Chairman Chris McCandless welcomed all those in attendance.
Fire Chief Bruce Cline offered the opening prayer.
Attorney Tracy Cowdell led the audience in the pledge.
Non-voting Items
Agenda Planning Calendar Review & Council Office Director's Report
Mike Applegarth reviewed upcoming items on the agenda planning calendar. He
displayed video and streaming from the ksl.com (Deseret Media) web site. This will
provide another avenue for residents to view meetings on.
Chris McCandless asked about commercials playing prior to the streaming of the
meeting.
Maren Barker noted that commercials could run intermittently during the meeting. This
was mentioned in the contract with Deseret Media.
Council Member Business
No Reports.
Mayor's Report
Mayor Bradburn noted that changes are coming to the bylaws of Planning
Commissioners which he felt should warrant a discussion with Council members.
CAO Report
Chief O'Neal presented an update on speeding issues that was raised by a resident
Nichol Archer. A speed survey is being conducted. Once complete they will put a speed
device on the street.
Jetta Merritt presented an update on the run elevated race (power point).
Citizen Comments
Monica Zoltanski addressed conflict of interest issues with Planning Commission
members and measures that are being taken. She asked if comments were going to be
taken during the public hearing.
April Barton asked why the City can't post signs regarding zoning hearings.

4. ZONE-06-56 Community Development Department presenting a rezone application (File
65(CC-2) #ZONE-06-19-5665, Bell Canyon Cove) on behalf of Bell Canyon Cove
LLC., requesting that two parcels, 4.5 acres, located at 1785 E. and 1815
E. 11400 S. be rezoned from the R-1-40A Zone to the R-1-10 Zone. This
item was continued from August 20, 2019.

Chris McCandless read into the record a statement of events that occurred this afternoon
and agreement with legal counsel advise to postpone the discussion of the Bell Canyon
Cove rezone.
Council questions and discussion followed.
Council Attorney Tracy Cowdell commented on the public hearing and public comment
process.
Linda Martinez Saville responded to and clarified comments that were made about her on
a facebook post by an individual regarding the Bell Canyon Cove Rezone.
A motion was made by Kristin Coleman-Nicholl, seconded by Linda Martinez
Saville, to continue the discussion for the Bell Canyon Cove rezone to Tuesday,
September 24, 2019, directing Staff to re-notice discussion following standard
public hearing protocol.. The motion carried by the following vote:

on all voting items. Each speaker is allowed three minutes per voting item. The Citizen Comment sections of the
meeting are for issues not listed on the agenda. Each speaker is allowed three minutes to address the Council
during Citizen Comments. If a citizen is unable to attend a meeting in person, he or she may provide written
comments to the City Council Executive Director by 3:00 PM the day of the Council Meeting to have those
comments distributed to the City Council and have them read into the record at the appropriate time.
