Council Member Brooke Christensen offered the opening prayer. Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth reviewed upcoming items on the agenda calendar. He apologized for a scheduling oversight on his part. The appointment will be on next week's Agenda. Council Member Business Steve Fairbanks asked in the City receives many requests for single-family homes with detached dwellings. Salt Lake City recently started allowing them in their City. He asked for further clarification from Staff on their code change. He would like Staff to be prepared when requests come to the City. James Sorensen noted that single-family detached dwellings are not currently allowed in the City. Their department has received some requests. As housing prices increase there may be more requests. Brooke Christensen reported that the Heritage Festival will be held this Saturday, September 14, 2019, at The Main Street Park, from 11-2:00 p.m. Chris McCandless responded to a lengthy post on social media from Monica Zoltanski. (His comments were made following the Municode presentation) Mayor's Report Mayor Bradburn informed the Council that he accepted Cory Shupe's resignation from the Planning Commission. The replacement and application process will be open to the public. The Administration continues to work though the conflict of interest process. CAO Report No Report. Citizen Comments Steve Van Maren asked the Council to consider a resolution of support for the UPD County Sheriff's Department. The Department is having trouble hiring certified staff, training officers who leave for other agencies. He suggested a few items to include in the resolution. Bethann Martin- spoke regarding property rights of citizens. She would like Sandy City to recognize Clarke Stringham for his accomplishments in the City. Jodi Monico spoke regarding Cory Shupe's resignation from the Planning Commission, and postponing the proposed Bell Canyon Rezone. Monica Zoltanski thanked the Mayor and Mr. Shupe for addressing conflict of interest issues, also a recommendation to postpone the Bell Canyon Rezone. Attorney Jeff Robinson and City Recorder Wendy Downs were present. Council questions followed. 2. 19-308 STR Update on registration, current enforcement, and software implementation Attachments: Current STR Map 090519 James Sorensen and Jared Gerber addressed the Short Term Rental update. He introduced Code Enforcement Officers who were present: Scott Marsell, Jim McClintic, Todd Nelsen, Brad Hunter, James Chiampi, Mark Hooten (absent) , and Amy Anderton. Council comments, discussion, and questions followed. Voting Items Approval of the Consent Calendar A motion was made by Kristin Coleman-Nicholl, seconded by Linda Martinez Saville, to approve the Consent Calendar. Council Items 4. 19-311 Council Members Nicholl and Fairbanks recommending the City Council adopt a new policy on special projects and liaison assignments. Attachments: Special Projects Designee Disclosure.docx Kris Nicholl and Steve Fairbanks continued discussion on the adoption of a new policy on special projects and liaison assignments. Comments: Jim Edwards expressed appreciation to code enforcement on abatement issues. He commented on Item #4 and not restricting Council members from doing what they feel is necessary. He was not certain where this policy was headed based on the vagueness in the policy. Citizens should be able to comment as much as they like on an item. Kris Coleman Nicholl made a motion seconded by Steve Fairbanks to approve the policy on special projects and liaison assignments as written. Council discussion followed. Kris Coleman Nicholl withdrew her motion, seconded by Steve Fairbanks in order to better define the issues in the policy. 5. 19-312 Possible Closed Session: character, professional competence, or physical or mental health of an individual.
