Braxton, from Boy Scout Troop 20, offered the opening prayer. Miles, from Boy Scout Troop 20, led the audience in the pledge. Boy Scout Troop 20 performed the flag ceremony. Swearing In of Animal Services Officer Walton Animal Services Director Ian Williams introduced Officer Kirsten Walton as the new Animal Services Officer. City Recorder Wendy Downs administered the oath. Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth briefed the Council on the upcoming items on the agenda calendar. Council Member Business Chris McCandless received e-mails regarding potential parking problems on residential streets near the new Performing Arts Center at Alta High school. Residents are requesting a parking solution similar to Rio Tinto with consideration and discussion from the Council. City Attorney Bob Thompson mentioned that the administration was already looking into permit parking. He will address this with the Council in tomorrow's agenda planning meeting. Chris McCandless received an e-mail from a resident who expressed concern over people leasing their barns for horse boarding. James Sorensen reported that horse boarding in equestrian areas is not allowed in the code. Mayor Bradburn noted that the Administration would be happy to look into the complaints. Chris McCandless stated that the presentation for Beverly Barrett would be postponed to next week's meeting. Mayor's Report No report. CAO Report Matt Huish invited Economic Development Director Nick Duerksen to present a report on the Tourism Improvement District. Council discussion followed. Sandy City, Utah Page 2 Printed on 11/25/2019 City Council Meeting Minutes November 12, 2019 Citizen Comments Charles Brainerd spoke regarding House Bill 411, and the importance of the City signing a resolution to join other cities on a sustainability plan. He mentioned some of the cities that have passed the resolution. He encouraged the Council to look at "getting on the bus" and take action. There were no further comments. Marketing/Development Specialist Elysa George reported on the strides the Amphitheater has made on marketing. 5. ZONE-09-19- Community Development Department presenting a rezone application (File 5726(CC) #ZONE-09-19-5726, Bell Canyon Cove) on behalf of Bell Canyon Cove LLC., requesting that two parcels, 4.5 acres, located at 1785 E. and 1815 E. 11400 S. be rezoned from the R-1-40A Zone to the R-1-15A Zone. Attachments: Zoning Map Original Concept Plan (R-1-15A) Neighborhood Meeting Summary Planning Commission Staff Report Planning Commission Meeting Minutes (draft) Ordinance #19-27 Long Range Planning Manager Jake Warner presented the application for the Bell Canyon Cove LLC Rezone with an R-1-20A zone proposed for the property as recommended by the Planning Commission. Applicant Kirk Young felt this was a great compromise. Public Comments: Jeffery Walker - attorney representing neighbors, came to confirm that the application for the R-1-20A Zone was being considered. He stated if it was, he had no further comments. Tracy Cowdell also noted that the ordinance for adoption references the R-1-20A Zone. Mary Ann Myler agreed 100% with Councilman Fairbanks comment that none of the opponents to this development ever proved that this development would be harmful to them in any way. Monica Zoltanski felt there needed to be a balance between the private property rights of the seller versus the property rights of the neighboring community. Look at the presidence it is setting and the scope. Joe Garlington, 1824 East 10400 South, spoke on behalf of Gerald Anderson, expressing appreciation to the Applicant Kirk Young for meeting with neighbors. This is a good compromise. Hearing closed. Council comments followed. Chris McCandless read an e-mail from a resident regarding the rezone. The resident asked that their name not be used due to the backlash from their neighbors. Mr. McCandless noted that he has heard this comment from a variety of neighbors. He would like to see peaceful and respectful resolutions regarding other's opinions on land use. People are frightened with the methodology that is being used to get people's votes. Sandy City, Utah Page 4 Printed on 11/25/2019 City Council Meeting Minutes November 12, 2019 A motion was made by Steve Fairbanks, seconded by Linda Martinez Saville, to adopt Ordinance 19-27, an ordinance amending and fixing the boundaries of a zone district of the Sandy City Zoning Ordinance; rezoning approximately 4.5 acres located at 1785 S. and 1815 S. from the R-1-40A "Single Family Residential" Zone District to the R-1-120A "Single Family Residential" Zone District. The motion carried by the following vote: Yes: 5- Kristin Coleman-Nicholl Chris McCandless Steve Fairbanks Zach Robinson Linda Martinez Saville No: 2- Brooke Christensen Maren Barker 6. 19-413 Council Member McCandless recommending that the Council review and discuss the process for the annual appointment of Council Members as liaisons to committees Attachments: Executed Copy Res 18-57C Chris McCandless asked Mike Applegarth to review and discuss the annual appointments of Council Members as liaisons to committees.
