Scott Ellis offered the Prayer. Council Chair Aaron Dekeyzer led the Pledge. Council moved to Item 2 on the Agenda. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair Aaron Dekeyzer invited the public to participate in General Citizen Comment. Mr. Tim Gibson provided comments. He expressed that he was not satisfied and asked for council members to reach out. Ms. Deb Jordan invited the public to an event held on June 14th with ARUP Blood Services. REZ0418202 Community Development Department presenting the Jordan Credit Union 5-006956 Rezone application (File #REZ03192025-006931), requesting that two (CC1st) parcels be rezoned from the R-1-8 Zone to the PO Zone. Attachments: Planning Commission Staff Report Planning Commission Minutes (draft) CC Presentation-Jordan Credit Union Rezone (5.28.25) Jake Warner presented a rezone application on behalf of Jordan Credit Union for a parcel located at 9260 S 300 E. The applicant requested a rezone of property from the R-1-8 zone to PO (Professional Office). The Planning Commission forwarded a positive recommendation. 2. 25-159 City Journals providing the City Council with reports on the City Newsletter and the City's business relationship with City Journals The staff from the City Journals presented to the Council. They spoke about the long-standing and positive twenty-year relationship between the City Journals and Sandy City. They provided background information regarding the City Journals distribution and recent opt-in program. Council questions and comments followed. 3. 25-161 Administrative Services providing the Council with a sales and property tax revenue analysis Attachments: Sales and Property Tax Revenue Analysis Brian Kelley, Administrative Services, provided a presentation and analysis of sales tax and property tax revenue.. Following the presentation, Council moved to General Citizen Comment. Public Hearing(s) 4. 25-162 Public hearing to consider Resolution 25-22C which increase total appropriations for the fiscal year commencing on July 1, 2024 and ending on June 30, 2025 Attachments: 25-22C Budget Amendments (Debt Service, Alta Canyon, Golf) Public Hearing: Brian Kelley presented Resolution 25-22C, a resolution increasing total appropriations for the fiscal year 2025. He reviewed the recommended adjustments with the Council. Public Hearing comment period opened. Public Hearing comment period closed. This item includes: Resolutions 25-23C and 25-24C of Sandy City, adopting tax rates for Sandy City and the Alta Canyon Recreation District for the fiscal year commencing July 1, 2025 and ending June 30, 2026; also establishing certain fees and charges in Sandy City for said fiscal year. Attachments: 25-23C Final Budget Adoption 25-24C Final Budget Adoption - Alta Canyon June 10th Houseman-Robinson Budget Proposal Memo June 10th Stroud Budget Proposal Memo Public Hearing: Brian Kelley, Administrative Services, presented Budget Resolutions 25-23C and 25-24C. The Tentative Budget was presented on May 6th. He spoke about the approval process for the FY26 budget and tax rate. Public Hearing comment period opened. Ms. Kris Nichol expressed a need for additional detail related to the Mayor, CAO, and Communications budgets. Spending needs to be reigned in. Mr. Steve Van Maren had questions regarding the water rates set by Public Utilities and Alta Canyon. Public Hearing comment period closed. Council discussed continuing the Public Hearing on the budget to June 10th. The Council will have budget proposals to be considered. This RDA Meeting includes a Public Hearing for the adoption of the annual budget of the RDA of Sandy City, for the fiscal year beginning July 1, 2025 and ending June 30, 2026 Attachments: 06-03-25 RDA Agenda RD 25-02 Budget Adoption RDA Budget Detail 3.11.25 Minutes Council convened a meeting of the Redevelopment Agency Board at 6:42 pm. A motion was made by Aaron Dekeyzer, seconded by Ryan Mecham to convene a meeting of the Redevelopment Agency Board...The motion carried by a unanimous voice vote. The City Council meeting reconvened at 6:49 pm and the Council moved to Standing Reports. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto, Council Director, reviewed upcoming agenda items with the Council. Sandy City, Utah Page 6 Printed on 7/18/2025 City Council Meeting Minutes June 3, 2025 Council Member Business Council Member Zach Robinson expressed appreciation to the Public Works staff. The spring bulk waste clean up went very well. He acknowledged the passing of Bruce Blanchard. We had a great deal of respect for him. Council Member Ryan Mecham acknowledged Bruce Blanchard for his untiring work and ability to help people understand the City budget. Council Member Marci Houseman also spoke of Bruce Blanchard. He was always so engaged and collaborative and we appreciated his analysis and input. She thanked department staff for their help with residents' concerns. She also expressed a desire to move forward with a code of conduct. Council Member Alison Stroud spoke about her interactions with Bruce Blanchard. She always appreciated his input and recommendations. He will be missed. She attended the public utilities spring fair and provided an update. Council Member Brooke D'Sousa spoke about Bruce Blanchard. He was a great teacher and helped her to understand the city budget. She also provided an update from an Envision Utah meeting she attended. Council Member Cyndi Sharkey spoke of Bruce Blanchard and said that he will be missed. People like Bruce make us better and ensure that we are prepared. She spoke about upcoming ribbon cuttings and acknowledged the South Valley Chamber for their work on behalf of Sandy City. Mayor's Report Mayor Zoltanski spoke about Bruce Blanchard. She valued his input. He was recently awarded the One Sandy Award for Empowerment and Belonging. We all benefited from his involvement. She attended the Fair Housing Summit and provided an update. She wished the Director of the Sandy Senior Center well in his retirement and invited the community to the first movies in the park event. CAO Report Shane Pace, CAO, mentioned that the city will be implementing Workday financial software in the new fiscal year and provided some updates.
