Prayer, Pledge of Allegiance, and Introductions
Council Chair Aaron Dekeyzer welcomed those in attendance.
Council Member Marci Houseman offered the Prayer.
Council Member Aaron Dekeyzer led the Pledge.
Council moved to Item 1 on the Agenda.
General Citizen Comment Period (No earlier than 6:00 PM)
Council Chair Aaron Dekeyzer invited the public to participate in General Citizen
Comment.
Public comment opened.
Ms. Kris Nicholl expressed a need for the Environmental Impact Study on Highland Drive
to be conducted. Traffic is getting worse and that study needs to be done. She suggested
redirecting funds for the city newsletter to cover the cost of the EIS study. She also
expressed concerns that the Mayor may be using taxpayer funds inappropriately for her
re-election bid and gave examples such as the Mayor's picture displayed on the
amphitheater marquee and giving gifts such as pins or stress balls out to the community
customized with red hats.
Mr. Steve McKinion mentioned that he saw two contractors dumping their garbage on a
Sandy street for bulk waste pick up. He wanted to notify the city that this was going on.
Public comment closed.
Council moved to Item 5 on the Agenda and convened a closed session.

1. 25-149 Metropolitan Water District of Salt Lake and Sandy presenting their FY
2026 Budget.

MWDSLS FY26 Tentative Budget
Annalee Munsey, Metropolitan Water District of Salt Lake and Sandy Director, presented
the Fiscal Year 2025-26 budget to the City Council. She introduced board members and
staff. John Kirkham and Florence Reynolds are appointed to the MWDSLS Trustees by
the Council. The MWDSLS was created 90 years ago. Sandy joined the district in 1990.
Ms. Munsey provided an overview of the MWDSLS, the FY 2026 tentative budget, and the
sources and uses of funds. She reviewed key infrastructure, metro water supply,
proposed water rate increase, certified tax rate, bond issuance, FY 26 capital
improvement projects, and agency fees. Council questions and comments followed.
Following the presentation, Council moved to the Consent Calendar.
Consent Calendar
Following the vote on the Consent Calendar, Council moved to Standing Reports.
A motion was made by Aaron Dekeyzer, seconded by Ryan Mecham to approve
the consent calendar...The motion carried by a unanimous voice vote.

5. 25-151 Possible Closed Session to discuss the purchase, exchange or lease of
real property.
The City Council convened a closed session at 6:04 pm to take an offsite tour of
property, and adjourned the Council meeting immediately following the closed session.
A motion was made by Aaron Dekeyzer, seconded by Ryan Mecham to convene
a closed session, to take an offsite tour of a property, to discuss the purchase,
exchange or lease of real property; and adjourn the Council meeting
immediately following the closed session...The motion carried by the following
roll call vote:

Agenda Planning Calendar Review & Council Office Director's Report
Dustin Fratto, Council Director, reviewed upcoming agenda items with the Council. He
reviewed the schedule of public hearings related to the FY 2026 Tentative Budget.

Council Member Business
Council Member Zach Robsinson mentioned that there will be a vacancy on the Sandy
Ambassador committee and asked the Council to think about someone to appoint to fill
the vacancy.
Council Member Ryan Mecham announced that he will not be seeking re-election. He
was grateful for the experience and his service to the City.
Council Member Marci Houseman attended the Sandy Senior Center Memorial Day
barbecue and she thanked Council Member Sharkey for volunteering to serve at the
luncheon. She also attended the Memorial Day event at Larkin Cemetery and enjoyed the
service and is grateful to all those who have served our country.
Council Member Aaron Dekeyzer read a statement addressing and apologizing for his
demeanor while chairing the April 29th City Council meeting.
Council Member Alison Stroud provided an update from the CDBG Committee. The
committee received the HUD grant, which increased from the prior year's allocation. This
will have an even greater impact to the programs supported by the CDBG Committee.
Council Member Brooke D'Sousa provided an update from the Sandy Senior Center
Board. They had concerns about the glass recycling dumpster returning to the parking lot
by the center. Our Public Works director is aware of their concerns. The Senior Center
director, Charles Otis is retiring and we thank him for his long-time service to the senior
center.
Mayor's Report
Mayor Zoltanski mentioned that Sandy City was just rated as one of the top cities to live
in, ranking at 109th. She attended the Beehive Academy graduation and spoke at the
event. She congratulated our Sandy Explorer program which began fifty years ago. She
thanked all the Veterans and their families for their important service to our nation.
CAO Report
Shane Pace, CAO, mentioned that the bulk waste clean up is going well and should be
finished next week.
Following the CAO report, Council moved to General Citizen Comment.
Adjournment
Council convened a closed session at 6:04 pm and adjourned the Council meeting
immediately following the closed session.

The General Citizen Comment period is the time set aside for the public to comment on any City business,
including any item listed on tonight's agenda. General Citizen Comment will begin no earlier than 6:00 PM. Citizen
comment will also be taken during each Council Voting Item and each Public Hearing Item for comments related to
those items.
Each speaker is allowed three minutes during each comment period. A speaker may comment during multiple
comment periods, so long as the topic of the comment is different each time. No speaker will be permitted to
comment more than once during any individual comment period.
