Council Member Sharkey led the Pledge of Allegiance. Non-voting Items Sandy City, Utah Page 1 Printed on 5/28/2020 City Council Meeting Minutes May 19, 2020 Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth reviewed the upcoming agenda calendar. Council Member Business Council Member Zoltanski asked about getting an update on City related COVID-19 expenses and economic projections. Council Member Christensen agreed with getting economic trend data. She also recommended that the Council resume in-person meetings. Mayor's Report Mayor Bradburn requested time for Deputy Mayor Evelyn Everton to report on the County's disbursement of federal CARES act funding. CAO Report CAO Matt Huish reported on the launch of the new website, and the transition from "orange" to "yellow." Scott Earl then provided further information on the opening of City parks and recreational programs. Information Items 1. 20-157 Council discussion of the FY 2020-21 Tentative Budget compensation plan. Attachments: FY 2020-21 Tentative Budget The Council opted to take items 2 and 3 first. This item (1) was heard following the 6:00 PM Citizen Comments portion of the meeting. Administrative Services Director reviewed the compensation plan for the FY 2020-21 Tentative Budget. Human Resources Director also spoke about the Administration's approach to the compensation plan before and after pandemic restrictions. Council questions and comments followed. Voting Items Council Items Sandy City, Utah Page 2 Printed on 5/28/2020 City Council Meeting Minutes May 19, 2020 2. 20-156 Public Works Department recommending adoption of Resolution 20-13C authorizing the execution of an agreement between Salt Lake County and Sandy City to lease and demise a portion of City property to the County. Attachments: 20-13c Ground Lease Agreement resolution Salt Lake County Ground Lease - HHW (final 4-23-20) Public Works Director Mike Gladbach introduced the agenda item and referenced the agreement and resolution attached. Dustin Fratto gave instruction about how to participate in public comment for this item. Steve Van Maren mentioned the $1 cost for the lease agreement. Council Member Zoltanski asked about insurance required on the facility and the dollar amount on the lease agreement. Council Member Sharkey asked about the development process. Mike Gladbach noted that the County facility will go through Sandy's planning process. A motion was made by Kristin Coleman-Nicholl, seconded by Cyndi Sharkey, to adopt Resolution 20-13C... The motion carried by the following vote: Yes: 7- Alison Stroud Kristin Coleman-Nicholl Zach Robinson Monica Zoltanski Marci Houseman Cyndi Sharkey Brooke Christensen 3. 20-146 Recess of the City Council meeting and convene a meeting of the Redevelopment Agency of Sandy City. Attachments: Agenda Packet 5-19-20.pdf A motion was made by Kris Nicholl and seconded by Marci Houseman to recess the City Council meeting and convene a meeting of the Redevelopment Agency of Sandy City. The motion carried unanimously. Nick Duerksen led the RDA Meeting. (RDA actions will be reflected in the RDA minutes) Meeting went into Recess at 5:55 PM A motion was made by Kris Nicholl and seconded by Zach Robinson to adjourn the Redevelopment Agency meeting and reconvene the meeting of the City Council. The motion carried unanimously.
