Public comment opened. Mr. Perry Harrison encouraged the City to explore other issues impacting housing affordability such as deed restrictions, subsidies, and RDA funds. He also spoke about the impact of market-based solutions which tend to incentivize people to look out for their own interest. You are here to look out for the residents' interests and the city as a whole. Public comment closed. Council moved to Standing Reports. Work Session - Community Housing Workshop Series Council Chair welcome those in attendance. The City Council participated in the third of four Housing Workshops. Lynn Pace, City Attorney, acted as the workshop moderator. General Citizen Comment period will occur following the workshop. The first two workshops were informational and educational. Tonight's workshop was participatory allowing for Council Members discussion. The purpose of Workshop 3 was to prioritize which issues the City intends to focus on addressing first. Mr. Pace turned the time over to Dustin Fratto, Council Director who reviewed the survey results from the questionnaire sent out to the Council. Mr. Fratto reviewed the data compiled by staff and provided an overview of the graphs and survey results. The first graph details the survey results by issue. The second graph provided a weighted ranking of results by issue. Graph 3 combines the first two graphs and provides a side-by-side comparison. The fourth through sixth graphs provides an overview of issues that received 3 or more council responses and those issues ranked with a higher priority. Lynn Pace led the Council discussion of the housing priorities and issues. The goal at tonight's workshop was to narrow down the list of priorities and narrow the list to three or four big-picture items for the Council to focus on which will help direct staff on council priorities. In reviewing the survey results, available housing options and obstacles to middle housing, appearance and neighborhood integration, and housing for seniors ranked as top concerns for the Council. Council participated in a robust discussion regarding housing needs in Sandy City. Council discussed a wide range of housing related topics including tools for enforcing owner occupancy, greater variety of housing options, higher volume of housing opportunities, home ownership and the impact of rental properties. A lengthy Council discussion occurred. Council discussed the goal of creating a broad statement. Staff provided additional insight and information. Key priorities for the Mayor included home ownership, new housing options, smaller lots, higher density, senior housing, redevelopment of older homes and housing that is adjacent to transit. Council also discussed densification trends in housing and private property rights. Council worked towards the goal of creating a direction to move forward with areas of exploration: ensuring sustainability and character of the city, housing affordability and options, owner occupied housing, and more variety of housing options. The next housing workshop is planned for October. Following the workshop, Council moved to General Citizen Comment. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto, Council Director briefed the Council on upcoming agenda items. Next week there will also be a review for a proposed Council annual award. Sandy City, Utah Page 3 Printed on 10/1/2025 City Council Meeting Minutes September 2, 2025 Council Member Business Council Member Marci Houseman recently played golf at River Oaks Golf Club. The River Oaks Golf Club is a gem for our city and she thanked the staff at the golf course. She attended a concert at the Sandy Amphitheater and had an opportunity to review the city venue and staffing. She thanked Community Development staff for their responsiveness to a resident's concern. Council Member Cyndi Sharkey also attended a concert at the Sandy Amphitheater. It provides the Council with a great opportunity to see first-hand the inner workings of the venue, by both observing the guests as well as the volunteers and staff. The Arts Guild production of Shrek wrapped up another successful show. She volunteered at the concessions. Council Member Zach Robinson shared a resident's comments with the Council regarding the changes to the STR code. The issues this resident had with a short term rental in his area have been resolved as a result of the amendments to the code. He acknowledged the work done by the Council and staff and the impact they have had for residents. What we have done was working for our residents. Council Member Alison Stroud attended the Police-Fire softball game. It was a great event. Mayor's Report Mayor Monica Zoltanski attended the Open House for the new Trans Jordan Transfer Station and she spoke about the facility's impact on residents. She spent time recently with the students at Altara Elementary School. She congratulated a resident for being named a super senior. She also attended a great concert on the Plaza at RSL Stadium. CAO Report Shane Pace, CAO, invited the Council to attend a first responders ceremony and service event. Adjournment Council unanimously agreed to adjourn the meeting at 7:36 pm.
