Council Member Stroud opened with a prayer. Mike Applegarth led the Pledge of

Council Member Business
Council Member Nicholl reported that Council Member Christensen was officially voted to
the Hale Centre Theatre Board of Trustees.
Council Member Christensen noted the Historic Committee would be meeting soon again.
Council Member Sharkey reported on the Jordan River Commission. An anonymous
donor from Sandy donated 1,000 trees.
Council Member Robinson noted a thank you to the Police Department from a constituent
to Sergeant Webb and other Police officers.
Council Member Houseman updated the Council about the Central Wasatch
Commission.
Mayor's Report
Mayor Bradburn reported that there was not much appetite on the federal level for another
round of stimulus funds which would include money for local government. Passports are
available by appointment only starting next Monday. Preparations are being made to
move from Orange to Yellow. Council Member Zoltanski asked about plans for the 4th of
July.
CAO Report
Kim Bell reported that the County Health Department will not be issuing mass gathering
permits until the reopening of services is in the Green phase.

1. 20-142 Public Works Department introducing a possible ground lease with Salt
Lake County for a household hazardous waste facility

Public Works Director Mike Gladbach spoke about a partnership with Salt Lake County
(SLCo) for the installation of a household hazardous waste (HHW) facility at the Public
Works Facility in Sandy. He introduced Dorothy Adams, SLCo Public Health Deputy
Director and Eric Michaels, Environmental Supervisor who briefed the Council on the
nature and history of HHW collection and the benefits of a facility in Sandy. Council
questions and comments followed.

3. 20-133 Community Development Department is recommending approval of an
interlocal agreement for the City to continue to participate in the local
HOME Consortium for the HOME Investment Partnership Program for
Federal Fiscal Years 2021 through 2023.

Jake Warner from the Community Development Department gave an overview about
Housing and Urban Development (HUD) programs including the Community Development
Block Grant and the HOME Investment Partnership programs. Council questions and
comments followed.
The Chair opened public comment on the item. Senior Analyst Dustin Fratto gave
instruction about how to participate in public comments about this item. There were no
public comments.
A motion was made by Zach Robinson, seconded by Marci Houseman, that
Resolution #20-16c be approved, authorizing the Mayor to sign the Interlocal
Cooperation Agreement for membership in a consortium of the Home Investment
Partnership Program for Federal Fiscal Years 2021 through 2023... The motion
carried by the following vote:

Alta Canyon Materials_March 10 Work Session
Council Executive Director Mike Applegarth opened the discussion with the Council about
the FY 2020-21 Budget. Council conversation ensued. Topics broadly included overall
budgeting philosophy, employee compensation, and Alta Canyon Sports Center.
Dustin Fratto gave instruction about how to provide public comments on this item.
Cathy Spuck suggested that Council conduct a public opinion survey about possible
changes to the budget.

Citizen Comments
Senior Analyst Dustin Fratto gave instruction on how to participate in the Citizen
Comments portion of the meeting.
Steven Baxter lives near Buttercup Park and is interested in having Pickle Ball lines
painted on the tennis courts at Buttercup Park.
