The Sandy Police and Sandy Fire Color Guard led the audience in the pledge. Swearing in of new Police Officers and Fire Fighters Fire Chief Bruce Cline and Police Chief William O'Neal invited the new fire fighters and new Police Officers to come forward and introduce themselves. City Recorder Wendy Downs performed the swearing in of the new Firefighters and Police Officers. Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth reviewed upcoming items on the agenda planning calendar. Council Member Business Kris Coleman Nicholl briefed the Council on the budget for Wasatch Front and Recycling. Brooke Christensen presented a water update. Steve Fairbanks mentioned an e-mail from a resident that was forwarded onto James Sorensen. Mayor's Report Mayor Bradburn noted that the second annual employee survey was completed and results would be shared with the Council. CAO Report No Report. Citizen Comments Kyle Hansen spoke regarding concerns with State Route 209 (Little Cottonwood Road), deterioration, speed limits, enforcement, safety and beautification. He asked the Council for help in improving the road. Chris McCandless explained the work that is currently taking place, the stake holders involved, and complications associated with the road. Linda Saville expressed concern with speeding in the area. Mayor Bradburn introduced Matt Huish and asked Mr. Hansen to meet with him. Attachments: Safe Neighborhood Action Plan.docx Stephanie Smith spoke regarding potential parking problems on neighborhood streets with the new Performing Arts Center at Alta High School. She asked the Council to consider a residential parking permit program in the vicinity of Alta High School.. Council questions and comments followed. Mike Gladbach commented that his department has some ideas on how to help mitigate parking in the affected areas along with costs if an ordinance is implemented. Mike Applegarth suggested that it may be in the best interest of Council to conduct a survey of the residents to see if they consider permit parking to be a solution. The Council will schedule a discussion sometime in the up-coming year. 2. 19-419 Parks and Recreation recommending that the City Council receive an update on the Bell Canyon Preservation Trailhead neighborhood meeting Attachments: Bell Canyon Trailhead Neighborhood Meeting Presentation - Nov 13 2019 Scott Earl and Dan Medina presented an update from the neighborhood meeting held for the Bell Canyon Preservation Trailhead. Council discussion and questions followed. Public Comment: Chuck Brainard felt having larger signage on the property would be helpful. 3. 19-417 Council Member McCandless recommending the City Council receive a recap and update regarding the cap on short term rental permits Attachments: Presentation STR Map and Permits Housing Units Dustin Fratto presented a recap on Short Term Rental Permits and how the cap was calculated. Attachments: HB0411 Draft Resolution HB 411- RMP Presentation Zach Robinson asked the City Council for a formal vote on the Community Renewable Energy Act. He encouraged the Council to vote in favor in order for the City to "sit at the table" to get questions answered. Public Comments: Charles Brainard- urged the Council to pass the energy act and to help reduce the carbon foot print in city government. David Riser- urged the Council to pass the community energy act and fight to preserve a livable environment for children and future generations. Jacob Schull- supported adopting the resolution for Community Renewable Energy. He stated; " It's about doing the right thing". Monica Zoltanski- also supported adopting the Renewable Energy Act resolution. "It's the fun thing to do". ---- Dekeiser- adopting this resolution would be a major step for the community. Michael Lot- pass the resolution and get this to the table. Public comments closed. Council comments and concerns were heard. Public Comments: Steve Van Maren was disappointed that the problem was not being solved in this plan. Monroe Plaza Way be rezoned from the R-1-40A Zone and PUD(8) Zone to the RC Zone. Monroe Plaza Way be rezoned from the R-1-40A Zone and PUD(8) Zone to the RC Zone. Public Comments: Ted Smith, representing the landowner, noted that they were trying to bring the parcels into conformance with the general area. Terry Thactcher, has been away for the past 18 month, and property owner of two parcels of ground, explained that the City will eventually need to own his two parcels for a road. He did not want to change the zoning and have his tax base changed. Public comments were closed. Members of the City Council, Mayor, and Beverly Barrett's family were present as the family was presented with the resolution.
