-249 The City Council will honor and remember former Council Member Bryant Anderson with a special presentation to his family. Chairman Chris McCandless invited family members, past and present City Council Members, and Mayor Bradburn, to come forward for a special recognition and presentation to honor former Council Member Bryant Ford Anderson,who passed away on July 2, 2019.
