Fire Chief Bruce Cline offered the opening prayer. Public Works Director Mike Gladbach led the audience in the pledge. Sandy City, Utah Page 1 Printed on 9/11/2019 City Council Meeting Minutes August 27, 2019 Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth reported that the Bell Canyon Rezone was scheduled for Tuesday, Sept. 3rd. He briefed the Council on upcoming items on the calendar. Council Member Business Steve Fairbanks would like a Citizen Advisory Committee created to review budget items. He would like former Mayor Steve Newton and former Council member Steve Smith invited to participate. He would like a discussion scheduled on an upcoming agenda. Dustin Fratto reminded the Council that they created a policy guide for the creation of a committee. He would send the policy to the Council. Mayor Bradburn would be supportive of adding to the focus group. He would like 10-12 people. Mr. Fairbanks would like an update on Short Term Rental licenses and where areas of demand are in the City. Maren Barker would also like an update on the software company hired to monitor Short Term Rental properties. Mayor's Report No Report. CAO Report No Report. Citizen Comments Monica Zoltanski- addressed what she felt was a conflict of interest with the developer of the Bell Canyon Rezone. Mayor Bradburn addressed Ms. Zoltanski's concerns. Anthony and Nicole Archer- expressed concern with speeding on their street and spoke regarding a situation that occurred last Sunday. She would like to have a speed study conducted, and speed bumps installed on Sandy Creek Drive. Chris McCandless noted that he would put this on the September 10th agenda for discussion and a report. Marci Houseman- thanked those who serve the City and their perspectives used in making decisions. She expressed her thoughts on last week's public hearing, and overcoming a culture of contempt. She would like to see a priority based budget process. Steve Van Maren- commented on the Planning Commissioners and business conducted in the City. Information Items 1. 19-279 Public Works Director briefing the Council on Seattle transfer station tours with Trans Jordan Attachments: TJ-Sandy Transfer Station Mike Gladbach and Jaren Scott, Deputy Director,Trans Jordan, briefed the Council on the Seattle transfer station tour. Voting Items Consent Calendar This item will be addressed during next week's Council Meeting. 2. 19-283 Approval of the August 13, 2019 Minutes. Attachments: August 13, 2019 Minutes Council Items 3. 19-278 City Recorder recommending the City Council accept the results of the August 13, 2019 Primary Election Canvass. Attachments: 19P_Sandy_082719 Sandy 19P Canvass Stats 19P_Sandy_SOVC_082719 Wendy Downs, City recorder, presented the Official County results of the August 13, 2019 Primary Canvass. A motion was made by Steve Fairbanks, seconded by Kristin Coleman-Nicholl, to accept the results of the August 13, 2019 Primary Election Canvass... Joel Frost introduced himself to the Council. A motion was made by Kristin Coleman-Nicholl, seconded by Brooke Christensen, to adopt Resolution 19-34C appointing Joel Frost as a regular member of the Community Development Block Grant Committee pending the completion of a background check... The motion carried by the following vote: Yes: 7- Brooke Christensen Maren Barker Kristin Coleman-Nicholl Chris McCandless Steve Fairbanks Zach Robinson Linda Martinez Saville 5. 19-276 Council Member Christensen recommending the City Council appoint Sandra Haak as a regular member of the Historic Committee Attachments: Resolution 19-35C Brooke Christensen recommended Sandra Haak as an appointment to the Historic Committee. Sandra Haak introduced herself to the Council. A motion was made by Steve Fairbanks, seconded by Zach Robinson, to adopt Resolution 19-35C appointing Sandra Haak as a regular member of the Historic Committee... The motion carried by the following vote: Yes: 7- Brooke Christensen Maren Barker Kristin Coleman-Nicholl Chris McCandless Steve Fairbanks Zach Robinson Linda Martinez Saville 6. 19-277 Public Utilities Department recommending that the City Council authorize the execution of a cooperative interlocal agreement between Sandy City and Salt Lake County relating to a temporary construction easement for construction of the trail on the City property Attachments: Memo Resolution #19-33C Tom Ward briefed the Council on the interlocal agreement for a construction easement for a trail on the Old Sandy Canal at 10600 South to Bear Park. Monica Zoltanski commented on the construction of the trail head. A motion was made by Steve Fairbanks, seconded by Zach Robinson, to adopt resolution #19-33C, a resolution authorizing the execution of a cooperative Sandy City, Utah Page 4 Printed on 9/11/2019 City Council Meeting Minutes August 27, 2019 interlocal agreement between Sandy City and Salt Lake County relating to a temporary construction easement for construction of the trail on the City property.. The motion carried by the following vote: Yes: 6- Brooke Christensen Maren Barker Chris McCandless Steve Fairbanks Zach Robinson Linda Martinez Saville Absent: 1- Kristin Coleman-Nicholl 7. 19-280 Council Members Nicholl and Fairbanks introducing a policy on special projects and liaison assignments. Attachments: Special Projects Designee Disclosure.docx Kris Nicholl and Steve Fairbanks introduced the policy on Council special projects and liaison assignments. Steve Fairbanks was surprised that Ms. Christensen went on a trip to Seattle that he had no knowledge of. If someone has been invited to represent the Council, the Council should have input. Council discussion followed. A motion was made by Kristin Coleman-Nicholl, seconded by Chris McCandless, to move this policy discussion forward.... (DDM) for additional live and archived video service. Attachments: DDM - Streaming Agreement for Content Providers (DDM Channel) v 3.pdf Mike Applegarth introduced the digital streaming with Deseret Digital media. Council questions and discussion followed. The Council requested that other interactive options be explored. Brooke Christensen left the meeting at 6:35 p.m. A motion was made by Kristin Coleman-Nicholl, seconded by Steve Fairbanks, to direct staff to finalize the attached contract with Deseret Digital Media for execution by the Chair...
