Council Member Marci Houseman offered the Prayer. Council Member Alison Stroud led the Pledge. Council moved to Item 1 on the Agenda. General Citizen Comment Period (No earlier than 6:00 PM) Council Vice Chair Ryan Mecham invited the public to participate in General Citizen Comment. Mr. Doug Wismer expressed support for the gondola in Little Cottonwood Canyon (LCC). The gondola is the only long term solution that will address the traffic in LCC. The gondola provides year round access to the canyon and has a smaller footprint. Many cities around the world use gondolas. Please stop opposing this project. Build something bold and lasting for our city. Mr. Will Shiflett expressed a public safety concern. He requested police patrols in his neighborhood to address the speeding issues in the area between Midvale and Sandy along 150 East. Please help us to resolve this public safety issue. Mr. Randy Nielsen requested help from the city with an infestation of rabbits in his neighborhood. Mr. Mark Mason Taylor spoke about the impact on the community resulting from climate change and wanted to discuss ways to offset this impact. Ms. Shannon Ritzman spoke about traffic and public safety concerns in the area along 150 East by the Sandy-Midvale border. We need help from the City. Mr. Dave Egelund thanked Sandy City for the Night Out Against Crime event. He appreciated the great job the coordinator, Amy Bryant and the Police did. Public comment closed. The applicant was requesting a change of zone district on property located at 11339 S 700 E. The request was to rezone the property from CvC(Planned Center-Convenience District) Zone to the PO ( Professional Office District) Zone. The business will provide adult day care services to adults with developmental disabilities. The applicant shared information about the business with the Council. The goal is to empower, engage, integrate, and connect adults with developmental disabilities with others. Council questions followed. The Planning Commission forwarded a positive recommendation. This is an information item and will come back to the Council for consideration and action at a future City Council meeting. Sandy City, Utah Page 3 Printed on 8/27/2025 City Council Meeting Minutes August 5, 2025 Council Voting Items 4. 25-247 Public Works Department recommending that the Council Authorize the Execution of an Interlocal Cooperation Agreement with South Jordan City for Asphalt Resurfacing Attachments: Resolution 25-40C Interlocal Agreement Ryan Kump, Public Works, presented an Interlocal Cooperation Agreement with South Jordan City authorizing an agreement with the City of South Jordan for asphalt resurfacing on Scheels Lane. The Public Works staff at South Jordan reached out to the city and offered to include the Sandy City side of the road when they resurface their city's side of the road. The resurfacing project includes approximately 200 feet of roadway. Council questions followed. Public comment opened. Public comment closed. This will allow the city to purchase a portion of property located at approximately 10101 South State Street.The property is for a future right-a-way. Public comment opened for Items 5 and 6. Mr. Steve Van Maren was surprised the City was buying the entire parcel. Public comment closed for Items 5 and 6. Kasey Dunlavy responded and mentioned the City was just buying a portion of the property, approximately 640 sq. feet. A motion was made by Marci Houseman, seconded by Alison Stroud, to convene a meeting of the Redevelopment Agency Board...The motion carried by a unanimous voice vote. Council reconvened the Council meeting and moved to Standing Reports at approximately 5:45 pm. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto, Council Director: The Council staff is in the process of compiling a comprehensive list of housing issues discussed at the prior two workshops. A short questionaire will be sent out to the Council to gather feedback. The next two Council meetings are cancelled for the Primary Election and the Community Autism event. The Sandy Youth Council and the Sandy Youth Court will be installed at the August 26th Council meeting. He also updated the Council on upcoming agenda items. Sandy City, Utah Page 6 Printed on 8/27/2025 City Council Meeting Minutes August 5, 2025 Council Member Business Council Member Zach Robinson thought the Night Out Against Crime event was a great event and he thanked the Police Department for organizing the event. Council Member Marci Houseman spoke about a resident's interest in adding a booster tower in his neighborhood in the Willow Creek area and she requested a staff presentation on the process to do this. Council Member Ryan Mecham provided an update from the Sandy Club and spoke about their funding needs. He thanked the Police Department for organizing the Night Out Against Crime event. It was a great event and appreciated by the community. Council Member Alison Stroud attended the garden ceremony at the MVP shelter. She also attended the recent ribbon cutting for the Quad. The Sandy Museum Car Show was a great event in Historic Sandy. She enjoyed participating in the Canyons School District New Teacher Welcome event and the Night Out Against Crime. Both events were very well attended and she thanked all who organized the events. Council Member Aaron Dekeyzer thought the Night Out Against Crime was a great event. He will reach out to the Police Department and provide some feedback on the format of the event. Council Member Cyndi Sharkey provided some additional information about the cell tower issues in the Willow Creek area. Mayor's Report KIm Bell, Deputy Mayor, invited the community to attend the Balloon Festival at Storm Mountain Park. All are welcome. CAO Report Shane Pace, CAO, provided a staff update.
