Council Member Business
Council Member Stroud thanked the Sandy Police and Fire Departments for their
responses on recent calls.
Council Member Zoltanski extended congratulations to the 2020 graduating class.

1. 20-164 Police and Fire Departments presenting their FY 2020-21 Tentative
department budgets.

Administrative Services Director Brian Kelley reviewed the budget request spreadsheet.
Chief Bruce Cline and Deputy Chief Ryan McConaghie presented the Fire Department
budget. Council Members posed questions throughout the presentation.
This item was resumed at 7:11 PM. Chief Severson presented the Police Department
budget. Animal Services Director Ian Williams was also present to address Animal
Services Division questions. Administrative Services Director Brian Kelley addressed
interfund charges. Council comments and questions were offered throughout the
presentation.

Motion to approve items 2 through 4 on the consent calendar passed unanimously.
The meeting went into a 5 minute recess following the approval of the consent calendar.
The meeting reconvened at 6:00 PM and began with Citizen Comments followed by the
CDBG hearing.

Citizen Comments
Senior Analyst Dustin Fratto gave instruction on how to participate in the Citizen
Comment portion of the meeting.
Steve Van Maren asked about amendments in the upcoming budget.
Chris Welch encouraged the City Council to follow the advice of the Administrative
Services Department. He reminded the Council that last year's tax increase was
designated for Police and Fire, and asked that the step in grade compensation plan for
Police and Fire be retained.

5. 20-131 Community Development Department presenting, and recommending
approval of, the 2020-2024 Consolidated Plan and First Year Annual
Action Plan for the 2020 Program Year, including the 2020-2021 CDBG
annual budget as prepared by the Citizen Advisory Committee, for the use
of Community Development Block Grant funds.

Comments from Utah Community Action
Jake Warner from the Community Development Department presented the Community
Development Block Grant consolidated plan budget and annual action plan. Council
questions and comments followed.
The Council Chair opened the public hearing. Senior Analyst Dustin Fratto gave
instruction on how to participate in the public hearing.
Council Executive Director Mike Applegarth read an e-mail from John Gold, Executive
Director of The Sharing Place about how CDBG funding helps provide grief support
services.
Peggy Daniel from South Valley Services thanked the CDBG Committee, Council and
staff for support in helping provide domestic violence services.
Jason Wheeler, Executive Director of Assist Community Design Center noted how many
people his organization is able to help with the assistance of CDBG funding.
Kim Correa with the Inn Between expressed gratefulness for partnership with Sandy City
in providing hospice care.
A motion was made by Brooke Christensen, seconded by Zach Robinson, that
Resolution #20-15c be approved, including the following:
1. Approval of the 2020-2024 Consolidated Plan and First Year
Annual Action Plan for the 2020 Program Year; and
2. Authorization for the Mayor to submit the 2020-2024 Consolidated
Plan and First Year Annual Action Plan for the 2020 Program Year to the U.S.
Department of Housing and Urban Development and to sign associated
documents... The motion carried by the following vote:
