Council Member Stroud led the Pledge of Allegiance. Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth gave instruction on how to use Zoom. Council Member Business Council Member Zoltanski spoke about bridging racial divides. Mayor's Report Mayor Bradburn spoke about the public safety step-in-grade compensation plan. He also mentioned Police Department preparation and training for citizen interaction. Chief Greg Severson spoke about actions to combat systemic racism. CAO Report There was no report. Information Items 1. 20-184 Update from federal lobbyist Bill Simmons. Attachments: Federal Government COVID-19 Local Government Funding Bill Simmons provided an update about congressional activity including the CARES Act and the HEROS Act. Council questions followed. 2. 20-185 Community Development, Public Works, and Public Utilities presenting their FY 2020-21 Tentative department budgets. Attachments: FY 2020-21 Tentative Budget Community Development Director James Sorensen spoke about the operation of the Community Development Department and then reviewed the department's budget. Council questions and comments followed. This item was paused at 6:05 PM in order to move to Citizen Comments. Council comments and questions were offered throughout the presentation. Assistant Director Paul Browning and Administrative Services Director Brian Kelley assisted in questions as needed. Tom Ward then gave an overview of Public Utilities then reviewed the department budget. Council questions followed the presentation. Attachments: Budget Proposal, Nicholl, Stroud, Houseman Council Member Nicholl opened the discussion on Item 5. She recommended that the first bullet point regarding vacant positions in the attached memo be tabled until next week. Council Member Houseman spoke about her budget priorities reflected in the budget proposal. Council Member Stroud also gave her thoughts on the difficult decisions proposed. A motion was made by Cyndi Sharkey, seconded by Marci Houseman, to direct council office staff to work with Administration to incorporate the budget amendments in the FY 2020-21 budget as described in the Nicholl, Houseman, and Stroud memo from Council Members Nicholl, Houseman, and Stroud less item 1 from the memo. Dustin Fratto provided direction about how to comment on this agenda item. Seth Drew from the Fire Department encouraged the Council to fund the step-in-grade program. Fire Chief Bruce Cline said he did not support the motion as detrimental to the department. Stacy Visser supported the tax increase to expand public safety services. Deputy Fire Chief Ryan McConaghie echoed the sentiment of Chief Cline and expressed confidence in the Administrative Services Department. Sandra Haak said the agenda construction made it difficult to know when to comment, and that overtime should be considered as potentially costing more. Brenda Suta spoke in favor of the Sandy Club. Stacie Jorgensen from the Fire Department supported the step-in-grade program. Carlos Lopez from the Fire Department spoke about his experience in the department and supported the step-in-grade program. Clint Juhl recalled the federal funding mentioned earlier and supported the compensation plan for employees. Patrick Hinkle expressed concerns about how this proposal was listed on the agenda, and opposed the current proposal. Sergeant Clay Swenson from the Police Department expressed opposition to not funding the step-in-grade program. Greg Labato expressed opposition about the current proposal and its impact on emergency response times. Police Chief Greg Severson expressed opposition to the current proposal. Scott Ellis echoed the messages of the public safety personnel and suggested all employees are essential. Matt Stuebner, Battalion Chief, Fire Department spoke about staffing challenges and the impact on the department. Tom Ward, Public Utilities Director spoke about the city staff effort in serving the community. Jim Edwards noted his past support for a property tax increase and suggested the City maintain compensation for public safety, and that the CWC funding should not come from the water fund. Chris Welch, President of the Fire union spoke about the efforts of the department to protect citizens among staffing challenges. Ian Williams, Animal Services Director echoed the sentiments of other public safety personnel and asked that the Council table the current proposal. Corey Metcalf, firefighter strongly urged the Council to reconsider the current proposal Jodi Monaco expressed opposition to the the current proposal. Daphanie Glick, police officer spoke about staffing in the police department and encouraged the Council to maintain compensation for public safety. Craig Erickson suggested that public safety should be the top priority, and the Council should slow down on the current proposal to avoid compromising public safety. Chuck Thoman, police officer spoke about leadership in the department and Administration and the workload of police officers serving the community. Chris Aston, Fire Battalion Chief expressed concerns about fire department staffing levels and expressed concern about the proposal reducing staff and a consequent decrease in service. Steve Van Maren expressed concerns about vacant positions and encouraged the Council to fund police and fire, and endorsed funding the CWC. Gary McKellar expressed concerns about political games and disagreed with the 3-minute comment limitation. He suggested the Council is using COVID to play a game. He is against the current proposal. Officer Dane Peterson, police officer noted that Sandy has become a destination organization as evidenced by his experience and transfer to Sandy. The current proposal is a knee-jerk reaction. Justin Chapman, expressed the family atmosphere of the police department and the City. He suggested the current proposal is a huge setback. Ashley Burningham, former Sandy police officer noted past hiring struggles in the department and encouraged the Council to maintain compensation for public safety. Elizabeth Williams believes the current proposal was rushed to the agenda. The current proposal will have a negative impact on public safety. Mike Applegarth read written comments submitted in advance to the Council Office. Further Council discussion followed. A motion was made by Marcie Houseman and seconded by Cyndi Sharkey to call the question. Attachments: Budget Amendment Proposal Mike Applegarth pointed out that the Council has rule against taking any new business after 11 pm unless a majority of the Council votes to do so. A motion was made by Zach Robinson, seconded by Brooke Christensen, to continue discussion despite the 11 PM rule.. Attachments: FY2020 21 Budget Proposal Memo FY2020 21 Budget Proposal Brooke Council Member Christensen reviewed the summary memo on the proposal. Council questions followed. Dustin Fratto gave direction for how to participate in public comment on this item. Sandra Haak recommended the Council use some kind of benchmarking. She complete support the retention of the compensation package, and filling vacant positions. Steve Van Maren spoke in favor of funding the Sandy Boys and Girls Club and funding the step-in-grade for police and fire. Shalom Orton, Executive Director the Sandy Club spoke about the benefit of maintaining City funding for the Club. Jodi Monaco questioned whether there had been any budget cuts to the Sandy City Animal Services. Gary McKellar suggested the Council Member Christensen's proposal should be considered and that public safety compensation should be retained. Jim Edwards expressed support for Council Member Christensen's proposal but the Sandy Club should be held to the same standard as other nonprofits. Katie Johnson expressed appreciation to Council Members Zoltanski, Christensen, and Robinson. She recommended additional financial transparency with the Sandy Club donation. Police and Fire personnel will leave for other cities. Council Member Christensen reiterated her support for finding a way to preserve employee compensation. There was no formal action on this item. 8. 20-183 Possible Closed Session to discuss the purchase, exchange or lease of real property and/or pending or immanent litigation. Luke Bradley spoke on behalf of the Sandy Club. The Chair reminded the speakers that comment in this period is for items not on the agenda. Patrick Hinkle began to speak about the tentative budget.
