Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Update from Dustin Fratto on agenda planning calendar and office news. Council Member Business Cyndi Sharkey provided the Council with an update on the last ULCT weekly meeting. Kris Nicholl requested an update from the financial impact on Hale Centre Theatre. Brooke Christensen provided a good job to the police department for recent activities. Mayor's Report Kurt Bradburn provided the Council with an update regarding the vacant emergency manager position. Nick Duerksen provided the Council with an update on the County small business grant program and associated webinar. He further updated the Council on the Shop Sandy program. Voting Items Council Items Sandy City, Utah Page 2 Printed on 8/13/2020 City Council Meeting Minutes July 28, 2020 1. 20-249 Consideration for adoption of a resolution authorizing the issuance and sale of not more than $8,500,000 aggregate principal amount of water revenue refunding bonds; and related matters Attachments: Resolution 20-30C Preliminary Official Statement - Sandy City Water Rev Ref Bonds 2020 Fourth Supplemental Indenture of Trust - Sandy City Water Revenue Refunding Bonds, Series 2020 Bond Purchase Agreement - Sandy Water Revenue Refunding Bonds 2020 Brian Kelley introduced the item and the presenters, Jason Burningham and Randy Larsen. He further briefed the Council regarding the specifics of the bond refinance process, estimated interest rates, and estimated total savings. The Council followed up with comments and questions on the presentation and resolution. Public Comment: Dustin Fratto provided instruction on how to provide comment Steve Van Maren: Expressed concerns with blanks in the attachments, but expressed that his concerns have been addressed. A motion was made by Brooke Christensen, seconded by Cyndi Sharkey, to approve resolution 20-30C. The motion carried by the following vote: Yes: 6- Alison Stroud Zach Robinson Monica Zoltanski Marci Houseman Cyndi Sharkey Brooke Christensen No: 1- Kristin Coleman-Nicholl 6:00 Time Certain Items and Public Hearings Meeting went into Recess Meeting Reconvened A motion was made by Brooke Christensen and seconded by Cyndi Sharkey to recess until 6:00 PM. The motion passed unanimously. MISC-07-20- Partial Street Vacation of 9270 South 5878 CC Approximately 9270 South State Street [Community #4 - Historic Sandy] Attachments: Staff Report, Maps, and Exhibits Draft Street Vacation PC Minutes.pdf Proposed Ord 20-07 Street Vacation 9270 South.rtf Exhibit A - Legal Description of Street Vacation Exhibit B - Surveyed Area.pdf Craig Evans and Tom Timmerman presented the proposed street vacation to the City Council. The presentation was followed by Council comments and questions. Public Comment: Kris Brady asked the Council about foot traffic feedback as related to the future street. He's a property owner in the area, foot traffic tramples his garden. A motion was made by Kristin Coleman-Nicholl, seconded by Cyndi Sharkey, to continue the public hearing to a future Council agenda... The motion carried by the following vote: Yes: 7- Alison Stroud Kristin Coleman-Nicholl Zach Robinson Monica Zoltanski Marci Houseman Cyndi Sharkey Brooke Christensen Adjournment Meeting ended at approximately 7:05 PM.
