The Chair asked for a moment of silence to be observed. The Chair then led the Pledge. Council moved to Item 1 on the agenda. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair Aaron Dekeyzer invited the public to participate in General Citizen Comment. Mr. Samuel Winkler, Project Manager for the 90th South Road Improvement provided an update to the Council. The project is 76% complete and should be completed by July 2025. Next week, improvements along 700 West will begin. He expressed his appreciation to the city staff for their support. Mr. Craig Ulrich spoke in support of offering a Prayer at the beginning of Council meetings. A majority of the citizens support beginning the meetings with a Prayer. He did not believe the Chair had the authority to eliminate the Prayer. At the Presidential Inauguration, five prayers were offered. He vowed to keep fighting to keep the Prayer as part of the meeting. Ms. Pat Jones thanked council and Administration for their support of the MVP shelter and for ensuring that it is well-run facility. She also fully supported Mr. Ulrich's comments. Meetings should include prayer and not be taken away. If we have God, all good things will come. This is where the power comes out. Ms. Catherine Britton thinks its time for a useful law and recommended the Council pass a law that it is too cold in Sandy. Ms. Kris Nicholl thanked the Council for the feedback signs set up on their street a year ago. She requested help from the Council with the next step in the process to get speed signs posted in her neighborhood. Public comment closed. Council moved to Item 3 on the Agenda. Informational Items 2. 25-022 Council Office recommending the Council receive a quarterly update on the Medically Vulnerable People (MVP) Facility Attachments: MVP Q4 Report MVP Q4 CUP.MOU Compliance MVP Q4 Slides - Year End Review.1.21.25 Staff with Shelter the Homeless provided a quarterly update and report to the Council on the Medically Vulnerable People Interim Housing Program. Mike Young with the Road Home provided an overview of the program, the residents of the MVP housing, and the 2024 year end impact. To date, 388 individuals were served, ranging in age from 31 to 86. He spoke about the ongoing collaboration with Sandy Police and Fire, volunteerism, and connections to the community. He spoke about lessons learned and the vision and goals for 2025. Jeniece Olsen with the Fourth Street Clinic provided an overview of patient care and the goals and vision for 2025. Laurie Hopkins with Shelter the Homeless spoke about facility and security updates to the MVP Shelter. She thanked the Council, Administration, and Police and Fire and expressed her gratitude. Council questions followed. Following the presentation, Council moved to General Citizen Comment. 3. 25-019 Sandy Justice Court Recommending that the Council adopt a resolution appointing temporary judges in the Sandy Justice Court for Calendar Year 2025 Attachments: 2025 Temporary Judges Resolution Melisse Stiglich, Justice Court Administrator, presented Resolution 25-04C, a resolution appointing temporary judges in the Sandy Justice Court. The temporary judges would be hired on an as needed basis. Dustin Fratto, Council Director, suggested to the Council that the effective time period of the resolution could be extended to cover a longer period of time. Council questions and comments followed. He also provided updates to the Council. Sandy City, Utah Page 8 Printed on 2/12/2025 City Council Meeting Minutes January 21, 2025 Council Member Business Council Member Houseman completed the Wasatch Front Waste and Recycling District (WFWRD) orientation and is looking forward to serving as the Council liaison. She also made a statement regarding this evening's deviation from starting the meeting with prayer and replacing it with a moment of silence. She also requested the Chair not direct the purpose of the moment of silence and to allow the public to dedicate their moment of silence to whatever they feel moved to consider. Council Member Zach Robinson attended the Community Development Block Grant (CDBG) meeting and provided an update. He mentioned that he is looking forward to serving on new committees this year. Council Member Aaron Dekeyzer mentioned that many other municipal meetings do not start their meetings with a prayer. He provided an update from Legislative Policy Committee (LPC). Tomorrow is Local Officials Day and the Sandy Youth Council will be participating in the mock committee at the event tomorrow. Council Member Alison Stroud provided an update from the Sandy Historic Committee. There is a walking tour app available. There is an opening on the committee. Please let us know if you are interested. She attended the Sandy Explorers Awards banquet last Friday. It was a great program. She also attended the pre-legislative town hall event last week. It was great to connect with our state representatives. Council Member Brooke D'Sousa provided an update from the Council of Governments (COG). Winter overflow shelters will be available during Code Blue days which are days that are 18 degrees or colder. The Point in Time Count will take place next week. Volunteers are welcome. She is currently working with COG to determine representation on committee assignments for the current Council liaison and the alternate liaison position. She will provide further clarification to the Council as she gets the details. Council Member Cyndi Sharkey provided an update from the Sandy Arts Guild. The next production, Emma, opens next weekend. The Council is invited to attend. She provided an update from the Legislative Policy Committee (LPC). Some of the issues discussed include short term rentals, the homeless mitigation funding, accessory dwelling units, and housing bills. The Governor's goal is now to build 150 thousand new homes. She attended the Utah Taxpayers Association pre-legislative breakfast and spoke about the presentation which included information about the economy and economic uncertainties, housing affordability, inflation, and credit card delinquencies. Utah wage growth led the nation and the state's poverty rate is the lowest in the nation. She also acknowledged and thanked the Fire crew from station 32 who came to her home recently and helped her with her fire alarms. Mayor's Report Mayor Zoltanski thanked the community for attending the pre-legislative town hall event. She recently attended a tour of the MVP shelter. She provided an update from the Wasatch Front Regional Committee and spoke about the phased approach to transportation in Little Cottonwood Canyon. She also spoke about the importance of fire readiness in Sandy City and the need to be proactive in our approach. The fire crews sent to California to help with the fires are scheduled to come home on Saturday. A video taken by the fire crew was shown. This was an invaluable experience for our fire crews.
