Council Member Ryan Mecham offered the Prayer. Council Member Aaron Dekeyzer led the Pledge. Council moved to Item 1 on the Agenda. Legislative Report Kim Bell, Deputy Mayor, provided an overview of the Legislative Session and reviewed many of the bills passed this session that will impact Sandy City. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair Aaron Dekeyzer invited the public to participate in General Citizen Comment. Public comment opened. Mr. Steve Van Maren spoke about the proposed annexations to Sandy City and the impact this may have on city services. He recommended the Council move forward cautiously when considering future annexations. Public comment closed. Council Business Informational Items 1. 25-101 Parks and Recreation Department presenting an Interlocal Cooperation Agreement between Sandy City and Salt Lake County for TRCC Funding for Bicentennial Park Attachments: Memo Interlocal Agreements for TRCC Funding 2025 Resolution 25-13C TRCC City Reimbursment Agreement - Sandy City-Bicentennial Park Dan Medina, Parks & Recreation, presented Director, presented Resolution 25-13C and an Interlocal Agreement (ILC) with Salt Lake County to receive funding through the Tourism, Recreation, Cultural, Convention, and Airport Facilities (TRCC). The grant award of $700,000 will be used for park improvements to Bicentennial Park in Historic Sandy. This is an information item and will come back to the Council at a future council meeting for action. Sandy City, Utah Page 2 Printed on 5/14/2025 City Council Meeting Minutes April 15, 2025 2. 25-099 Economic Development Department Providing the City Council with Updates on Economic Development Projects and The Cairns Housing Transit Reinvestment Zone Proposal Attachments: April 2025 Council Update Kasey Dunlavy and Rob Sant, Economic Development, provided an update to the Council on Economic Development projects in Sandy City and the Cairns Housing Transit Reinvestment Zone proposal. Last year in Sandy City, there were over 700 new business licenses issued, 1,600 new jobs created, 3% unemployment and Sandy ranked in the top five cities for taxable sales of $3.3 billion. They provided project overviews of the following developments: The Compass located at 9295 S 255 W; Sandy Shulsen project located at 10115 S Monroe Streeet; Centennial Village located at 215 W Sego Lily Drive; Redsky located at 10140 S Centennial Parkway; The Summit located at 10240 S Monroe Street; and the Utah Hockey Club located at 9835 S Monroe Street. They spoke about the Cairns Housing and Transit Reinvestment Zones (HRTZ), the key objectives and process. Council questions and comments followed. Council Member Ryan Mecham was excused at 5:36 pm Consent Calendar Approval of the Consent Calendar A motion was made by Aaron Dekeyzer, seconded by Zach Robinson to approve the Consent Calendar. The motion carried by a unanimous voice vote. 3. ANX0331202 The Community Development Department is recommending the City 5-006938(R) Council adopt Resolution #25-12C indicating the intent to annex a contiguous area located at 10665 S. Dimple Dell Road and 3075 E. Deer Hollow Drive(approximately 5.5 acres), setting a public hearing date to consider such annexation, and directing publication of a hearing notice. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto, Council Director, updated the Council on upcoming agenda items. Earth Day and Sandy Beautification Day projects are available. Please complete the special service district training. Council Member Business Council Member Cyndi Sharkey spoke about the topping off ceremony and beam signing event held at the Fire Station 31 capital project. She congratulated the The Sandy Arts Guild and Sandy Amphitheater for winning Best of State Awards. Council Member Alison Stroud provided an update from the Jordan River Commission meeting. She spoke about the Sports Entertainment Group beam signing event. The One Sandy Awards was a wonderful event. Sandy City, Utah Page 4 Printed on 5/14/2025 City Council Meeting Minutes April 15, 2025 Mayor's Report Mayor Zoltanski congratulated all of the One Sandy Award recipients. She spoke about the tour and beam signing event held at the Utah Hockey Club practice facility. The Fire Department recently had their topping off ceremony for Fire Station 31. She attended a kindness event at the University of Utah. She invited the community to attend the food truck nights at the Sandy Amphitheater. She congratulated the Sandy Arts Guild and Sandy Amphitheater on their Best of State Awards. She invited Chief Severson to speak about an incident that occurred in Idaho involving an individual with autism. Chief Severson spoke about the incident that occurred in Idaho. The Sandy Police Department is well trained in identifying individuals with autism and in de-escalation techniques. Each year the City and Police Department coordinate a community autism event which was first brought to the City and sponsored by the City Council Office. It is a family-friendly event and a great way to meet and interact with officers. This event will be held in August. CAO Report No report.
