Council Member Ryan Mecham offered the Prayer. Council Member Aaron Dekeyzer led the Pledge. Council moved to Item 1 on the Agenda Council Member Marci Houseman joined the meeting at 5:20 pm. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair Aaron Dekeyzer invited the public to participate in General Citizen Comment. Mr. Tim Gibson thanked the Council for their service to the city. He missed the meeting the prior week but watched the recording. He provided comments concerning an issue from last week's meeting that he felt was inappropriate and he would like to see the issue addressed by the Council. Public comment closed. Council Business Public Hearing(s) Sandy City, Utah Page 2 Printed on 5/28/2025 City Council Meeting Minutes May 6, 2025 1. 25-127 Public Hearing to consider the tentative adoption of the Mayor's FY 2025-26 Tentative Budget for Sandy City and the Alta Canyon Recreation District Attachments: Presentation Resolution 25-17C FY 2026 Tentative Budget Public Hearing: Administration presented the City's Tentative Budget for FY 2026 to the Council. Mayor Zoltanski presented the Tentative Budget for FY 2026 to the City Council. Our FY 2026 tentative budget is a very disciplined budget, using resources we have and living within our means. This year's tentative budget includes $1 million in budget cuts from the prior year's budget. To achieve this, the city has made cuts to operations and a reduction in workforce and personnel. This year's tentative budget does not include any increases to property or sales tax. She spoke about the optimistic outlook, future investment and economic opportunities in Sandy. Moderate revenue growth does not cover the inflationary impact of rising costs and the city has had to make some tough budget cuts. New projects in Sandy include the rebuild of Alta Canyon Sports Center, the SEG NHL hockey training facility, and Fire Station 31. The city will continue to provide excellent city services ensuring our city is a great place to raise your family. Brian Kelly, Administrative Services, provided a presentation of the Tentative Budget for FY 2026 to the City Council. He reviewed the city's vision statement: Connecting an active, vibrant, and prosperous community, where people flourish, and you belong ; and the city's mission statement: Sandy City strives to be responsible stewards dedicated to providing high-value quality services, with an emphasis on safe neighborhoods, smart planning, preservation, and economic diversity. Mr. Kelley spoke about the importance of continuing to provide high quality services to our residents and reviewed the guiding principles and revenue policies of the Sandy City budget preparation and process. He reviewed key challenges, demographic trends, and the city sales tax growth year over year. Mr. Kelley provided an overview of the projected funding gap between revenues and requested needs for FY 2026 for both the general fund and capital & equipment fund. Major themes of this year's budget include the following: a balanced budget without a property tax increase, continuing to provide a high level of services, a proposed funding plan for the Alta Canyon Sports Center rebuild, and investment in fleet replacement and existing infrastructure. He reviewed revenue projections and expenditure prioritization, employee retention, a property tax comparison with other cities, and budget cuts. He encouraged all to utilize the interactive budget tool found on the city's website and reviewed the FY 2026 budget calendar and timeline. Council questions and comments followed. Council thanked the budget team and the administration for their presentation. Katrina Frederick, Human Resources, provided a presentation of the FY 2026 compensation plan proposal. She reviewed the plan goals, key takeaways, COLA increases, step and grade adjustments, and fixed and variable benefits increases. She presented the FY 2026 compensation plan and proposal summary. Staff responded to Council questions and provided additional details regarding the elimination of city positions. A motion was made by Ryan Mecham, seconded by Brooke D'Sousa to adopt Resolution 25-17C, a resolution adopting tentative budgets for Sandy City and Alta Canyon Recreation District for Fiscal Year 205-26; scheduling a public hearing; and providing for public access to tentative budgets and schedules...The motion carried by the following roll call vote: Yes: 6- Alison Stroud Marci Houseman Cyndi Sharkey Ryan Mecham Brooke D'Sousa Aaron Dekeyzer Excused: 1- Zach Robinson Nonvoting: 0 Standing Reports Agenda Planning Calendar Review & Council Office Director's Report No report Council Member Business Council Member Ryan Mecham thanked the Police Department for holding their annual banquet. It was a wonderful event and great to see all the good work the police are doing in the community. He thanked the Mayor for her efforts related to securing the $1 million dollar contribution from the Miller Foundation for the Alta Canyon Sports Center. Council Member Aaron Dekeyzer congratulated the Mayor on securing the donation from the Miller Foundation. He provided an update from a foundation luncheon he attended with Mayor Zoltanski. He spoke about a sink hole in the city and also spoke about the upcoming department budget presentations. Council Member Alison Stroud provided an update from the Healthy Sandy Committee presentation on suicide awareness. She spoke about the need for greater awareness by the city and community to help those who are struggling. Working together as a city with our community partners, we can continue to ensure that our city is a positive, mindful city. The Fiesta 5K was a great event. She acknowledged the Police for holding their annual banquet luncheon.She appreciated the invitation. Council Member Brooke DSousa spoke about issues the public auditor raised. Council Member Cyndi Sharkey requested a presentation on Non-departmental expenditures. Lamar Beckstead was awarded the Dick Adair Award. The RSL organization just announced that the 2025 Pacific Nations Cup, a Rugby World Cup qualifier will be held at America First Field. This Wednesday, UDOT will hold an open house to discuss plans for 9400 South. We have two upcoming ribbon cuttings and the Wetlands Dedication is on Thursday. CAO Report Shane Pace, CAO, invited the Council to attend the employee luncheon tomorrow at 11 am. Following the CAO report, Council convened a closed session at 7:04 pm in the Council Conference Room to discuss the character and competency of an individual, and adjourned the Council meeting immediately following the closed session.
