Chair Sharkey read a statement regarding the continuation of virtual meetings without an anchor location. Prayer / Pledge of Allegiance Chief Bruce Cline offered the prayer. Council Member Zoltanski led the Pledge. Council moved to Item 4 on the Agenda. Business Session Items Informational Items 1. 21-197 Police, Animal Services, and Fire presenting their FY 2021-22 tentative department budgets. Attachments: Police and Animal Services.pdf Fire.pdf Brian Kelley, Finance Director, introduced tonight's department budget presentations. Chief Greg Severson, Police, thanked the Administration and Council Members for their support over this challenging year. He gave an overview of the the police department budget and requests for FY 2022. Chief Severson stressed the importance of funding the compensation package for officers as a necessary component for the retention of police officers. The Animal Services budget was also presented and the discussion included the current staffing levels and needs at Animal Services. Council comments and questions followed. Discussion focused on funding the step and grade pay for officers, comparable pay offered by other cities, crime statistics in Sandy, and the addition of a hybrid vehicle to the police department fleet. Chief Cline, Fire, presented the Fire Department budget for FY 2022. He thanked the Council for funding the compensation plan in prior years. He highlighted the department accomplishments and the focus on training and mental health of fire service personnel. He provided information on budget transfers and requests, which included the purchase of a new fire engine. Ryan McConaghie, Deputy Fire Chief, provided details about the department's Covid protocols, testing and related calls. They spoke about current staffing, training and the ability to send staff to paramedic school as well as future staffing needs. Council questions and comments followed. Council thanked the Chiefs for their presentations and service. Consent Calendar Approval of the Consent Calendar A motion was made by Marci Houseman, seconded by Zach Robinson, to approve the Consent Calendar. The motion carried by a unanimous voice vote. Voting Items 4. 21-194 Sandy City Fire Department recommends that City Council adopts the proposed fireworks restriction map to include recently annexed areas. Attachments: Click here to eComment on this item Ordinance 21-15 Fire Work Restriction Memo.pdf Ordinance 21-15 ExhibitB_Proposed_FireHazardAreas.jpg Ordinance 21-15 Fireworks Map.pdf Robert Dekorver, Sandy Fire Marshall, provided information to the Council regarding the proposed firework restrictions for 2021. He presented the updated map designating restricted firework areas for Council approval. The map has been modified to reflect three new areas for firework restrictions and incorporates newly annexed areas of the city. Once adopted by the Council, the approved map will be submitted to the Salt Lake County Emergency Management division by May 21, 2021. Public Comment opened: Mr. Steve Van Maren asked for additional information about the designation of the two areas above 1300 East. Chief Cline mentioned that these two area were under evaluation but do not currently meet the guidelines to designate as restricted area. Public Comment closed. In closing, Fire Marshall DeKorver, on behalf of the Sandy City Fire Department, asked the residents to exercise extreme caution during the coming summer months as our city and state are experiencing heavy drought conditions which means the fire danger is going to be very high this year and reminded the community to be very careful with fireworks. Following the roll call vote, Council moved to Item 1 on the Agenda. A motion was made by Monica Zoltanski, seconded by Zach Robinson, to adopt Ordinance 21-15 Exhibit B (Revised), Restricted Areas for Fireworks, Fires, Sandy City, a map that includes the recently annexed areas of Sandy City... The plan for next week is to have three members participating in the Council meeting from the Council Chambers. There will be Agenda Planning tomorrow morning. Council Member Business Council Member Houseman thanked staff and residents who volunteered for Sandy Beautification Day. She thanked Charlie Millard, Dan Medina and the Parks staff for their efforts. For the 10th year, the Sandy Rotary Club members refurbished the benches built by the club, along Bell Canyon Trail, as their project for Sandy Beautification Day. Ms. Houseman wanted to recognize Governor Cox's recent declaration proclaiming May 15th as Armed Forces Day in Utah and she read an excerpt of the Governor's proclamation. May marks Mental Health Awareness Month and she spoke about promoting positive mental health and the importance of building connectiveness within our community. Council Member Zoltanski asked for an update on the bulk waste program and requested a presentation to the Council.Tracy Cowdell, Council Attorney, provided an update on the program and draft ordinance. He provided some additional details on the plan going forward. Mayor's Report No report. CAO Report Matt Huish, CAO, stated that all 18 of administrative orders related to the fluoride event have been completed. He commented on the final corrosion study that was recently completed which detailed the testing results that showed no lasting negative effects from the 2019 fluoride event on the plumbing materials in the homes. The entire study will be posted on the website. Also, in following CDC guidelines, masks are no longer required in City Hall for those that are fully vaccinated. The new utility billing and payment platform has been implemented. He provided details from the Sandy Beautification Day: 22 projects, 400 volunteers, 270 flats of flowers, 25 trees planted and 380 tons of rock was distributed.
