Council Member Business
Council Member Houseman asked for clarity on the Mayor's budget veto. She noted that
she declined the cost-of-living wage increase.
Council Member Zoltanski asked if there would be a fireworks report, especially about the
fire in Dimple Dell. Mayor Bradburn noted he would request an update from the Fire
Department.
There was a discussion about the implications of the Mayor's veto as it pertains to
elected compensation.
Council Member Nicholl recommended additional fireworks related signs above 1300
East.
Mayor's Report
Mayor Bradburn noted the City would receive $2.86 million in CARES Act funding through
the County.
CAO Report
Deputy Fire Chief Ryan McConaghie reported on a fire in Dimple Dell Park, and other
fireworks related calls. He reported on the effort to install signs in the fireworks prohibition
area.

a presentation on the Bell Canyon Preservation Trail Head Bid Results,
Site Plan Review, & Funding Recommendation

Scott Earl and Dan Medina gave the presentation about the Bell Canyon Preservation
Trailhead and the recent bid results for the project. Council questions followed.

Council Member Christensen introduced the item and spoke in favor of Rebekah Cowdell.
Council Members thanked Rebekah for her interest in the committee.
A motion was made by Kristin Coleman-Nicholl, seconded by Brooke
Christensen, to adopt resolution 20-25C appointing Rebekah Cowdell as a regular
member to the Sandy City Community Development Block Grant Committee for a
term expiring on June 30, 2022... The motion carried by the following vote:

5. 20-223 Council Member Christensen is recommending that the Council appoint
Jillian Gallard as an alternate member of the Community Development
Block Grant (CDBG) Special Committee

Council Member Christensen introduced the item and spoke in favor of Jillian Gallard. The
Council thanked Jillian for her willingness to serve on the committee.
A motion was made by Cyndi Sharkey, seconded by Marci Houseman, to adopt
resolution 20-26C appointing Jillian Gallard as an alternate member to the Sandy
City Community Development Block Grant Committee for a term expiring on
June 30, 2022... The motion carried by the following vote:

Mike Gladbach introduced the item and reintroduced Blake Leoneli from Waste
Management who gave the presentation.
Dustin Fratto provided instruction about how to comment on this item.
Steve Van Maren expressed concern about increasing the cost of service and thought the
savings should be returned to residents.
Cathy Spuck supported moving to recycling every other week.
Jim Edwards was interested in how the savings calculation was obtained. He
recommended that residents be allowed to opt-out of recycling, and that savings should
be returned to residents. The education campaign should be focused on the can itself.
Mike Applegarth read comments provided to the Council Office in advance.
A detailed Council discussion ensued. There was no action on this item.

7. CODE-04-20 Jolley Pharmacy - Proposed Amendments to the SD(Carnation) Zone

Zoning Administrator Mike Wilcox presented the code amendment to the City Council.
Adam Nash, property owner discussed the need for a pharmacy to have a drive-up
window. The Planning Commission recommended in favor of staff's proposal which does
not include the requested parking reduction. Council questions followed.
Dustin Fratto provided instruction on how to comment on this item. There was no public
comment.
A motion was made by Brooke Christensen, seconded by Cyndi Sharkey, to adopt
the proposed ordinance #20-06, which is an amendment to the Land
Development Code and shown in Exhibit "B", for the following reasons:
1. The proposal complies with the Purpose of the Land Development
Code as stated in section 21-1-03.
2. Compliance with the Goals and Policies of the General Plan by
establishing appropriate development standards for all uses and zoning
categories within Sandy City... The motion carried by the following vote:

8. 20-225 Election of City Council Chair and Vice Chair for July 7, 2020 through the
first regularly scheduled City Council meeting in January of 2021.
Council staff conducted the for Chair and Vice-Chair via an anonymous Google poll.
Council Member Robinson was elected Chair on the third ballot for chair. Council Member
Houseman was elected Vice-Chair on the first ballot for vice-chair.

Citizen Comments
Dustin Fratto provided instruction on how to participate in the Citizen Comment portion of
the meeting.
Dallin Strong noted that he doesn't have street lights on his street and is interested in
understanding how to get them in his area.
