Scott Ellis, Public Utlities offered the Prayer. Chief Ryan McConaghie led the Pledge. Council moved to the Legislative Report. Legislative Report Kim Bell, Deputy Mayor, provided a legislative update to the Council. She gave a status update on HB 300 (voting amendments), HB 454 (housing and zoning), HB 454 (local government fees) HB 465 (law enforcement). Council moved to Item 1 on the Agenda. Sandy City, Utah Page 1 Printed on 3/26/2025 City Council Meeting Minutes March 4, 2025 General Citizen Comment Period (No earlier than 6:00 PM) Council Vice Chair Brooke D'Sousa invited the public to participate in General Citizen Comment. Ms. Amy Fogel spoke about the recent incident at the Sandy Animal Shelter regarding the golden doodle. Her family had planned on adopting the puppy. She also expressed an interest in volunteering at the shelter. Ms. Elaine Winter expressed concerns about the level of care at the Sandy Animal Shelter involving the dog that died. Ms. Mary Jo Korb commented about the dog that passed at the shelter and expressed support for the shelter and staff. She has been involved with rescue animal groups for the past 25 years. The shelter staff contacted the right people regarding the medical care for the dog. It is difficult when the sheler has no health history on an animal. Ms. Staci Johnson is a long term volunteer at the shelter. There is no way to know why the dog died. Shelter staff take good care of the animals. It is an amazing shelter and she was very proud of everything the staff at the shelter has accomplished. Mr. Steve Van Maren had a question regarding emergency preparedness with repsect to the public utility companies. Public comments closed. Council moved to Item 2 on the Agenda. Council Business Informational Items Sandy City, Utah Page 2 Printed on 3/26/2025 City Council Meeting Minutes March 4, 2025 1. 25-059 Sandy City Fire Department Providing a Wildland Fire Update Attachments: Wildland presentation 2025 Sandy Fire Chief McConaghie provided a Wildland Fire update to the Council. He reviewed the fire department and city's objectives: Community Wildfire Protection Plan (CWPP), the Wildland-Urban Interface Building Codes (WUI), and the Emergency Management and Deployment Overview. The Fire Department will hold their annual Wildland Community Outreach event on May 17th at the Bell Canyon Preservation Trailhead. Chief Stuebner spoke about the CWPP which provides direction in identifying the best management practices for reducing wildfire risk through preparedness, prevention, and mitigation. Prevention focuses on public education and community outreach. Mitigation efforts are accomplished through clean up efforts and maintenance, like the Dimple Dell clean up effort. Fire Marshall Gerald Strebel spoke about the WUI and the mitigation efforts that include the reduction of wildland fuel, the need for proper water supply, a second means of egress from WUI aeas, and cleared roads. On the Fire Department's website there is a new webpage that features a Wildland-Urban Interface map. He reviewed the map with the Council. David Larsen, Sandy Emergency Manager, spoke on the management of an emergency and the utilization of the Emergency Operations Center. He spoke about the process for an emergency evacuation and the importance for residents to be prepared and stay informed. He encouraged all residents to sign up for emergency alerts and for families to be prepared. Families should also have a designated meeting location in the event of any emergency. He encouraged the community to attend the Cert Community Emergency meetings and Be Ready Sandy meetings to help them learn how to prepare for an emergency. Council questions followed. Firefighter Corey Carter spoke about his experience in his role helping with the fire fighting efforts with the Silver King Fire, Park Fire, Red Rock Fire, Logan Fire and the Palisades Fire. He gained very valuable training experience. In conclusion, the Fire Department staff stressed the importance of being prepared in the event of any emergency and to utilize the services offered by the city which can be found on the city website. The Council thanked them for their presentation and for their service to the city. Council moved to General Citizen Comment. 2. 25-058 Fire Department presenting amendments to the Sandy City and Metro Fire Trustees Interlocal Agreement Attachments: Metro Trustees ILA Metro Fire Agency Interlocal Agreement 2025 redline (002) Metro Fire Agency Interlocal Agreement 2025 Chief McConaghie presented amendments to the Sandy City and Metro Fire Trustees Interlocal Agreement (ILA) Bylaws. He reviewed the recommended changes with the ILA. The Metro Chiefs' operations meetings have been determined to be advisory in nature and therefore should not be required to follow the Open and Public Meeting Laws. The amendments to the ILA remove sections 8-f and 11-a. This is an information item and will come back to the Council for consideration and action at a future Council meeting. She presented this item for Council consideration and action. Public comment opened. Public comment closed. A motion was made by Ryan Mecham, seconded by Cyndi Sharkey to adopt Resolution 25-06C, a resolution adopting the City Council Social Media Policy...The motion carried by the following vote: Yes: 6- Alison Stroud Zach Robinson Marci Houseman Cyndi Sharkey Ryan Mecham Brooke D'Sousa Excused: 1- Aaron Dekeyzer Nonvoting: 0 Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto, Council Director provided an update on upcoming agenda items. The Budget Preview Workshop will be held on March 18th in the Multi Purpose Room. Council Member Business Council Member Marci Houseman provided an update from the Wasatch Front Waste and Recycling District (WFWRD) board meeting. She mentioned that the board is always focused on fiscal responsibility and the financial impact of fees imposed on residents. She discussed the Open and Public Meetings Act (OPMA) training the WFWRD board received and the discussion they had regarding texting among board members during a public meeting. Sandy City, Utah Page 4 Printed on 3/26/2025 City Council Meeting Minutes March 4, 2025 Mayor's Report Mayor Zoltanski thanked Kim Bell, Lynn Pace, and Council Members for their support and engagement during this legislative session. She thanked all who attended the Health and Safety Fair. The postcards alerting our residents of the spring bulk waste clean up schedule were sent out. This year the program will begin on March 17th. The March Newsletter was sent out. The Sister City event commemorating the relationship with our city's newest Sister City, Bucha, Ukraine will be held on March 17th. The community is welcome to attend. The contractor for the rebuild of the Alta Canyon Sports Center has been selected. Layton Construction was chosen. She thanked the staff at our animal shelter. Our animal services staff is dedicated to serving and helping animals. Just even losing one animal is difficult for our staff. CAO Report Shane Pace, CAO, mentioned that the parks staff will be testing and recharging area sprinklers in the next couple of week. The city conducted a review of the animal shelter incident and concluded the staff handled the animal appropriately. Please reach out with any questions.
