Chief Cline led the meeting attendees in the Pledge of Allegiance. City Recorder Wendy Downs administered the oath of office to: Captain Bandon Hardman Engineer Chad Anderson Engineer Elliot Wilde Firefighter/EMT Jack Harrell Firefighter/EMT Brayden Lindley Firefighter/EMT Oliver Smith Firefighter/EMT Riley Stewart Agenda Planning Calendar Review & Council Office Director's Report There was no report. Council Member Business Council Member Zoltanski inquired about Council Member interest in another Virtual Town Hall the week of June 15. She commented on the recent protests in Salt Lake City and the involvement of the Sandy Police Department. Council Member Houseman updated the Council on a six-week summer camp provided by the Sandy Club for Boys and Girls. She also noted that the Central Wasatch Commission budget was recently adopted. Mayor's Report Mayor Bradburn provided an update on the Sandy Police support during recent protests in Salt Lake City. Police Chief Greg Severson provided additional details about the Police Department's deployment to Salt Lake City. CAO Report CAO Matt Huish spoke about a recent citizen effort to remove graffiti. Sandy City residents Ryan Rosendahl, Aubrisha Lloyd, Ryan Hymas, Jen Rogers, Kaitlin Sundquist, Logan Hart, Dallas Ramseyer and Kellie Nielsen volunteered. Nick Duerksen provided an an economic update regarding the Shops at South Towne. Deputy Mayor Evelyn Everton provided an update on CARES Act funding for Sandy City. Attachments: FY 2020-21 Tentative Budget Court Administrator Melisse Stiglich presented the Justice Court budget to the City Council. She noted that the Justice Court may need to hire another judge to help dispense with a backlog of cases due to COVID-19. Council questions followed. City Attorney Bob Thompson presented his department's budget. Council questions followed. Administrative Services Director Brian Kelley added clarifying information as needed. City Recorder Wendy Downs addressed questions about her division. Chase Parker reviewed the Risk Management division budget. The Council took a five minute recess. The Council Meeting reconvened at 7:11 PM. Parks and Recreation Director Scott Earl presented information on the FY 2019-20 (current year) budgets for the General Fund and Enterprise Funds. He then reviewed the FY 2020-21 budget. Council questions and discussion followed. Assistant Director Dan Medina and Alta Canyon Sports Center Director Jetta Valentine assisted with questions as needed. Voting Items Consent Calendar Approval of the Consent Calendar A motion was made by Brooke Christensen, seconded by Zach Robinson, to approve the Consent Calendar including items 3, 4, and 5. Council Items 6. 20-176 Sandy City Fire Department recommends the City Council to adopt the new UFA/UFSA Contract and Resolution. Attachments: Current 2020 Sandy-UFA Contract Border Proposed 2020 Sandy-UFA Contract Border ILA Fire Services 2009 Sandy City Contract with signatures Sandy City Resolution Fully Signed UFA Contract Talking Points Resolution 20-12c Interl Agr for Delivery of Fire Protection Services Deputy Fire Chief Ryan McConaghie summarized the agenda item and contract changes for the City Council. Council questions followed. Senior Analyst Dustin Fratto provided instruction on how to comment on this agenda item. There was no public comment A motion was made by Zach Robinson, seconded by Marci Houseman, to adopt Resolution 20-12C as amended to refer to "Unified" Fire. CODE-04-20 Public Meeting: Limits on Dogs as Household Pets -5846_CC Amend Title 21, Chapter 11, Special Use Standards, Section 3 - Animals (Farm and Household Pets), of the Sandy Municipal Code Attachments: Staff Report.pdf Exhibit A.pdf PC Minutes 05.21.2020 (DRAFT).pdf Ord 20-03 LDC-household pets regulations 21-11-3.pdf Zoning Administrator Mike Wilcox presented the code amendment to bring the land development code in line with the recent changes to the Animal Services Code to allow 3 dogs per residence. Senior Analyst Dustin Fratto provided instruction on how to comment on this agenda item. Cathy Spuck noted that her homeowners association had difficulty with dogs. She preferred that the limit be retained at two dogs. Steve Van Maren clarified his comments to the Planning Commission on this item. A motion was made by Alison Stroud, seconded by Kristin Coleman-Nicholl, to adopt the proposed ordinance #20-03, which is an amendment to the Land Development Code and shown in Exhibit "A", for the following reasons: 1. Compliance with the Purpose of the Land Development Code by creating consistency and equitable standards in Sandy City. 2. Compliance with the Goals and Policies of the General Plan by establishing appropriate development standards for all uses and zoning categories within Sandy City... It reconvened at 6 PM for Citizen Comments. Senior Analyst Dustin Fratto provided direction for how to participate during the Citizen Comment portion. Cathy Spuck asked about which budget covers the expenses for the Sandy Police to assist the Salt Lake City Police Department.
