Sandy City, Utah Page 2 Printed on 10/17/2025 City Council Meeting Minutes September 16, 2025 General Citizen Comment Period (No earlier than 6:00 PM) Council Chair D'Sousa invited the public to participate in General Citizen Comment. Mr. Steve McKinnon spoke about traffic and safety concerns on Wasatch Boulevard. He thanked the Council for their attention and awareness of this issue Mr. Fred Butterfield thanked the Mayor for listening to his concerns regarding the substance, kratom. He spoke of the dangers of this substance and about the loss of his son. He asked the Council to help eliminate the sale of this product and to take matters seriously. Mr Doug Wismer attended the recent housing workshop. He thanked Britney Ward with the Public Works Department for meeting with him regarding his concerns. He advocated for additional bike lines on our city streets. Public comment closed. Britney Ward, Assistant Director for Public Works, responded to questions and provided additional information about the installation of the Hawk crossing and addressed safety concerns along Wasatch Boulevard. Council moved to Items 5 and 6 on the agenda. Council Business Special Recognition 1. 25-290 Council Special Recognition and Presentation of the Noal Bateman Lifetime Service Award and the Sandy City Council Civic Engagement Award Council Chair Brooke D'Sousa introduced the Special Recognition this evening and presented The Inaugural Sandy City Civic Engagement Award posthumously to Donald F. Gerdy recognizing his leadership and civic service to our city. His daughter and family accepted the award on his behalf.. Chair D'Sousa invited the Noal Bateman Committee Chair and Vice Chair, John Winder and Tracy Cowdell, to the podium for their presentation of the 2025 Noal Bateman Lifetime Service Award which was presented to Michael S. Tingey. The Noal Bateman Award is the highest award given out by Sandy City. Following the presentation, Council moved to Item 2 on the Agenda. Informational Items Sandy City, Utah Page 3 Printed on 10/17/2025 City Council Meeting Minutes September 16, 2025 2. 25-283 Administration presenting the One Kind Act A Day Joint Resolution Attachments: City of Kindness Resolution Cities of Kindness Presentation Kim Bell, Deputy Mayor, introduced Mason Bennett who presented the The City of Kindness joint resolution to the Mayor and Council. He spoke about the program and the impact the movement was having on our community. This is an information item and will come back to the Council at a future meeting for consideration and action. 3. 25-281 Administrative Services Department presenting the annual State Fraud Risk Assessment. Attachments: Fraud Risk Assessment 2025 - Signed Brian Kelley, Administrative Services Director, presented the Annual State Fraud Risk Assessment to the Council. The assessment was completed on September 5th and the city is required to present the findings to the City Council. The City was found to be at very low risk for fraud. There is no action needed to be taken by the Council. 4. 25-293 Public Works Department presenting the Council with an update on the Wasatch Blvd HAWK crossing Attachments: Wasatch Blvd HAWK Recommendations Memo Wasatch Blvd HAWK Crossing Presentation Britney Ward, Assistant Director for Public Works, presented the traffic study conducted by the Public Works Department. The staff studied three potential pedestrian hybrid beacon (commonly known as HAWKS) locations on Wasatch Boulevard. The locations were as follows: 1950 East, 2220 East, and 2250 East. Staff recommended the 2220 East location for the implementation of the HAWK because it has the highest utilization potential and met the requirements set forth in the American Association of State Highway and Transportation Officials (AASHTO) and the Manual on Uniform Traffic Control Devices (MUTCD). The 2220 East location is located near Lone Peak Elementary School and is designated as part of the school's safe walking route. Staff presented on the proposed project purpose and needs. Council questions occurred throughout the presentation. Council expressed support for the staff's recommendations. Following the presentation, Council moved to General Citizen Comments. CA08262025 Amendments to Title 21 of the Land Development Code related to -0007027 Brewpubs (CC WS) Attachments: Staff Report on Brewpubs with Exhibits A and B Exhibit C - Map of State-Required Buffers Exhibit D - Map of Eligible Zones for Brewpubs Planning Commission Minutes 09.04.2025 (DRAFT) Brewpub Presentation 9-16-2025 Melissa Anderson, Community Development, presented on code amendments listed in Agenda Items 5 and 6. On April 29th, the City Council adopted Resolution 25-16C, directing staff to consider streamlining the permitting process lowering the regulatory and financial barriers to entry and to evaluate areas that brewpubs could be allowed to operate that are outside the downtown Cairns District. In follow up, Community