Chair Sharkey welcomed those in attendance and explained to the community that this evening's meeting would consist of a hybrid format with the Council Members and staff participating virtually and in-person in the Council Chambers. Prayer / Pledge of Allegiance Council Member Brooke Christensen offered the prayer. Council Member Monica Zoltanski led the Pledge. Work Session Items 1. 21-203 Administrative Services Department providing a monthly sales tax and budget update. Attachments: FY 2021 YTD Sales Tax 1-9.pdf Brett Neuman with the Finance Department, presented the sales tax report for the activity period ending in March 2021 and distributed in May. The current sales tax distribution once again exceeded budgeted expectations by $700,000. Council questions and comments followed. Council thanked the Finance Department staff. 2. 21-204 Public Works, Public Utilities, and Parks and Recreation presenting their FY 2021-22 tentative department budgets. Attachments: Public Works Public Utilities Parks and Recreation Mike Gladbach, Paul Browning, Ryan Kump, and Nathan Schaffer with the Public Works Department presented the department budget. Mr. Gladbach provided an overview of the budget and detailed the Fiscal Year 2022 budget requests which includes new fleet purchases. Capital improvement projects for FY 22 include traffic signal upgrades, curb and gutter upgrades, Highland Drive EIS, electronic traffic control devices, intersection improvements and the reconstruction and widening of specific roads in Sandy. Replacement projects planned for the next fiscal year include street reconstruction and hazardous concrete repair. Council questions and comments occurred throughout the presentation. Sandy City, Utah Page 2 Printed on 6/16/2021 City Council Meeting Minutes May 25, 2021 Tom Ward with Public Utilities provided an overview of the department budget, enterprise funds, and capital projects. He detailed fiscal year 2022 budget requests and savings resulting from smart fiscal management and the asset management program. Currently, there is no plan to raise water rates. Council questions and comments followed. The Council thanked the Public Utilities team and members of the Public Utilities Advisory Board for their hard work on behalf of Sandy City. Mr. Ward also addressed Sandy City's response to the current drought conditions and reviewed the water supply for Sandy. He stressed conscientious use of water by the City and residents is necessary during the current drought conditions and he reviewed the smart water saving tools available to residents on the City website. Dan Medina with Parks and Recreation reviewed the fiscal year 2022 budgets for Parks, Community Arts, Senior Center, Alta Canyon Recreation Center, and River Oaks Golf Course. Council comments and questions occurred throughout the presentation. Mr. Medina reviewed the proposed future capital projects and fiscal year 2022 budget requests. Council provided feedback and suggestions for the Parks Department. 3. 21-205 Administrative Services Department providing the Council with an update on the American Rescue Plan Attachments: ARP Presentation.pdf Brian Kelley with the Finance Department presented an overview of the American Rescue Plan Act Funding (ARPA). Sandy City will receive an allocation of approximately $9.1 million dollars from ARPA. The funds can be used for eligible expenses through December 31, 2024. He reviewed the goals of the program funds and eligible expenses covered by the ARPA funding. Council questions and comments occurred throughout the presentation. Council discussed capital projects that the ARPA funds could be utilized for. Staff provided recommendations for use of the funds for Council review and consideration. Council convened a 5 minute break at approximately 8:17 pm. Council reconvened the meeting at approximately 8:22 pm. 4. 21-207 Administrative Services presenting facilities financing plan options. Brian Kelley with the Finance Department, presented an overview of the future proposed capital projects and the associated costs. Mr. Kelley reviewed three different scenarios with the Council detailing the possible funding sources for these projects and the associated costs. He provided an analysis of the assumptions used for each of the scenarios. Council questions and comments occurred throughout the presentation. Attachments: Connectedness in our Community_ A Mental Health Protective Factor Council Member Houseman requested for this Agenda item to be rescheduled for a future Council work session. There were no objections. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth, Council Executive Director, thanked the Council for their feedback and support as we move towards hybrid Council meetings in the future. Next week's Council meeting will take place in the Council Chambers. The community is invited to participate in person in the Chambers or virtually. Mr. Applegarth reviewed upcoming agenda items. The Council agenda planning calendar will be sent out tomorrow. Council Member Business Council Member Houseman acknowledged the staff at the Sandy Senior Center for hosting a town hall event for Congressman John Curtis. Ms. Houseman gave an update from the Central Wasatch Commission meeting. The commission has drafted a Pillar document which if approved by the CWC at the June 7th meeting will be forwarded to UDOT for consideration. She thanked the City staff for their efforts and help with the draft document. Council Member Zoltanski discussed a Salt Lake Tribune article that provided details about the Salt Lake City budget. She found the article offered a great guide to understanding budgets and recommended it to the Council and residents. Ms. Zoltanski recently attended Les Miserables at the Hale Centre Theatre and thought it was a wonderful performance. Council Member Robinson reminded residents to follow the city's ordinance which recommends watering yards after 10:00 pm. He asked residents to adjust their watering schedule in an effort to conserve water during the current drought conditions. Mayor's Report Evelyn Everton, Deputy Mayor, spoke about the 4th of July events planned for this year. There will be a fireworks show. Details can be found on the Sandy City website and the events will be listed in the June issue of the Sandy Journal. She also updated the Council on the recent special session and provided some details related to the American Rescue Fund and affordable housing project funds that the city may be eligible for. CAO Report Matt Huish spoke about the city's response to a resident's concern from last week's meeting. He mentioned the city has a very comprehensive water conservation plan in place for this year.
