Council Member Business Council Member Stroud clarified her position from last Tuesday on several budget items. Council Member Sharkey extended hope to keep the meeting under 6 hours and 10 minutes due to last week's video complication. Council Member Zoltanski asked for clarification of Council Member Stroud's position. She also spoke about the priority of last year's property tax. Council Member Nicholl mentioned an effort with Council Member Robinson to address systemic racism. Mayor's Report There was no report. CAO Report Matt Huish asked Brian Kelley to update the Council on the meeting with the Utah League of Cities and Towns indicating that sales tax is coming in better than anticipated. Information Items 1. 20-193 UDOT requesting the Council receive an update on the Little Cottonwood EIS study Attachments: LCC EIS Presentation Josh VanJura, project manager for UDOT, Vincent Izzo, consultant lead for the EIS, and Bri Binnebose, consultant for public involvement and communication introduced themselves. Public input is now open for the three alternatives of the Little Cottonwood Canyon Environmental Impact Statement. Council comments and questions followed. 2. 20-192 Community Arts, Economic Development, Council Office, Administrative Services, Mayors Office, and CAO's Office presenting their FY 2020-21 Tentative department budgets. Attachments: FY 2020-21 Tentative Budget 01Council21 - Revised Mearle Marsh presented the Community Arts budget. Council Member Houseman thanked Mearle and his staff for their work. This item was paused in order to move to the Citizen Comment portion of the meeting. The purpose of the amendment was to allow construction of solar carports in SD Harada zone. Brian Barnhill spoke on behalf of the applicant. Dustin Fratto provided instruction on how to address the City Council on this agenda item. Steve Van Maren noted that the comment system is working (due to previous speakers who chose not to speak). A motion was made by Zach Robinson, seconded by Kristin Coleman-Nicholl, that the City Council adopt the proposed ordinance #20-05, which is an amendment to the Land Development Code and shown in Exhibit "B." Council Member Sharkey began by noting that she intended to table her item. She explained her thoughts on the agenda item. A motion was made by Brooke Christensen, seconded by Zach Robinson, to amend the direction given last week that included items 2-5 of the Nicholl, Stroud, Houseman budget proposal to include an adjustment to the compensation package for 50% of the Public Safety Steps and 50% of the Market increase for all other employees starting on July 1, 2020. The remaining 50% of the compensation package would be put in place as soon as General Fund money is available or three months of revenue and expense, as set in the approved budget, is met. Dustin Fratto gave instruction on how to address the Council on this proposal. Cathy Spuck spoke in favor of the proposal. Steve Van Maren expressed concern about the real cost to the budget, and believed the expenses could outspend revenue but thought it was a step in the right direction. Ryan Bird, Fraternal Order of Police Vice President thanked the Council for being open to hearing from the FOP. Council discussion followed. There was a motion by Zach Robinson and seconded by Brooke Christensen to call the question. The motion carried by the following vote: Yes: Council Members Christensen, Robinson, Zoltanski, Stroud, Houseman, and Nicholl. No: Council Member Sharkey. A vote was taken on the main motion. The motion failed by the following vote: Yes: Council Members Christensen, Robinson, and Zoltanski. No: Council Members Sharkey, Stroud, Houseman, and Nicholl. Council Member Christensen spoke to budget option number 2 for this item. There was a motion to adopt budget option #2 by Council Member Christensen and seconded by Council Member Robinson. Jodi Monaco expressed concern that the Council's support for public safety was not genuine. Cathy Spuck suggested that if all else fails the Council should consider using a rainy day fund to fund compensation. Lisa Burbank, spouse of a Sandy City police sergeant felt that constituents are not being fairly represented. Graham Tinius spoke about the importance of funding first responder compensation. Mike Applegarth read comments submitted in advance to the Council Office. Council discussion followed. The motion failed by the following vote: Yes: Council Members Christensen, Robinson, and Zoltanski. No: Council Members Sharkey, Stroud, Houseman, and Nicholl. 6:00 Time Certain Items and Public Hearings Citizen Comments Dustin Fratto provided instruction on how to participate in the Citizen Comments portion of the meeting. Steve Van Maren asked whether or not City provided land to Canyons School District is required to be used for targeted income housing. Nick Duerksen addressed the question. Christine Kump thanked Council Member Zoltanski, Mayor Bradburn, and Police Chief Greg Severson for their comments last week regarding Black Lives Matter. Fire Chief Bruce Cline thanked the Council Members for visiting with him over the last several days. Emma Weatherhead, firefighter/paramedic spoke about the importance of mental health and the role first responders play in community mental health. Linda Saville expressed her pride in the new Council Members. She spoke about funding to the Sandy Club A Place for Boys and Girls. Jodi Monaco asked about a comment she submitted earlier to be read. Max Walker asked about the safety plan for Sandy City pending social disruption.
