Council Member Business Marci Houseman thanks parks and recreation for their 4th of July offerings. Alison Stroud reports on Arts Guild Youth Showcase. Cyndi Sharkey reports on COVID-19 infections and hospitalizations. Encouraging the wearing of Masks. She also reported on a ULCT meeting she attended where a 4th Federal stimulus package was discussed. She also reports on being conservative with the budget in the future. Monica Zoltanski updates the Council on some construction that is occurring around Dimple Dell. She requests that the Council have discussion on the suspension of the Council's rules of order related to Council meetings. Mayor's Report No report from the Mayors Office CAO Report Matt Huish makes the Council aware of future road closures along 9000 South. Update from Bruce Cline related to fire works restrictions. Monica Zoltanski asked how the signs will be funded. Bruce responded that he will be approaching the Council with a request to use money from Council contingency. The report was followed by Council questions and comments. Public Comment: Don Cann spoke on the item. He noted that rentals haven't been a problem overall. But privately owned scooters have caused more of a problem. Jodi Monaco stated that she's moderate on scooters as a resident. Wants to know how we will educate the public on the ordinance? This was followed by Council Member questions and comments. Public Comment: Don Cann expressed that people in his neighborhood aren't filling their recycling cans with the appropriate recyclables. He thinks we should stop the recycling plan completely despite his support of recycling. Council Questions and Action: Brooke Christensen made a motion to adopt resolution 20-29C. The motion failed for lack of a second. A motion was made by Kris Nicholl and seconded by Marci Houseman to deny resolution 20-29C. Council Members spoke to the motion to deny resolution 20-29C asking questions and making comments and recommendations. This presentation was followed by Council questions and comments. Public Comment: Peggy Daniel expressed thanks to Sandy City for the support of her organization in light of COVID-19. Michelle Flynn thanks Sandy for their support in ending homelessness with the Road Home. Steve Van Maren is wondering why the plan isn't a 2020 plan. A motion was made by Brooke Christensen, seconded by Monica Zoltanski that Resolution #20-28c be adopted, including the following: 1. Approval of the 2019 Annual Action Plan (Amended); and 2. Authorization for the Mayor to submit the 2019 Annual Action Plan (Amended) to the U.S. Department of Housing and Urban Development and to sign associated documents...
