Council Chair Zach Robinson welcomed those in attendance.
Chair Robinson read a statement regarding the continuation of virtual City Council
meetings without an anchor location.

Council Member Zach Robinson led the Pledge.

Agenda Planning Calendar Review & Council Office Director's Report
Mike Applegarth, Council Executive Director, discussed the process for the election of
Council Chair and Vice Chair.
Council Member Business
Council Member Houseman expressed gratitude to the Fire and Police Canine
department staff for their generosity delivering some Christmas cheer over the holidays
and for their service to the community.
Council Member Zoltanski acknowledged the 125th Anniversary of Utah statehood and
congratulated all newly elected officials.

Mayor's Report
Mayor Bradburn was not present at the start of the meeting, but joined the meeting later
in the evening.
CAO Report
Matt Huish, CAO, discussed the two recent fires in Sandy City and acknowledged the fire
department staff for their response and commitment. On January 28th, Sandy City will
hold the Citizenship Awards event. On February 25th Sandy City will recognize Sandy
City Businesses. He discussed the wattsmart program and the online employee training.
He also mentioned that the new public sign posting ordinance went into effect on January
1, 2021.
Special Recognition
1. 21-001 City Council and Mayor honoring the life and service of Judge Dee Benson.
Council Member Sharkey introduced the item - A Special Recognition in memory of
Judge Dee Benson. She spoke about his dedication, commitment and service to Utah.
She introduced Mr. Lee Benson who spoke about Judge Benson; his career and personal
accomplishments. Ms. Sharkey read a statement from Senator Orin Hatch honoring
Judge Benson. The Council awarded a plaque to the Benson family. Mr. Cowdell read a
Council Proclamation in honor of Judge Benson's life and service, declaring January 5th
as Judge Dee Benson Day.
2. 20-466 Sandy City Fire Department's swearing in and badge pinning ceremony for
new hire and promotions, and Ring the Bell program update.
Chief Bruce Cline, Fire Department, led a swearing in and badge pinning ceremony in
recognition of staff promotions and for newly hired fire department first responders.
Deputy Chief Ryan McConahie introduced and kicked off a new Fire Department program:
Ring the Bell Safety Campaign.
Following the Ceremony, Council moved to 6:00 pm Time Certain Items and Public
Hearings on the Agenda and heard Citizen Comments.

3. 21-003 City Council Office recommending annually required Open and Public
Meeting Act training.

Brian McCuiston, Planning Manager, responded to Council questions.
A motion as made by Kris Nicholl, seconded by Marci Houseman to adopt
Resolution 20-46C. The motion carried by a unanimous voice vote.
8. 21-002 Election of City Council Chair and Vice Chair for a term of January 5, 2021
through July 13, 2020.
Mike Applegarth explained the voting process for Chair and Vice-Chair. The Council vote
took place.
Mike Applegarth reported the results:
Council Member Sharkey has been elected Council Chair effective through July 13, 2021.
Council Member Stroud has been elected Vice-Chair effective through July 13, 2021.
Council Member Robinson continued to lead the meeting for the remainder of the evening.

9. ZONE-11-20- Community Development Department presenting a rezone application (File
5944(CC) #ZONE-11-20-5944, Bell Canyon Preservation) on behalf of the Sandy City
Parks and Recreation Department, requesting that 8.1 acres located at the
south corner of the intersection of Wasatch Boulevard and Little
Cottonwood Road.

Ordinance #21-01
Mr. Jake Warner, Long Range Planning Manager, presented on the rezone on behalf of
the Parks and Recreation Department of Sandy City. The property is located on the south
corner of Wasatch Blvd and Little Cottonwood Road and involves approximately 8.1
acres. The request is for the property to be rezoned to open space. The Planning
Commission forwarded a positive recommendation for the rezone.
Public Comment:
Chair Robinson invited the public to comment.
There was no public comment.
Public comment closed.
A motion was made by Kristin Coleman-Nicholl, seconded by Cyndi Sharkey,
approve - adopt Ordinance #21-01, an ordinance amending and fixing the
boundaries of a zone district of the Sandy City Zoning Ordinance; rezoning
approximately 8.1 acres located at the intersection of Wasatch Boulevard and
Little Cottonwood Road from the R-1-15 Zone "Single Family Residential District"
to the OS Zone "Open Space District". The motion carried by the following vote:

10. 21-004 Council Member Nicholl introducing the Utah Compact on Racial Equity,
Diversity, and Inclusion.

Council Member Nicholl introduced the Utah Compact on Racial Equity, Diversity, and
Inclusion and requested support from the Council and to join her in signing the compact.
Council members provided feedback.
Public Comment Opened.
Public Comment Closed.
Council Member Robinson offered a friendly amendment to bring this item to next week's
Council meeting as a Consent Item. Council Member Nicholl accepted the amendment.
A motion was made by Kris Coleman-Nicholl, seconded by Marci Houseman to
bring the Utah Compact on Racial Equity, Diversity, and Inclusion through to the
Consent Calendar for adoption. The motion carried by a unanimous voice vote.

Citizen Comments
Chair Robinson invited the public to participate in Citizen Comment. Dustin Fratto
provided instruction.
Representative Suzanne Harrison, Utah State legislator thanked Council and Sandy staff
for their service and invited the public to participate in their virtual Open House.
Adjournment
Council Member Sharkey recognized and thanked Council Member Robinson for his
service as Council Chair for the last six months.
Council unanimously agreed by a voice vote to adjourn the meeting at approximately 6:54
pm.
