Council Business Informational Items Sandy City, Utah Page 2 Printed on 10/17/2025 City Council Meeting Minutes September 30, 2025 1. 25-299 Visit Salt Lake Updating the Council Regarding the Convention and Tourism Assessment Area (CTAA) Attachments: CTAA x Sandy City Martin Jensen, Deputy CAO, introduced the item and the staff from Visit Salt Lake and the Convention & Tourism Assessment Area South Committee who provided an overview of the Convention & Tourism Assessment Area (CTAA) and the economic impact of the CTAA on Sandy City. Sandy City is a critical hub for Salt Lake's visitor economy. Sandy has 8 hotels and 1,1014 hotel rooms with an average occupancy rate of 70%. Last year, Sandy hotels generated approximately $25 million in room revenue. Visitors are responsible for 27% of all spending in Sandy City (food, beverage, retail, etc.). The CTAA is a hotel-led initiative approved by Sandy City in 2023. A 2% assessment on hotel room revenue is reinvested into tourism development and was designed to increase awareness and demand for room night sales at participating hotels. Sandy City is part of the South District. CTAA funds are invested to drive near-term hotel bookings while strengthening the region's long-term brand and destination appeal. 10% of CTAA funds are generated in the South District (Sandy & Draper). They reviewed key districtwide activities and initiatives. Visit Salt Lake team has won 85% of the events it has bid on using the CTAA funds and was expecting to bring 22 events to the South District that could have an economic impact of approximately $107 million. They reviewed CTAA hotel performance compared to other cities and reviewed a recent Expedia campaign launched in February-March of 2025 and the impact of the 2025 Development Program National Championships for USA Gymnastics. Other CTAA-supported events include the Triple Crown Volleyball 2025 Western Invitational and the National Horseshoe Pitchers Association. They also reviewed the 2026 CTAA budget and future goals. The upcoming renovation of the Salt Palace has resulted in the cancellation of many events. They are working to secure those events for the Mountain America Expo Center. The October 7th Council meeting has been cancelled. October 14th the Council will hold the fourth housing workshop. October 21st the Council will tour the Metro Water facility. Sandy City, Utah Page 7 Printed on 10/17/2025 City Council Meeting Minutes September 30, 2025 Council Member Business Council Member Zach Robinson acknowledged the Sandy Ambassadors. He attended their last meeting and had a robust discussion on Alta Canyon Recreation Center. It was a fantastic meeting. He also attended the Sandy Farmer's Market. It was a very well attended event and well organized. Council Member Ryan Mecham thanked all staff involved with coordinating the Heritage Festival. It was a great event. He enjoyed judging the cars in the show. Council Member Alison Stroud attended the Heritage Festival. It was a wonderful event and she thanked all staff involved with the event for their outstanding work. Council Member Aaron Dekeyzer attended the ribbon cutting for the Utah Mammoth Training Facility. It was a great event. He spoke about current research topics being studied by the Utah Foundation Organization. Council Member Cyndi Sharkey provided an update from the Salt Lake Convention & Visitors Board. The demolition date for the Salt Palace has been scheduled for February 15, 2027. Convention Halls 1-3 will continue to be open and utilized for convention events. Halls 4 & 5 are scheduled for demolition. The Board is in the process of rebooking convention events. 32 events have been rescheduled. 6 events have chosen to cancel their event and looking for an alternative location. Council Member Marci Houseman praised Pam Roberts, Director of the WFWRD for her service to Sandy. She shared a picture of Ms. Roberts from her retirement farewell event. Ms. Roberts and her successor, Evan Tyrrel will join the Council for a meeting in November. Mayor's Report Mayor Zoltanski acknowldeged the One Kind Act resolution passed. She thanked Chief Larson, Sandy's Emergency Manager. The Heritage Festival was a great community event and she thanked the festival sponsors. The Visual Arts Show is occuring at the Senior Center. All are welcome. She recognized Community Development staff for receiving an award for the Sandy General Plan. The City received notice of the Housing and Transit Reinvestment Zone (HTRZ) designation. This is a big win for our City. CAO Report Shane Pace, CAO, mentioned the flu clinic is open for appointments. Following the CAO report, the Council moved to Item 9 on the Agenda. Monroe Street Attendees will need to wear closed toe shoes, a safety helmet, and a safety vest (the City has a limited # available for public use) Chief Ryan McConaghie provided directions to Fire Station 31 parking area. Council recessed the meeting and reconvened at Fire Station 31 for a tour of the new facility. A motion was made by Brooke D'Sousa, seconded by Ryan Mecham to recess the City Council meeting at 6:26 pm and reconvene the meeting at the Sandy City Fire Station 31 for a tour, and adjourn the Council meeting immediately following the tour...The motion carried by a unanimous voice vote.
