Bo, from Cub Scout Troop 3375, offered the opening prayer. Cal, from Cub Scout Troop 3375, led the audience in the pledge. Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto reviewed upcoming items on the agenda planning calendar. Council Member Business Brooke Christensen briefed the Council on the water issue. Mayor's Report Mayor Bradburn reported on his tour of the Momentum Glass Recycling Facility. He reported that 610 Sandy households participate in the glass recycling program. CAO Report Matt Huish invited Communications Director Eric Richard to present an update on the Communications Department. Eric Richards presented a report on Sandy City's Communications Department. The department received the 3CMA Award, and SAVVY award for the Cityserve App Promotion, and the Connect With Us Campaign. He introduced the Cityology program which highlighted Robinson Numkena, Public Works Employee. He will be retiring after 40 years of service with the City. Mike Gladbach payed tribute to Robinson Numkena. Mayor Bradburn presented a 40 year certificate and pin expressing appreciation for his years of service. Citizen Comments Renna Williams spoke regarding gunshots from a short term rental property in their neighborhood on Sunday October 13th. She described the circumstances and asked the City to re-exam short term rentals. Mr. McCandless asked for a copy of Ms. Williams's comments along with a report from the police department. Comments were closed. Special Recognition 1. 19-383 Annual Sandy City Beautification Awards Beautification Committee member Steve Geddes led the presentation for the Annual Sandy City, Utah Page 2 Printed on 11/13/2019 City Council Meeting Minutes October 22, 2019 Beautification Contest Awards. He expressed appreciation to Linda Martinez Saville and Committee Members for their help. A plaque was presented to Kim Bell for her years of dedicated service to the Beautification Committee. 2. 19-384 A Proclamation of the Mayor and City Council of Sandy City, Utah recognizing November 1, 2019 as Extra Mile Day Attachments: Extra Mile Day Proclamation Mayor Bradburn read the proclamation recognizing November 1, 2019 as Extra Mile Day. Mayor Bradburn encouraged people to go the extra mile in volunteerism and service. Voting Items Consent Calendar Kirstie Lovell introduced herself to the Council prior to the adoption of the resolution appointing her as a member to the CDBG Committee. Approval of the Consent Calendar A motion was made by Brooke Christensen, seconded by Steve Fairbanks, to approve the Consent Calendar. ZONE-05-19- PUBLIC MEETING: 5655(CC) Community Development Department presenting a rezone application (File #ZONE-05-19-5655, Villas at Southtowne) on behalf of The Thackeray Company, requesting that 4.0 acres, a portion of two parcels located at approximately 10650 S. 700 E., be rezoned from the CN Zone to the PUD(10) Zone. John Thackery, applicant, briefed the council on the proposed zone change. Public Comments: Gary McKellar- residents expressed unanimous approval from the school. The proposed housing is high density, which had been denied by the Planning Commission. Steve Van Maren- felt the Planning Commission came to a good conclusion by denying the proposed rezone. He expressed concerns with elevations and the development fitting in with the existing neighborhood. Monica Zoltanski- felt a PUD zone was out of place for the property, and that the development would tower over the existing neighborhood. The Council should continue to pursue a grocery store on the site especially since the city is losing commercial properties. Joel Frost- expressed opposition to the rezone. He did not like the school and residential, and would like to maintain the integrity of the neighborhood. He asked the Council to pause and look at commercial development. The hearing was closed. Council discussion followed. A motion was made by Steve Fairbanks, seconded by Linda Martinez Saville, to adopt Ordinance 19-25 , The Villas at SouthTown Rezone amending and fixing the boundaries of a zone district of the Sandy City zoning ordinance; to wit: rezoning approximately 4.0 acres of a total of 6.37 acres from CN "Planned Center-Neighborhood District" to PUD-10 "Planned Unit Development (10 Units per acres)" located at approximately 10650 South and 700 East as amended in paragraph 4 ... The motion carried by the following vote: Tracy Cowdell mentioned language in the ordinance that was inconsistent with the motion. Bob Thompson noted that three words in paragraph 4 needed to be changed. Yes: 4- Kristin Coleman-Nicholl Chris McCandless Steve Fairbanks Linda Martinez Saville No: 3- Brooke Christensen Maren Barker Zach Robinson Sandy City, Utah Page 4 Printed on 11/13/2019 City Council Meeting Minutes October 22, 2019 5. 19-392 The Administrative Services Division is recommending the adoption of two resolutions as part of Fiscal Year 2020 Budget Carryover Attachments: 19-39C Equipment Management 19-40C Capital Project Carryover Updated Brett Neumann reviewed Resolutions 19-39 C and 19-40 C, two resolutions that were requested to be brought back for further information by Council Member Kris Nicholl and Council Member Brooke Christensen. He explained the feasibility study for the creation of a special services district to promote tourism, and the estimated total project costs for the Capital Projects budget. Council comments and discussion followed. Public Comments: Steve Van Maren- mentioned that the Mayor had asked him to comment last week on the Council Contingency carryover. Mr. Van Maren made some observations. Mayor Bradburn clarified that the amount he was referencing was in the Council Capital Contingency Budget. He felt the balance in the account was starting to approach a fairily high level. A motion was made by Zach Robinson, seconded by Maren Barker, to adopt Resolution 19-39C, increasing total appropriations within the Equipment Management Fund with an amendment that the $10,000 for the Tourism initiative come from General Contingency out of the Council Executive Staff Budget for Fiscal Year 2020.... Council Comment: Kris Nicholl felt that more funds should be allocated and put towards Capital Projects instead of a huge amount going into carryover. There were no public comments. A motion was made by Kris Coleman Nicholl seconded by Zach Robinson to adopt Ordinance 19-26, annexing territory located at approximately 3384 East Little Cottonwood Road, and 9800 South Wasatch Boulevard in Salt Lake County, comprising approximately 10.6 acres into the municipality of Sandy City; establishing zoning for the annexed property; also providing a severance and effective date for the annexation...