Development department staff presented recommendations to the Council at the July 15, 2025 meeting. Council directed staff to prepare the code amendments and proceed with the standard process for adoption. Ms. Anderson and Ms. Casaril reviewed the proposed amendments, zoning, and licensing process and changes. They reviewed the permitted vs. the conditional use for brewpubs. Some of the proposed amendments ensure the alignment of the city code with state regulations. Council questions occurred throughout the presentation. A public hearing was held on this item. The Planning Commission forwarded a positive recommendation. This is an information item this evening. The item will come back to the Council for consideration and action at a future Council meeting. Following this presentation, Council moved to the Consent Calendar. 6. 25-280 Amendments to Title 15 Business Licensing, Chapter 2, Alcoholic Beverage Regulations Related to Brewpubs Attachments: CHAPTER_15_2_ALCOHOLIC_BEVERAGE_REGULATIONS Item 6 was presented with Item 5. Consent Calendar Approval of the Consent Calendar A motion was made by Zach Robinson, seconded by Marci Houseman, to approve the Consent Calendar. The motion carried by an unanimous voice vote. 7. 25-284 City Council considering the appointment of Mark M. Council Voting Items 10. 25-285 City Council Considering Extending Temporary Amendments to the Sandy City Council Rules and Procedures made on March 25, 2025 Attachments: Signed_Resolution_25-47C Resolution 25-47C Exhibit A_Signed_Resolution_25-10C Dustin Fratto, Council Director, presented Resolution 25-47C, a resolution extending the temporary changes to the Sandy City Council Rules and Procedures. Adoption of this resolution would extend indefinitely, the changes to the Rules and Procedures, thus allowing for the Council, at the Chair's discretion, to include a work session on the City Council Agenda. Public comment opened. Public comment closed. Council discussion followed. Council expressed support for allowing the Chair to have the authority include work sessions for the Council. The Council has found the process beneficial and educational and in general, have liked the process. This Friday is the ribbon cutting for the Utah Mammoth Training Facility. Council Member Business Council Member Cyndi Sharkey provided an update from the Sandy Arts Guild. Bright Star is their next production with shows in October. America West Symphony now collects donations at their concert instead of selling tickets. She attended the Sandy Senior Center barbecue and car show. It was a great event. Council hosted state legislators in the Sandy Suite for the RSL game. She provided an update from Legislative Policy Committee (LPC) and spoke about upcoming issues: possible changes to the homeless mitigation fund, laws impacting property tax increases, combining school board elections with municipal elections, and detached ADU's. LPC will be sending out a survey to members to gather feedback. Council Member Alison Stroud provided an update from the Historic Committee. The Heritage Festival and Horse Parade is on September 27th. She had questions for the Administration regarding possible cuts to the mitigation fund and requested information. Council Member Marci Houseman spoke with police officers this week and felt they were very calming to the community. Thank you for the sacrifices our law enforcement make every day. She thanked city staff and volunteers for coordinating the Healing Fields event. She assisted in taking down the flags yesterday and reflected on the lives and service of those honored. Healing is needed and her thoughts and prayers were with the students and faculty at Utah Valley University. She praised Charlie Kirk for his leadership, faith, and civility. She is grateful to those who serve our country. God Bless America. Council Member Zach Robinson acknowledged the Planning staff for all their work on the brew pub amendments. He thanked the Public Works staff for the great job they did with the bulk waste clean up. He wanted to acknowledge Mike Gladbach, our former Director of Public Works. He offered his condolences to his family and shared thoughts on Mike's service to the City. He was a fantastic man and he always appreciated the time he spent with Mike and was greatly saddened by his passing. Council Member Brooke D'Sousa thanked Council staff for all they do in service to the Council. Mayor's Report Mayor Zoltanski: The community is invited to the Heritage Festival and Horse Parade on Saturday, September 27th. Please join us on October 11th for the opening of Fire Station 31 and a pancake breakfast. The Utah Mammoth Training Facility will have it's grand opening tomorrow. She offered her condolences to Mike Gladbach's wife and family. He served Sandy City for 20 years and prior to that he served in the military for 20 years. He was always willing to take on any challenge and our thoughts and prayers are with his family.
