Chair Sharkey read a statement regarding the continuation of virtual meetings without an anchor location. Prayer / Pledge of Allegiance Council Member Houseman offered the prayer. Matt Huish, CAO, led the Pledge. Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth, Council Executive Director, briefed the Council on upcoming agenda items. Closed caption is now available on the zoom live meetings. The closed caption will not be available on the video recording. The audio of the meeting remains the official record of the meeting. Council Member Business Council Member Christensen mentioned the CDBG Committee is meeting tomorrow evening at 5:00 pm. Hale Centre Theatre is seating at full capacity. She thanked Animal Control for their help with a recent issue at Lone Peak Park. Council Member Houseman thanked the Sandy Rotary Club for their efforts raising funds for the Sandy Club. She also gave an update on the Central Wasatch Commission which is holding a summit this Friday. The meeting is open to the public. Council Member Zoltanski encouraged resident involvement in the Central Wasatch Commission summit this Friday. She would like to hear feedback from Sandy residents. Utah Division of Wildlife issued a reminder to keep your dogs on a leash at city parks which is also a law in Sandy City. Council Member Robinson spoke about the need for the Council and Administration to work collaboratively regarding the allocation of any funds received from the federal government through the American Rescue Act. Mayor's Report Mayor Bradburn provided some details regarding the process for the allocation of any funds received from the American Rescue Act. He also mentioned that Sandy received a $100,000 grant from Wasatch Front Regional Council. Chief Severson thanked Pauline Lopez, Records Director, for 45 years of service to Sandy City. Sandy City, Utah Page 2 Printed on 5/7/2021 City Council Meeting Minutes March 16, 2021 CAO Report Matt Huish, CAO, spoke about the implementation of a new software platform, Digiplan, implemented by the Community Development department which will streamline the plan submission process and allow for electronic submissions. Eric Richards, Communications Director, spoke about the Shop Sunday and Cairns campaigns which have both outperformed industry standards. The recent test of the Emergency Notification test was a huge success and he thanked the Sandy community and all involved with last week's test. A survey will be done this week to gather additional feedback. Voting Items Consent Calendar Approval of the Consent Calendar A motion was made by Kristin Coleman-Nicholl, seconded by Zach Robinson, to approve the Consent Calendar. Attachments: Click here to eComment on this item WFWRD Executive Summary of Conversion from SSD to LD 4840-1266-3261 v.1 Resolution 21-11C Resolution 21-11C_Signed Council Member Kris Nicholl introduced Pam Roberts and Rachel Anderson with the Wasatch Front and Recycling District who provided the background and history of the formation of the WFWRD. They briefed the Council on the proposed reorganization of the WFWRD from a special services district to an independent local district. In order to successfully accomplish this transition, each municipality included within the WFWRD must consent to the reorganization. Three municipalities have already adopted the resolution. The WFWRD requested the City Council approve the Resolution 21-11C consenting to the reorganization of the Wasatch Front Waste and Recycling District as a local district. Council questions and comments followed. Public Comment opened. Public Comment closed. Following the vote on the motion, Council moved to Item 5 on the Agenda. A motion was made by Kristin Coleman-Nicholl, seconded by Brooke Christensen, to adopt Resolution 21-11C. Ms. Joyce Walker invited the Council and community to join the Dimple Dell Preservation Community for their Earth Day clean up event on April 24th in Dimple Dell Park. She also thanked the Park Police Officers for their service in the park. Ms. Chelsea Woodruff with Equity Real Estate, encouraged increasing the availability of housing to accommodate the needs of wheelchair accessible residents. Please find ways to build housing for the physically disabled. Mr. Aaron Dekeyzer expressed concerns with the transparency of the EIS process and misleading information from UDOT. He requested the City conduct a survey to gather resident feedback on mountain transportation, traffic management and watershed protection. The Planning Commission forwarded a positive recommendation to approve this annexation.The City is recommending an R-1-20A zone for this parcel. Council questions and comments followed. Mr. Kasteler spoke about the annexation and proposed development. Matt Huish spoke about the cost analysis process associated with proposed annexations. Public Comment opened. Public Comment closed. Following the vote on the motion, Council moved to Item 4 on the Agenda and heard General Citizen Comments. A motion was made by Kristin Coleman-Nicholl, seconded by Zach Robinson, to adopt Ordinance 21-10, an Ordinance annexing territory located at approximately 2576 East and 2590 East 10000 South and 10118 South Alta Villa Drive, in Salt Lake County, comprising approximately 3.22 acres into the municipality of Sandy City; establishing zoning for the annexed property; also providing a severance and effective date for the annexation....
