Agenda Planning Calendar Review & Council Office Director's Report
Mike Applegarth thanked Mr. Van Maren for catching a few errors on the September 17,
2019 minutes. The minutes were corrected.
Item's #2 (Fire Code) and #4 (RDA) on the agenda would need to be moved to Time
Certain Items, 6:00 p.m. Item #6 on the agenda was no longer necessary. He reported
that a test run was conducted for live streaming. He would like to place a live test on an
agenda.
Lakeway City,Texas contacted the Council Office inquiring about the Sandy Citizen
Academy.

Mayor's Report
Mayor Bradburn reported on the quarterly Employee Town Hall meeting. Great
conversations took place and questions asked regarding new technology and dress code.
The Council wished Mayor Bradburn a "Happy Birthday".
CAO Report
No report.
Citizen Comments
Dawn Sidwell would like to place a sign in her yard on her personal chain link fence. She
asked for clarification on the sign ordinance.
James Sorensen explained that under the current code, signs are not allowed on fences
any where in the City.
Dawn Sidwell said " the sign ordinance needs to be changed, but, it's going up". "Site
me".
Monica Zoltanski spoke regarding a horse riding event at Wrangler Trail head where horse
trailers and vehicles were booted by a parking company while parked illegally in a private
parking lot. She requested that the parking company hired by the private property owner
be investigated by the City.
Mr. Applegarth read a comment from a resident living outside of the City regarding the
above mentioned incident at Dimple Dell Park. He cautioned the Council to be very
careful if they are thinking about regulating private property and telling business owners
who can and cannot park on their property.
Steve Van Maren felt the idea of live streaming was good; but questioned if a short notice
would provide enough notice for people to tune in at the right time. He submitted pictures,
through Cityworks, of two signs on City fences that have not been removed. He stated
that he was very disappointed in the City's ordinance enforcement. He does not know
where to go next because Cityworks has not worked for him.

include appendices B,C,D & N.

Saville, to adopt Ordinance #19-19, the 2018 International Fire Code to include
Appendices B, C, D, & N... The motion carried by the following vote:

3. 19-323 Public Meeting - Conveyance of Property

Nick Duerksen explained that a public meeting would be held to receive public comment
on the City's declaration of conveyance of surplus property, located at approximately
10200 South Centennial Parkway.
Public Comments:
Steve Van Maren- stated that he had not objection after talking to Mr. Duerksen.
Comments were closed.

4. 19-324 Interlocal Agreement between Sandy City and the Redevelopment Agency
for the conveyance of property.

Nick Duerksen explained the reasons for the Interlocal Agreement between Sandy City
and the Redevelopment Agency for conveyance of property at 10200 South Centennial

There were no public comments.
A motion was made by Kristin Coleman-Nicholl, seconded by Linda Martinez
Saville, to approve Resolution 19-37C, a Resolution of the Sandy City Council,
approving an interlocal cooperation agreement with the Redevelopment Agency
of Sandy City, which agreement provides, generally, for the conveyance of about
6.07 acres of surplus property, located near 10200 South and Monroe Street, from
the City to the Agency... The motion carried by the following vote:

5. 19-325 Recess of the City Council and convene a meeting of the Sandy City
Redevelopment Agency.

A motion was made by Steve Fairbanks seconded by Chris McCandless to recess
Council meeting and convene into the Redevelopment Agency Meeting. The
motion was approved with a unanimous all in favor voice vote from the Council.
Reconvene Back into City Council Meeting
A motion was made by Steve Fairbanks seconded by Brooke Christensen to
adjourn Redevelopment Agency Meeting and reconvene back into City Council
Meeting....motion carried by a unanimous voice vote in favor by the Council.
6. 19-336 Possible Closed Session: character, professional competence, or physical
or mental health of an individual.
This item was withdrawn.
A motion was made by Steve Fairbanks seconded by Maren Barker to withdraw
the Possible Closed Session..... the motion carried by a unanimous "yea" voice
vote in favor.

Wade Sanner presented information on the Stadium Way Street renaming to Rimando
Way.
There were no citizen comments.
A motion was made by Chris McCandless, seconded by Brooke Christensen, to
adopt Ordinance #19-22, to approve the renaming of Stadium Way to Rimando
Way ... The motion carried by the following vote:

on all voting items. Each speaker is allowed three minutes per voting item. The Citizen Comment sections of the
meeting are for issues not listed on the agenda. Each speaker is allowed three minutes to address the Council
during Citizen Comments. If a citizen is unable to attend a meeting in person, he or she may provide written
comments to the City Council Executive Director by 3:00 PM the day of the Council Meeting to have those
comments distributed to the City Council and have them read into the record at the appropriate time.
