Council Member Ryan Mecham offered the Prayer. Council Member Aaron Dekeyzer led the Pledge. Council moved to Item 1 on the Agenda. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair Dekeyzer invited the public to participate in General Citizen Comment. Mr. Craig Ulrich spoke about fair campaign practices and the voluntary pledge that candidates running in the Sandy City Municipal election can sign on to. He also spoke about large campaign signs that have gone up already on the side of a barn and a fence that belong to Monica Zoltanski who is a candidate running in the upcoming municipal election for Sandy. Ms. Pat Jones thanked Council Member Sharkey for arranging for the presentation from Robert Spendlove this evening. She provided details on the impact of tarriffs. Public comment closed. Council moved to Item 4 on the agenda. Council Business Informational Items 1. 25-080 Mayor Zoltanski recommending, for Council Advice and Consent, the appointment of Josh Chandler to the Sandy City Board of Adjustment as an alternate member Attachments: Excerpt_Sandy 21-3-4_Appeal Authorities Resolution 25-01M Mayor Zoltanski recommended the appointment of Josh Chandler to the Board of Adjustments. Mr. Chandler introduced himself to the Council and provided his background and experience. Council thanked Mr. Chandler for his willingness to serve. This is an information item and will come back to the Council for consideration and action at next week's meeting. Sandy City, Utah Page 2 Printed on 4/23/2025 City Council Meeting Minutes April 1, 2025 2. 25-081 Mayor Zoltanski recommending, for Council Advice and Consent, the reappointment of Bruce Bryner to the Sandy City Board of Adjustment as a regular member Attachments: CD Letter of Support Resolution 25-02M Mayor Zoltanski recommended the reappointment of Bruce Bryner to the Board of Adjustment. This is an information item and will come back to the Council for consideration and action at the next Council meeting. 3. 25-091 City Council receiving a 2025 Economic Outlook Presentation Attachments: ZB Economic Update Robert Spendlove, Senior Economist with Zions Bank, presented an Economic Overview for 2025. He spoke about the current and future tarriffs and the financial impact. He also spoke about soft indicators such as market volatility, consumer confidence, consumer sentiment, small business optimism, unemployment claims, consumer loans, personal savings rate, and credit card delinquency rate. He also spoke about the impact of the GDP, job growth, and inflation. Mr. Spendlove spoke about Utah's economic outlook which is strong. Most industries grew over the past year and the employment growth is strong. Utah home prices are above the national average. Utah has the lowest poverty rate in the country. Council questions and comments followed. Council moved to General Citizen Comment. 4. 25-094 Fire Department presenting the Council with its 2024 Annual Report Attachments: Annual Report 2024 Fire Chief Ryan McConaghie and Deputy Fire Chief Mike Bullock provided an overview of the 2024 Fire Department Annual Report. He thanked his team for their help in compiling the report and expressed his appreciation to the Council and Administration for their support. He also invited all to attend the Station 31 Topping Off ceremony and beam signing. Chief McConaghie reviewed the Fire Department's mission, vision, and values. He reviewed the organizational chart and staffing which reflected two deputy chiefs, as recommended by the management consultant. The organization also reflected the addition of the emergency manager to the fire department. He reviewed the facilities and current fire apparatus. Deputy Chief Bullock reviewed the departments calls and responses for the 2024 calendar year which totaled 9,430. 77% of those were medical related with 23% were fire related. They showed the emergency and fire call volume by month and provided a breakdown of the transport responses. They spoke about their departments community outreach and educational programs and provided statistics. Deputy Chief Chris Aston reviewed the operations of the Sandy Fire Department and trainings. Council questions and comments followed. Council thanked the Fire Department for their service and dedication to our community. Council Member Marci Houseman was excused from the meeting at 6:30 pm. Attachments: FAQ_Political Activity Rules & Restrictions HB551 SB54 Lynn Pace, City Attorney, presented an overview of the rules and restrictions regarding political activities of City employees, officers, and elected officials. He provided an informational guide and he reviewed applicable state and city laws and regulations regarding political activities and elections. He also reviewed the impact of HB551 and SB54 and the impact on the upcoming municipal elections. Consent Calendar A motion was made by Ryan Mecham, seconded by Zach Robinson to approve the Consent Calendar...The motion carried by a unanimous voice vote. 6. 25-090 Approval of the March 11, 2025 Draft Minutes Attachments: March 11, 2025 Draft Minutes Item approved. 7. 25-092 City Recorders Office requesting that the City Council authorize the execution of an Interlocal Agreement (ILA) with Salt Lake County for 2025 election services. Attachments: Memorandum Res 25-11C ILA SLCO 2025 Election Item adopted. Council Voting Items 8. 25-093 Possible Closed Session: character, professional competence, or physical or mental health of an individual. A closed session was not convened. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto, Council Director, mentioned that the April 8th meeting has been cancelled. The final legislative update is scheduled for the April 15th meeting. He reviewed other upcoming agenda items with the Council. Sandy City, Utah Page 4 Printed on 4/23/2025 City Council Meeting Minutes April 1, 2025 Council Member Business Council Member Zach Robinson thanked the Sandy Fire Department for their help with a recent incident at Jordan High School. He also mentioned that the Lone Peak Park Pavilion is a wonderful gathering space and he recently held an event at the facility. Council Member Ryan Mecham mentioned that the One Sandy Awards program is a great opportunity for the City to recognize residents for their impact on our community. Council Member Cyndi Sharkey provided an update on the Salt Lake Facilities Advisory Board meeting. The Salt Palace had its best year ever with $21 million in sales. The venue is fully booked for the next two plus years. The Mountain America Expo Center's revenue is up $6.7 million in revenue with an 80% rate of repeat business. There is currently a feasibility study underway on the Salt Palace and she spoke about potential changes to the facility in the future. The advisory board members had training on Open and Public Meetings Act. She mentioned that officials should not text each other during a public meeting regarding any item that is being discussed at the meeting. She acknowledged Charlie Millard for his service to Sandy City and wished him well in retirement. The Canyons Gala was a wonderful event. The Arts Guild production of Beetle Juice did very well. She spoke about the ribbon cutting she attended for Bedrock Quartz, a local family owned and operated business. Mayor's Report Mayor Zoltanski spoke about the Wasatch Front Regional Council. She acknowledged Community Development for receiving a significant grant funding. She recently visited with Jordan High School seniors and the Lone Peak Elementary School art exhibit. The Canyons Gala was a great event. She recently had a new baby horse that was born over the weekend. CAO Report Shane Pace, CAO, invited the Council to the April 8th top out ceremony for Fire station 31. Adjournment Council unanimously agreed to adjourn the meeting at 7:44 pm.
