5:15 Council Meeting
Council Chair Cyndi Sharkey welcomed those in attendance.
Chair Sharkey read a statement regarding the continuation of virtual City Council
meetings without an anchor location.
Prayer / Pledge of Allegiance
Council Member Houseman offered the Prayer.
Matt Huish, CAO, led the Pledge.

Agenda Planning Calendar Review & Council Office Director's Report
Mike Applegarth, Executive Director, briefed the Council on upcoming agenda items.
Council Member Business
Council Member Nicholl updated the Council on a recent meeting with the Wasatch Front
Waste and Recycling District..
Council Member Christensen inquired about the scheduling of the bulk waste program
presentation to the Council.
Council Member Zoltanski thanked the Parks staff for their work on the Bell Canyon
Preservation Trail. She acknowledged the sad milestone of reaching 500,000 deaths due
to COVID-19. She also asked for a discussion on the billing detail provided by the Council
attorney. Comments and discussion followed.
Council Member Houseman thanked residents for their service and help to their neighbors
and community during the recent snow storm. She spoke about a recent KSL segment
that featured the Sandy City Fire Department. She congratulated the staff and students at
Alta Canyon High School on their recent theater performance and she thanked the Sandy
Rotary Club for their service to Sandy City.
Mayor's Report
Mayor Kurt Bradburn gave an update on the Covid-19 vaccination process. The County is
looking for volunteers to help at vaccination centers. This Thursday is the Sandy City
Business Awards program.
CAO Report
Mr. Huish acknowledged the Police Department staff for their recent efforts. He thanked
Lynn Pace, City Attorney, for drafting an Election FAQ which will be distributed to
employees and council members. Kim Bell spoke about a Salt Lake County media
campaign "This is our shot. Let's take it." Mike Gladbach briefed the Council on the city's
response during the recent snow storm.

Legislative Report
Evelyn Everton, Deputy Mayor, reviewed legislative bills currently under review and spoke
about the potential impact on the City.
Council questions and comments followed.
Council moved to Time Certain Items and Public Hearings on the Agenda and heard
General citizens comments.

1. 21-076 Administrative Services Department recommending the Council receive an
update on sales tax revenue
Attachments: FY 2021 YTD Sales Tax
Brett Neumann, Budget Services Director, presented on the sales tax revenues collected
this fiscal year from July 2020 through January 2021. The sales tax revenues collected to
date have exceeded the finance department projections.
Council thanked the finance staff for their conservative approach and their excellent fiscal
management on behalf of the City.
2. 21-078 Discussion on Council budget priorities for fiscal year 2022
Attachments: FY22 Zach Priorites
Council Member Sharkey asked the Council to share their top two budget priorities. The
Council member discussion included the following budget priorities: funding the
compensation plan, Alta Canyon Recreation Center, the Parks and Recreation building,
long-term capitol projects and sidewalk concrete repairs. A lengthy discussion among the
members followed.

A motion was made by Kristin Coleman-Nicholl, seconded by Zach Robinson, to
approve the Consent Calendar. The motion carried by a unanimous voice vote:

Chair Sharkey invited the public to comment. Dustin Fratto provided instruction on
participating in General Citizen Comment.
Ms. Kathy Spuck thanked the Public Works staff for their service during the recent snow
storm. She asked for some additional information regarding volunteering at the Covid
vaccination sites.
Public Comment closed.
Council moved to Item 1 on the Agenda.
Adjournment
Council unanimously agreed to adjourn the meeting at approximately 7:22 pm.
