Ms. Pat Jones offered the Prayer. Council Member Alison Stroud led the Pledge. Council moved to Item 1 on the Agenda. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair Aaron Dekeyzer invited the public to participate in General Citizen Comment. Ms. Pat Jones expressed her support of starting council meetings with a prayer. Opening prayer reminds us that we share a common commitment to be united in good governance. Thank you for bringing back prayer. I hope it is a long tradition in our city council meetings. Ms. Marilyn Larson loves Sandy City. It was very upsetting to her that the prayer was omitted at a council meeting. Prayer is a huge part of our tradition. It is who we are. We need our prayers for guidance and a moment of silence doesn't do it. You represent the community and the community wants prayer. Mr. Craig Ulrich thanked the prior commenters for their comments. He gave a shout out to Council Members Houseman and Robinson for supporting the budget priorities workshop. It was a good decision and a very good exercise. Thank you for your leadership. He also mentioned that the recycling calendar on the website needed to be modified. Ms. Carola Michel expressed gratitude for keeping Sandy City a beautiful place. She expressed concerns that prayer was removed from the meeting last week and was grateful that it has been reinstalled. Council moved to the Consent Calendar Item on the Agenda. Council Business Informational Items 1. 25-025 Public Utilities Advisory Board Bylaws Update Attachments: Memo - Public Utilities Advisory Board - updated by laws 25-__C-Resolution 2025 PUAB Tom Ward, Public Utilities, provided a proposed update to the bylaws of the Public Utilities Advisory Board. The bylaws currently require monthly meetings. He proposed changing the bylaws to require a minimum of six meetings and adding additional meetings on an as needed basis which allows for greater flexibility. Council requested a redline version of the policy recommendations for their review. Sandy City, Utah Page 2 Printed on 2/26/2025 City Council Meeting Minutes January 28, 2025 2. 25-026 Public Works Department providing the Council with an update on new departmental hires, fleet building construction progress, and Spring Bulk Waste Cleanup Attachments: PW Update January 2025 Ryan Kump, Public Works provided a Winter 24/25 update on engineering staff new hires, construction Phase 2 progress, and the spring bulk waste program. He introduced Travis Ackermann, Assistant City Engineer and Ivan Hooper, City Transportation Engineer. He discussed the construction progress of the Phase 2 capital project. The new fleet shop will have 14,500 sq. feet of workspace, with increased bays to allow for concurrent repairs, specialized maintenance areas which will result in enhanced capacity for preventive maintenance. The expected projected completion for the Phase 2 project is July 2025. Mr. Kump thanked our Sandy partners for their work on the Phase 2 construction project. He reviewed the Spring Bulk Waste program and schedule. Violations are trending downward as a result of educating residents. The new transfer station will create an opportunity to streamline the pickup process. The bulk waste pickup will begin in March and will go through May.Councl questions and comments followed. Council expressed their appreciation to the Public Department staff for their commitment and service to the city. Council Member Brooke D'Sousa was excused from the meeting at 5:50 pm. Council moved to General Citizen Comment. Consent Calendar A motion was made by Alison Stroud, seconded by Zach Robinson to approve the Consent Calendar...The motion was carried by a unanimous voice vote. 3. 25-024 Sandy Justice Court Recommending that the Council adopt a resolution appointing temporary judges in the Sandy Justice Court for Calendar Year 2025 Attachments: Signed_25-04C Temporary Judges Resolution_1 2025 Temporary Judges Resolution Item Approved. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto, Council Director: Next week, the Deputy Mayor will begin giving weekly legislative updates. The Economic Development business appreciation luncheon is on February 6th. Part two of the budget priorities workshop will be held on Tuesday, February 11th in the multi purpose room. The budget preview is scheduled for March 11th. Sandy City, Utah Page 3 Printed on 2/26/2025 City Council Meeting Minutes January 28, 2025 Council Member Business Council Member Zach Robinson mentioned that proposed amendments to the Short Term Rental Ordinance will be presented to the Council at an upcoming Council meeting. Council Member Ryan Mecham expressed appreciation to all the Public Works department staff who attended the meeting this evening and for showing their commitment to their department. Thank you for all you do in service to the city. Council Member Aaron Dekeyzer thanked the Police Chief for the tour of the department crime center. He provided a brief update from the Legislative Policy Committee meeting. He addressed the comments regarding prayers in the meetings and expressed a commitment to respecting all voices. Council Member Alison Stroud spoke about the Sandy Youth Council's participation in the state-wide Youth Council event at the state capitol. The SYC was one of six youth councils chosen to present at the Mock Committee. They were well prepared and we are all very proud of them. Council Member Cyndi Sharkey invited the Council and the community to see the Arts Guild production of Emma. She provided an update from the Legislative Policy Committee. Mayor's Report The Mayor's report was given by the CAO. CAO Report Shane Pace, CAO provided an update from the fire crew deployed to California. The Point in Time Count event sponsored by the county is this weekend. Volunteers are welcome. The Mayor's State of the City address will take place on Monday at the Waterford School. The Economic Development Business Appreciation Open House is Thursday, February 6th. Adjournment Council unanimously agreed to adjourn the meeting at 6:29 pm.
