Shane Pace, CAO, offered the Prayer. Council led the Pledge. Council moved to Item 1 on the Agenda. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair Brooke D'Sousa invited the public to participate in General Citizen Comment. Mr. Steve Andrue has been a resident of Sandy for 16 years. He commented on traffic noise along Wasatch Blvd and the surrounding area. His complaints have gone unanswered. There is also excessive speeding. He asked the Council to please address the problem. He can provide additional information if needed. Mr. Dave Egelund expressed his support for Emergency Manager, David Larsen. He has attended Chief Larsen's emergency preparedness meetings and thinks all residents would benefit from going to these meetings. You all will learn how to be prepared during an emergency. Council Business Informational Items 1. 25-279 Emergency Management Division presenting the Salt Lake County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) to the City Council Attachments: 2025 MJHMP Executive Summary Sample Ordinance Sample Ordinance Approved 2- Draper Sample Ordinance Approved 3- Millcreek Sample Ordinance Approved- 4 Salt Lake County David Larsen, Sandy City Emergency Manager, presented the Salt Lake County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) to the Council. The cities in Salt Lake County are all under one plan which allows for greater continuity. Salt Lake County has taken the lead on this effort. Local jurisdictions are required to adopt a current hazard mitigation plan to maintain eligibility for certain Federal Emergency Management Agency (FEMA) funding programs. This is an information item and will come back to the Council for consideration and action at a future council meeting. The proposed award would be titled The Sandy City Civic Engagement Award. Council Members Stroud and Robinson provided details regarding the nomination and selection process for the proposed award. Tracy Cowdell offered insight on the expanded award program. The Noal Bateman Committee was overwhelmingly in favor of the proposed award and the expansion of the annual award dinner and program. Council questions and comments followed. If established, the first award would be given posthumously to Donald Gerdy, the inspiration behind the development of this new award. The inaugural award would be given out next week at the Noal Bateman dinner. Public comment opened. Public comment closed. Following the vote on the motion, Council moved to General Citizen Comment. We will also be giving out the inaugural award for the Sandy City Civic Engagement Award. Sandy City, Utah Page 4 Printed on 10/1/2025 City Council Meeting Minutes September 9, 2025 Council Member Business Council Member Zach Robinson thanked Public Works staff and Police for their responsiveness to residents' concerns. Council Member Marci Houseman recognized the Wildland Fire Crews for their hard work and service. She acknowledged all who helped coordinate the Healing Fields event. She thanked the Administration and city for their outreach and communication with the residents. She also spoke about the HTRZ zone submittal by the Economic Development Agency. Council Member Alison Stroud learned about HTRZ zone from the Economic Development staff and she thanked them for their efforts. Chief Larson will be speaking to the Sandy Youth Council this Thursday about emergency preparedness. She attended the Public Works Roadeo event - a great event. The Healing Fields is being set up this evening. She assisted with the Police Canine trials and acknowledged the hard work of our officers and canines. Council Member Aaron Dekeyzer attended the Public Works Roadeo event. It was a great event that builds camaraderie among the staff. The Bulk Waste program started yesterday in his neighborhood. He thought the communication from the city was great and he appreciated the program. He spoke about upcoming school district meetings to discuss new boundaries. He told Mr. Andrue that he wanted to connect with him to discuss his concerns with traffic and noise. Council Member Cyndi Sharkey attended the National Day of Service. She thanked the city's Service Ambassadors and Department Heads for attending these events. The event was attended by Congressman Owens and other dignitaries. She spoke about the traffic and noise issues along Wasatch Blvd. Mayor's Report Mayor was excused. CAO Report Shane Pace, CAO, spoke about the service project at Alta High School. It was a great success. Council Member Stroud acknowledged Deputy Mayor, Kim Bell, for her help with the service project. Adjournment Council unanimously agreed to adjourn the meeting at 6:32 pm.
