Sandy City, Utah Page 2 Printed on 12/18/2024 City Council Meeting Minutes December 10, 2024 General Citizen Comment Period (No earlier than 6:00 PM) 6:00 pm - General Citizen Comment Council Chair Zach Robinson invited the public to participate in General Citizen Comment. Ms. Susan Hardman expressed concerns with the proposed development and rezone of the parcel by 7800 South that is being considered by the Council this evening (Item 11). She had concerns about parking, traffic, and safety. Ms. Rebekkah Allen with Salt Lake County spoke about the upcoming Point in Time Count of unsheltered people in the community and invited the community to volunteer for the effort. Ms. Vitalia Sun, Sandy Youth Council member, spoke about alternative transportation options for Sandy and prioritizing the best options for Sandy City. Public comment closed. Council moved to Item 11 on the Agenda. Council Business Special Recognition 1. 24-415 Special Recognition by the Sandy City Council and Administration of Representative Robert Spendlove and Representative Susan Pulsipher honoring their service to Sandy City Attachments: Spendlove Proclamation Pulsipher Proclamation 5:17 pm. Council and Administration recognized Representative Robert Spendlove and Representative Susan Pulsipher for their many years of service to the Sandy community. The Planning Commission forwarded a positive recommendation for both annexation items 3 and 4. Public Hearing comment period opened. Mr. Scott Williams has lived in the area for 69 years. He is excited to be part of Sandy City and spoke in support of the annexation. Public Hearing comment period closed. A motion was made by Cyndi Sharkey, seconded by Ryan Mecham to adopt Ordinance 2-25, an ordinance annexing territory located at 10175 S. REZ0621202 Community Development Department presenting the 886 E. 7800 S. 4-6789 (CC Rezone Application (File #REZ06212024-006789), submitted by Andrew 1st) Gutierrez, requesting that two parcels (0..93 acres) be rezoned from the R-1-8 Zone to the RM (12) Zone. Attachments: Planning Commission Staff Report Planning Commission Minutes (draft) CC Presentation-886 Rezone (12.4.24).pptx 6:09 pm Brian McCuiston, Community Development presented a rezone application on behalf of the applicant, Andrew Gutierrez, requesting a rezone of two parcels located at 886 East 7800 South. He showed a concept plan of the proposed development. The Planning Commission forwarded a positive recommendation. Council questions and comments followed. Discussion included the parking requirements for the requested zone. Brianna Bills spoke on behalf of the applicant and responded to Council questions. This is an information item presented to the Council and will come back to the Council on December 17th for consideration and action. Attachments: Presentation-Sections 3-6 Section 3-Community Section 4-Mobility Section 5-Economic Development Section 6-Environmental Stewardship Stroud Section 2 Amendment Houseman Section 5 Amendment Implementation Metrics (draft) 6:41 pm Jake Warner, Community Development, introduced Erika Chmeilewski with GSBS Consulting, who reviewed Sections 3 - 6 of the draft Pace of Progress: Sandy General Plan 2050 with the Council. The following section topics were presented: Community, Mobility, Economic Development, and Environmental Stewardship. Ryan Kump provided additional insight regarding the interdependence of transportation and land use. He spoke in favor of the traffic nodes. Ms. Chmeilewski spoke about the importance of keeping commercial areas thriving, community engagement, and air quality issues. Council questions and comments followed. Council convened a recess at 7:49 pm. Council reconvened at 7:55 pm. Council Member Stroud and Council Member Houseman presented amendments to the Council. Council questions and feedback followed. Following the presentation, Council moved to Item 14 on the Agenda. Council provided feedback and expressed support for both amendments. Public comment opened. Mr. Steve Van Maren expressed support for both amendments and appreciated the simplicity of the amendments. Public comment closed. A motion was made by Ryan Mecham, seconded by Brooke D'Sousa to approve the amendments...The motion carried by a unanimous voice vote. The Council discussed the option to extend the timeline for the review and consideration of the draft Pace of Progress: Sandy General Plan 2050. Council expressed support for the extension and proposed final adoption consideration for the January 7, 2025 Council meeting. Council moved to Standing Reports. 14. 24-429 Recess City Council meeting and convene a meeting of the Sandy City Redevelopment Agency. A motion was made by Ryan Mecham, seconded by Marci Houseman to convene a meeting for the RDA Board...The motion carried by a unanimous voice vote. Council reconvened the Council meeting at 8:12 pm and moved to Item 13 on the Agenda. Standing Reports 8:40 pm Sandy City, Utah Page 10 Printed on 12/18/2024 City Council Meeting Minutes December 10, 2024 Agenda Planning Calendar Review & Council Office Director's Report 8:40 pm Dustin Fratto, Council Director, updated the Council on upcoming agenda items. There will be interviews for committee appointments. Alta Canyon design team will present to the Council. The Council meetings for the 24th and 31st are cancelled. Council Member Business 8:42 pm Council Member Marci Houseman provided an update from the Jordan River Commission. She spoke about the Great Salt Lake Basin Integrated Plan. More information can be found on their website. Council Member Ryan Mecham thanked the Council staff and Administration for holding the Holiday Dinner. He also thanked the Administration for receiving his 5 year pin. Council Member Aaron Dekeyzer thanked Jake Warner for meeting with him. He is planning on bringing to the Council a mobility amendment to the general plan. He also suggested options for tours for the Council for 2025: Waste Management MRF Center and the UDOT Transportation Center. Council Member Zach Robinson thanked staff for organizing the Holiday Dinner. He appreciated taking part in the longevity awards for employees at the recent luncheon. It was a great event. Council Member Alison Stroud congratulated all the employees for receiving longevity awards. She enjoyed helping at the Senior Center Thanksgiving luncheon event. She acknowledged Jake Warner's work on the CDBG committee and Mike Bullock with Emergency Managment. She enjoyed the Light Up the Cairns event and also suggested a tour of the MVP Shelter for the Council in 2025. Mayor's Report 8:45 pm Mayor Zoltanski expressed thanks to everyone in leadership roles in the city. The Light Up the Cairns event was a wonderful community event. The addition of the holiday market was very positive. The employee luncheon was a wonderful event and she acknowledged Public Utilities for winning the decorated tree contest. She also acknowledged the VIPS and thanked them for their many hours of service to the city. She congratulated all employees who received longevity awards and noted that Leslie Casaril was recognized for 40 years with the city. She also announced that the City will receive $700,000 in TRCC funding for improvements to Bicentennial Park which will include the addition of pickleball courts, new playground, and a hammock park. CAO Report 9:07 pm Shane Pace, CAO, thanked the Council for approving the increased fire department staffing of the 4th ambulance. He acknowledged the Police Department response to an incident and spoke about the use of drones by the police department in their response.
