Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto reviewed upcoming agenda items. Zach Robinson noted that the August 4th night out against crime has been cancelled but may be rescheduled for a later date. Council Member Business Marci Houseman provided an update on the last Central Wasatch Commission meeting. Mayor's Report Kurt Bradburn provided update on County grants for businesses. Nick Duerksen further updated the Council on County grants available for businesses impacted by COVID-19. CAO Report No CAO Report was provided. Information Items 1. 20-245 Salt Lake County Recorder Rashelle Hobbs presenting on the free “Property Watch” service for SLCo property owners. Attachments: Property Watch Announcement Monica Zoltanski introduced SLCo Recorder Rashelle Hobbs to present on Property Watch. Salt Lake County Recorder Rashelle Hobbs presented to the Council regarding the County Recorders Office and the Property Watch program. This program notifies SLCo property owners, who register for the program, whenever something is recorded on their property. Recorder Hobbs's presentation was followed by Council questions and comments. Attachments: Memo Exhibit A: Sign Examples Public Comment_Davies Presentation: Council Member Monica Zoltanski presented a proposal regarding physical posting requirements for some land use hearings. The presentation was followed by Council comments and questions. Brooke Christensen suggested not including annexations, as there's already a process for that. She also recommended adjusting the fee schedule to adjust for the added costs of the proposal. James Sorensen spoke to including/excluding annexations as well as the general idea of increasing fees to cover the costs of the signs and posting them. Kris Nicholl agreed with the concerns expressed about including annexations in this proposal. She also expresses concern that Sandy won't be able to require those annexing from other jurisdictions to follow the rules in this proposal. Bob Thompson and James Sorensen agreed to research the question of jurisdictional authority related to this proposal. Marci Houseman agrees with what's been said about annexations. She wonders what the unintended consequences might be. She discussed the manageability of revisiting posted signs to ensure they haven't disappeared or been destroyed. James Sorensen and Bob Thompson responded with staff's impression of what the unintended consequences to this proposal may be. Alison Stroud expressed her love of this proposal. Zach Robinson expressed his agreement with the concerns that have already been raised. He's wondering how the 10 day posting requirement was come to. He suggested shortening that period. Overall he likes the proposal. Monica Zoltanski responded to Zach Robinson's questions. She also recommended removing annexations from the proposal. She also shared photos of signs from other jurisdictions. Public Comment: Jodi Monaco spoke in favor of this proposal. Dustin Fratto read into the record a letter from Jessica Davies, which spoke in favor of this proposal.
