He gave an update to the Council regarding the open position in the Council Office. Council Member Business Council Member Sharkey gave an update from the ULCT meeting. Council Member Zoltanski spoke about a closure at Dimple Dell Monument Trail Head. She gave feedback from the Salt Lake County Recorder's Office - the Recorder's Office received many Property Watch registrations from Sandy residents following last week's Council presentation. Council Member Houseman acknowledged the loss of a fire fighter from the Unified Fire Department. The Sandy Arts Guild is preparing for the 35 year Anniversary and she spoke about upcoming events related to the anniversary. Council Member Stroud also gave an update from the Sandy Arts Guild. She mentioned that all events at the Sandy Amphitheater have been cancelled and she spoke about the fall event that has been planned. She thanked the Parks and Recreation Department and Scott Earl for their help with a resident's concerns. Council Member Robinson thanked everyone who helped with the Canal Trail. Mayor's Report Mayor Bradburn updated the Council on upcoming events. He thanked the Police Department for their help with protests that occurred in Sandy over the past weekend. The Police Department has implemented reforms. He asked Chief Severson to speak to the Council. Chief Greg Severson further updated the Council regarding the protests that occurred over the past weekend. He thanked Council Members Stroud and Houseman for their support. Information Items Sandy City, Utah Page 2 Printed on 8/19/2020 City Council Meeting Minutes August 11, 2020 1. 20-265 The South Valley Chamber of Commerce providing the Council with an update on the status of small businesses in Sandy City Council Member Sharkey introduced Greg Summerhays, President of the South Valley Chamber. Greg Summerhays spoke about the impacts of the COVID-19 pandemic on the small businesses in Sandy City. He introduced Rowena Montoya, founder of JulieAnn Caramels. Rowena Montoya spoke about the growth of her business and how COVID-19 has impacted her business. Greg Summerhays introduced Dr. Brown. Dr. Michael Brown and his wife, Tiffany Brown, Office Manager, opened their business in Sandy City on March 2nd. He spoke about his new business and the impacts of COVID on their business. Greg Summerhays further briefed the Council about the impacts on Sandy Business owners and stressed creativity and long-term strategies to help Sandy businesses. He also expressed his gratitude to the Sandy Community and introduced Jay Francis who will be the new President of the South Valley Chamber. Jay Francis introduced himself and spoke about his new role as President of the South Valley Chamber. He thanked Greg Summerhays for all his work with the Chamber. Council Members thanked Greg Summerhays and welcomed Jay Francis. 2. 20-268 Bulk Waste Program Warning Letter Attachments: Memo - Bulk Waste Program Warning Letter Mr. Tom Ward, Public Utilities Director, briefed the Council on a warning letter received by Sandy City from the Utah Division of Water Quality (DWQ) regarding the issues with the current city bulk waste cleanup program. Council comments and questions followed the briefing. Tom Ward, Mike Gladbach, Public Works Director and Tyler Shelley, Public Utilities Chief Engineer responded to Council questions, comments, and concerns. Meeting went into Recess. He asked Council Members and Administration for feedback and discussion regarding the continuation of virtual meetings. Council members comments, discussion and questions followed. Council Staff and Attorney spoke about technical and legal issues. Council Member Robinson thanked everyone for their comments and feedback. Dustin Fratto gave instructions on how to participated in the closed session. 6:00 Time Certain Items and Public Hearings Citizen Comments Council Member Robinson invited the public to make a public comment to the Council. Dustin Fratto gave instructions on how to comment in the meeting. Shawna Bona with the County League of Women Voters, wanted to introduce herself and thanked the Council for their transparency. Dustin Fratto read a comment into the record from Patty Johnson who spoke about the impacts of COVID-19 has had on her and her family and expressed the need for fiber optics service into Sandy City. We, as a city, need faster internet service in the city. Greg Summerhays expressed his support for the Central Wasatch Commission. Graham Tinnius spoke about a proposal to prevent spiked fences in Sandy as a way to help protect wildlife. Council member comments and questions occurred during the presentation. Ryan Kump introduced Darien Alcorn, Senior Civil Attorney, who provided details regarding the street vacation and the legal process associated with the vacation of 9270 South. She responded to earlier questions from the Council. Council members had additional questions and comments for Ms. Alcorn and Mr. Kump and Mr. Gladbach. Public Comment: Dustin Fratto gave instructions on how the public may participate in the public comment. Brian Chamberlin, is a property owner in the area and is a strong supporter of this project and thought it would be a great asset to have a signal at that intersection. Public Comment Closed A motion was made by Brooke Christensen, seconded by Monica Zoltanski, to adopt the proposed ordinance #20-07 to vacate a portion of 9270 South Street as shown in the attached exhibits, based on the following findings and subject to the following conditions of approval: FINDINGS 1. The partial street vacation action by the City will transfer the ownership of the subject property to the abutting property owners, who will use the area in future development of the property, or agree to own and maintain the property. Therefore, good cause for the action exists. 2. That there is neither material injury to either the public interest nor any person by the requested vacation. 3. Staff has not received any objection from the abutting property owners. CONDITIONS 1. That the approval is conditioned upon the City proceeding through the vacation process through action by the City Council. 2. That the recording of the street vacation ordinance be done with Sandy City, Utah Page 6 Printed on 8/19/2020 City Council Meeting Minutes August 11, 2020 the Salt Lake County Recorder's Office. 3. That the official property transfer is not executed until traffic is re-routed using the new right-of-way...
