Chris McCandless offered the opening prayer. Steve Van Maren led the audience in the pledge. Sandy City, Utah Page 1 Printed on 9/25/2019 City Council Meeting Minutes September 17, 2019 Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto reviewed items on the upcoming Agenda calendar. A video clip was played recognizing Steve Fairbanks for the Brent and Jennie Taylor Service Award. The award was presented at the Utah League of Cities and Towns Annual Conference. Mr. Fairbanks was the very first recipient of this award. Council Member Business Brooke Christensen gave an update on the water incident. The CDBG Committee held their kick-off meeting last week. The Heritage Festival last Saturday was a success. Two resolutions were adopted at the Utah League of Cities and Towns Convention: Resolution encouraging state-wide review of effectiveness of all economic development incentives and urging a community-first approach to economic development; and a resolution on improving Utah's Air Quality. The Tourism Improvement District discussion is scheduled for October 1st. Steve Fairbanks asked Chief O'Neal what impact the substance "kratom" has had in our community. Chief O'Neal reported that it is like some of the other legalized synthetic drugs. Legislation is being looked into. Chris McCandless would like to work with the Administration on a resolution of appreciation for Nick Armando. He reported on a meeting with the Central Wasatch Commission (CWC) to discuss difficult issues. Chris McCandless will not be in attendance at the October 8th and October 15th Council meetings. Mayor's Report Mayor Bradburn presented and read the proclamation for Constitution Day. He also expressed appreciation for the departments involved in the 911 Healing Field Ceremony. He attended a UDOT/UTA transportation study group meeting. CAO Report No Report. Chris McCandless asked for a report from the Administration on 5G and potential impacts on business and municipal governments. Citizen Comments No Comments. Voting Items 1. 19-294 City Administration requesting that the Council provide advice and consent for the appointment of Brenton Hull as an alternate member to the Board of Sandy City, Utah Page 2 Printed on 9/25/2019 City Council Meeting Minutes September 17, 2019 Adjustment Attachments: Sandy Chapter 15A-03 - Officers, Boards and Commissions Resume Background Check Mr.Brenton Hull introduced himself to the Council. Public Comments: Steve Van Maren- questioned a document included in the packet referring to representatives from the Planning Commission and City Council which he believed was "struck" from the policy several years ago. Kris Nicholl explained that the Council did change the policy but it did not get changed in other areas. A motion was made by Steve Fairbanks, seconded by Linda Martinez Saville, to provide advice and consent for the appointment of Brenton Hull as an alternate member of the Board of Adjustment for a term ending on September 1, 2023... The motion carried by the following vote: Yes: 6- Brooke Christensen Maren Barker Chris McCandless Steve Fairbanks Zach Robinson Linda Martinez Saville Abstain: 1- Kristin Coleman-Nicholl Consent Calendar Steve Fairbanks made the motion seconded by Zach Robinson to approve the items on the Consent Calendar...the motion was approved with a unanimous all in favor voice vote. 2. 19-326 Approval of the September 3, 2019 Minutes. ANEX-09-19- The Community Development Department is recommending the City 5723 Council adopt Resolution #19-36C indicating the intent to annex multiple parcels of contiguous unincorporated area, totaling approximately 10.6 acres, located at approximately 3384 East Little Cottonwood Road, 3400 East 9900 South, 3438 East Little Cottonwood Road, and 9800 South Wasatch Boulevard setting a public hearing to consider such annexation, Sandy City, Utah Page 3 Printed on 9/25/2019 City Council Meeting Minutes September 17, 2019 and directing publication of a hearing notice. Attachments: Resolution 19-36C for Intent Vicinity Map James Sorensen reviewed the annexation request to adopt Resolution #19-36C indicating the intent to annex 10.6 acres which includes multiple parcels on the Cal Richardson property and to establish a public hearing date. A motion was made by Kristin Coleman-Nicholl, seconded by Linda Martinez Saville, to adopt Resolution #19-36C setting a public hearing to consider the Bell Canyon Preservation Area annexation, located at approximately 3384 East Little Cottonwood Road, 3400 East 9900 South, 3438 East Little Cottonwood Road, and 9800 South Wasatch Boulevard... The motion carried by the following vote: Yes: 7- Brooke Christensen Maren Barker Kristin Coleman-Nicholl Chris McCandless Steve Fairbanks Zach Robinson Linda Martinez Saville Recess Meeting Chris McCandless made a motion to adjourn City Council meeting to 6:00 p.m. Meeting adjourned Meeting reconvened. 6:00 Time Certain Items and Public Hearings Special Recognition 5. 19-328 Daughters of the American Revolution Constitution Week Proclamation. Mayor Bradburn invited members from the Daughters of the American Revolution to brief the Council on their organization's purpose. Sandy Kelly, Nancy Longhurst, and Susan Holt were present. Susan Holt briefed the Council on the organization and its mission. Public Hearing(s) 6. 19-285 2019 Justice Assistance Grant (JAG) Public Hearing Attachments: 2019 JAG Public Hearing Notice.pdf Chief O'Neal reported on how the funding would be used in the Department if awarded the Justice Assistant Grant (JAG). Public Hearing was opened. He was hopeful the Police Department would receive the grant. Adjournment The meeting adjourned at approximately 6:14 p.m. by Steve Fairbanks.
