Chair Sharkey read a statement regarding the continuation of virtual meetings without an anchor location. Prayer / Pledge of Allegiance Council Member Robinson asked for a moment of silence to honor those ten victims of yesterday's shooting in Boulder, CO. Council Member Robinson led the Pledge. Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth, Council Executive Director, mentioned that there is no City Council meeting next Tuesday evening. Sandy City, Utah Page 2 Printed on 5/7/2021 City Council Meeting Minutes March 23, 2021 Council Member Business Council Member Zoltanski spoke about the Central Wasatch Commission summit last Friday. She asked for resident feedback and encouraged proactive community engagement from residents to help guide the decision for a regional transportation plan. The next CWC meeting is April 5th. She thanked Council Member Houseman for her work on the CWC. Council Member Robinson asked whether the recycling infographic on the city website would be updated. He also asked for additional clarification regarding the recent emergency declaration issued by the Governor. Council Member Houseman spoke about a new program sponsored by the Sandy Club: Sandy Club Gives Back. This month's service project included making fleece blankets and donating the items to the Utah Humane Society. She acknowledged the Sandy Senior Center for their innovative outreach efforts to keep our residents informed, engaged and involved. Ms. Houseman thanked all who participated in the statewide food drive for the Utah Food Bank. She spoke about the Central Wasatch Commission summit and the shared priorities among the associated municipalities and invited residents to visit the CWC website to learn more information. Council Member Stroud encouraged all to attend the next Community Arts Guild play, Frozen Jr. Please go to the website for more information. Mayor's Report Mayor Bradburn briefed the Council on the Covid vaccination process and provided details about the Governor's recent emergency declaration. He spoke about the City's efforts to reduce water usage and to educate the public on water-wise efforts to promote water conservation. He also spoke about the Central Wasatch Commission and while the City supports the CWC priorities, he felt it was premature to define transportation solutions resulting in a multi-billion dollar investment without gathering more information from area experts, businesses and the public. CAO Report Matt Huish, CAO, said the City is updating the infographic on the website. He thanked Nick Duerksen for his efforts working with the Shops at South Town development. He also mentioned the Parks and Recreation Department recently received $14,000 in grants. Council questions and comments followed. 2. 21-115 Administrative Services leading a discussion of the cyber security landscape and emerging trends. Attachments: Cyber Security Update Brian Kelley, Finance Director, gave a presentation on Cyber Security. He reviewed the latest trends used to infiltrate an organization's technology. Ransomware, phishing, and malware are some of the techniques used by cyber-attackers. Mr. Kelley reviewed cyber-attacks that have occurred in other municipalities and businesses and the need for cyber insurance. The City is taking these threats very seriously. Dustin Fratto provided instruction. Mr. Russel Pittman spoke about the crisis at the southern border and inquired if the City had a contingency plan to respond to an possible influx people. Mr. Steve Van Maren inquired whether public utilities should raise the water rates in order to bring people's attention to water conservation and reduce usage. He also acknowledged Council Member Houseman for her work on the Central Wasatch Commission. He thinks a decision needs to be made to move forward. Mr. Jim Edwards thanked Brian Kelley for his presentation on cyber security and the City's response to cyber threats. Public Comment closed. Council moved to Agenda Item 3.
