Kolin Rasmussan, Sandy Youth Council offered the Prayer Tharim Maremdram, Sandy Youth Court led the Pledge Council moved to Item 1 on the Agenda. Sandy City, Utah Page 2 Printed on 9/17/2025 City Council Meeting Minutes August 26, 2025 General Citizen Comment Period (No earlier than 6:00 PM) Council Chair D'Sousa invited the public to participate in General Citizen Comment. Mr. Doug Wismer spoke in support of the gondola and thought it would be a good thing for Sandy City. He hoped the Mayor and Council would consider supporting the gondala project. Ms. Blair Roxbury spoke on behalf of her family and neighbors. She shared a neighborhood concern about a home in their area that has fallen into disrepair. She provided details about the current condition of the home and yard and asked about the city's code enforcement options General Citizen comment closed. Council moved to Standing Reports. Council Member Alison Stroud was excused at approximately 5:55 pm. Council Business Special Recognition 1. 25-258 Installation of the 2025-26 Sandy Youth Council and Sandy Youth Court Chair D'Sousa welcomed the Sandy Youth Council and the Sandy Youth Court and their parents to the evening's Special Recognition and joint installation. Judge Paul Farr conducted the Oath and Swearing In Ceremony for both the Sandy Youth Council and the Sandy Youth Court. On behalf of the City Council and Administration, the Chair congratulated the youth for their commitment to serve their communities through these programs. Informational Items 2. 25-267 City Council interviewing Mark M. Taylor to serve as a regular member of the Sandy City Historic Preservation Committee Alison Stroud introduced Mark Taylor, who she was nominating for a position on the Sandy Historic Committee. Mr. Taylor spoke to the Council about his interest in becoming a member on the Historic Committee and provided background information. Council questions and comments followed. This was an information item and will come back to the Council for consideration and action at a future Council meeting. These properties will be zoned R-1-8 and the Public Hearing for the proposed annexation was held on August 26th. Public comment opened. Public comment closed. Attachments: 2025 Sandy City Municipal Primary Election Canvass Precincts Not Reporting Sandy 2025 Primary Canvass Statistics The City Council, acting as the Sandy Board of Municipal Canvassers heard a presentation from Wendy Downs, Sandy City Recorder. Ms. Downs read through the election results for the office of Mayor and District 3 Council Seat from the Sandy City Municipal Primary Election held on Tuesday, August 12, 2025. Council questions and comments followed. A vote was taken by the Board of Municipal Canvassers to approve the election results. Staff is currently compiling the information from the past two workshops. Lynn Pace, our city attorney, will again be moderating the discussion. Sandy City, Utah Page 8 Printed on 9/17/2025 City Council Meeting Minutes August 26, 2025 Council Member Business Council Member Marci Houseman provided an update from Wasatch Front Waste and Recycling Board meeting. The current director is retiring and the new director has been named. She also provided a clarification regarding a lawsuit with UDOT. Council Member Zach Robinson expressed appreciation to the staff at Alta Canyon Recreation Center for holding their final events at the old facility. He thanked Chief Severson and McConaghie for golfing with the Council at the Chamber's event. He enjoyed the day. Council Member Brooke D'Sousa thanked the Police and Fired departments for sponsoring the community autism event last week. It was an amazing event and important for the entire community. My daughter looks forward to this event every year. She attended the Trans Jordan event on Sunday and toured the new transfer facility. It is a great asset to our city. Council Member Cyndi Sharkey attended the recent meeting with the Utah League of Cities and Towns (ULCT) to prepare for the next legislative session. Accessory Dwelling Units and Detached Accessory Dwelling Units will be big issues during the next session. She also spoke about a presentation she attended by the Utah Division of Drinking Water. There is a possibility of water rate increases. Mayor's Report Mayor Monica Zoltanski extended her condolences to the families of the fallen officers in Tremonton. Many of our city's officers participated in the procession for the officers. The community is invited to the Trans Jordan Transfer Station Open House. The Autism community event went well. CAO Report Shane Pace, CAO, provided updates to the council on retiring employees. Ryan Kump, Public Works Director, spoke to the Council about reallocating funds to purchase a new paver truck.
