Council Member Marci Houseman offered the Prayer. Council Member Brooke D'Sousa led the Pledge. Council moved to Item 1 on the Agenda. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair Robinson invited the public to participate in General Citizen Comment. Public comment opened. Mr. Josh Chandler expressed support for the Sister City item on the agenda. Today is the 1,000th day of the Russian invasion of Ukraine.The Sister City relationship gives us an opportunity to provide some good for an area in Ukraine. Ms. James Sweeten was involved with and an exchange with the Soviet Union while he was in high school and in 1993 served an LDS mission in the area. He spoke about Deloy Hansen's humanitarian efforts in Ukraine. Bucha, Ukraine is a suburb similar to Sandy City. Sandy would be well served by having a Sister City relationship with Bucha. Ms. Katherine Kair expressed concerns about Rocky Mountain Power proposed rate hikes of about 30%. Mr. David Edgel expressed support for establishing a Sister City relationship with Bucha, Ukraine. They are proud people and we can learn so much from a partnership with Bucha, Ukraine. Mr. Bruce Roberts expressed support for a Sister City relationship with Bucha. He went there to help displaced persons and after three years of visiting Ukraine, he has fallen in love with the people of that country. Establishing a Sister City with Bucha would be very meaningful for the people of Ukraine. Public comment closed. Council moved back to Item 1 on the Agenda and resumed the presentation. Council Business Informational Items Sandy City, Utah Page 2 Printed on 12/11/2024 City Council Meeting Minutes November 19, 2024 1. 24-405 Community Development Department presenting Appendix A (Station Area Planning) and Appendix B (Neighborhood Activity Centers) of the draft Pace of Progress: Sandy General Plan 2050, and addressing any follow up questions on previously reviewed sections of the General Plan. Attachments: Appendix A-Station Area Plans Appendix B-Neighborhood Activity Centers City Council Presentation-SAPs & NACs Memo-Land Use Table Memo-Union Park NAC Jake Warner, Community Development, introduced the team working on the General Master Plan. We are here to provide the information and listen to your feedback on the General Master Plan. We appreciate your time this evening. Last week, we spoke about the Moderate Growth Plan. This evening's evening's presentation will focus on Station Area Planning (SAP) and Neighborhood Activity Centers (NAC). Ms. Erika Chmielewski with GSBS Architects provided an overview of the Appendix A (Station Area Plans) and Appendix B (Neighborhood Activity Centers) of the draft Pace of Progress: Sandy General Plan 2050. She reviewed station area plan (SAP) requirements, objectives, methodology, and community engagement. Station area plan requirements establish a vision, and the actions needed to implement that vision, for the development of land within a station area. She reviewed HTRZ funding criteria and thresholds and reviewed the future land use map designations for SAPs. Ms. Chemielewski reviewed the following SAPs with the Council: Historic Sandy Station Area, Sandy Expo Center Station Area, Sandy Civic Center Station Area, South Jordan Frontrunner Station Area, and Crescent View Station Area. Council paused the presentation and moved to General Citizen Comment at 6:31 pm. Council resumed the presentation at 6:19 pm. Ms. Chmielewski provided an overview of Neighborhood Activity Centers (NAC). The life cycle of a NAC is as follows: emerges, growth, maturity, decline, revitalization/reinvention, and continued evolution. She reviewed the following NAC's: Union Park Center, Fiesta Village, Alta Canyon Center, Bell Canyon/Dimple Dell, Sandy Village Center. 79% of Sandy residents support the development of mixed-use community centers as described in NACS. NAC make up 304 acres of Sandy City. Council questions, discussion, and comments occurred throughout the presentation. Jake Warner thanked the Council for their time this evening. Council convened a short recess at 8:21 pm Council reconvened at 8:28 pm. Council Member Houseman was excused from the meeting at 8:30 pm. Sandy City, Utah Page 3 Printed on 12/11/2024 City Council Meeting Minutes November 19, 2024 2. 24-413 First Reading: Council Member Mecham proposing the creation of a new Sister City relationship with the Ukrainian City of Bucha Sponsors: Mecham Attachments: Bucha Memorandum Hansen Ukrainian Mission Draft Bucha Cooperation Agreement Hansen Ukrainian Mission - All Projects Overview 2024.11 Council Member Mecham introduced the item and discussed the Sister City program with the Council. Currently, Sandy has two Sister City relationships with Piedras Negras, Mexico, and Riesa, Germany. The Piedras Negras program focuses mainly on humanitarian support. The Riesa, Germany program focuses mainly as a cultural exchange. Council Member Mecham discussed the reasons for establishing a Sister City relationship with Bucha, Ukraine. He spoke of the humanitarian efforts of Deloy Hansen, who is currently building housing developments for the Ukranians who have been displaced as a result of the ongoing war. A video presentation was shown detailing the housing projects in Ukraine. The city of Bucha is located within a hour of the these three housing projects showcased in the video. Council feedback and discussion followed. Council expressed overwhelming support for establishing a Sister City relationship with Bucha, Ukraine. Mayor Zoltanski expressed her full support for establishing a Sister City with Bucha, Ukraine. Council unanimously agreed to suspend the Council Rules of Procedure to allow them to take action and vote on directing the Council and Mayor to sign the Cooperation Agreement between Sandy City and Bucha, Ukraine, thereby formally establishing a Sister City relationship with Bucha, Ukraine. Council Member Ryan Mecham was excused from the RDA meeting. A motion was made by Cyndi Sharkey, seconded by Brooke D'Sousa to recess the City Council meeting and convene a meeting of the RDA...The motion carried by a unanimous voice vote. Following the RDA Board meeting, the Council reconvened the City Council meeting at 9:41 pm. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto, Council Director, mentioned that the next two Council meetings were cancelled. He wished everyone a Happy Thanksgiving. Sandy City, Utah Page 5 Printed on 12/11/2024 City Council Meeting Minutes November 19, 2024 Council Member Business Council Member Aaron Dekeyzer provided an update from a meeting he attended with the public utilities director regarding the Great Salt Lake. He also provided an update from Wasatch Front Waste and Recycling District board meeting. Council Member Zach Robinson thanked the Public Works staff for their clean up effort and weed pick up service. He was looking forward to the Fire department push in ceremony. The community is invited to attend. Council Member Alison Stroud provided an update from the Council of Governments and the Sandy Service Ambassadors meeting. She mentioned that the cost for the candy used at the city Trunk or Treat event was approximatley $10,000. Council Member Cyndi Sharkey participated in a webinar training on the Council/Mayor form of government. She provided an update from the Wasatch Choice meeting and also attended a annexation meeting in the Sandy Hills neighborhood. She attended the South Valley Chamber Let's Do Lunch event and the keynote speaker spoke about leadership. It was a great event. Clint Okerlund will be taking Robert Spendlove's place in the Utah Legislature. She spoke about upcoming legislative issues that will impact cities which include affordable housing, the possible elimination of garage requirements to reduce housing costs, and possible limitations on property tax increases. Council Member Ryan Mecham rejoined the Council meeting at 9:44 pm. Mayor's Report The Mayor's report was given by the Deputy CAO. CAO Report Martin Jensen, Deputy CAO, mentioned that Sandy City is partnering with Visit Salt Lake to promote the Nutcracker Ballet. A nutcracker has been placed in many cities as a way to promote the ballet. Happy Thanksgiving to all. Adjournment Council unanimously agreed to adjourn the meeting at 9:58 pm.
