Shane Pace, CAO, offered the Prayer. Council led the Pledge. Council moved to Item 1 on the Agenda. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair Brooke D'Sousa invited the public to participate in General Citizen Comment. Mr. Henry Butters spoke about a concern he had when he received a warning sticker on his parked semi-truck. He wanted the Council to be aware of the issues that were impacting him and other semi-truck drivers. He asked the Council for help. drivers. Ms. Dawn Sidwell is against the rebuild of Alta Canyon. She wanted the Council to reach out to the residents and find out what they think. Mr. Steve Van Maren spoke about a tax increment on residents who use the recreation facility. He felt this was appropriate. The residents who use the facility should pay for it and support it. Mr. Dave Egelund thanked prior residents for their comments. He spoke about reaching out to all Sandy residents about the recreation facility and wanted to know when the last poll was taken. He urged the Council to listen to the public. Ms Pat Jones spoke about a radio program she listened to about the costs of running a recreation facility. According to this radio program, most recreation centers around the country operate at a loss and need to be subsidized by the city or county. She asked the Council to listen to the people. Council Business Informational Items Sandy City, Utah Page 2 Printed on 8/27/2025 City Council Meeting Minutes July 29, 2025 1. 25-165 Public Works Department recommending the Council receive a presentation on Household Hazardous Waste Attachments: 2025 Presentation Ryan Kump, Public Works, introduced Jose Carreon-Andrade with the Salt Lake County Household Hazardous Waste (HHW) Collection Facility which opened in Sandy City in July of 2024. Household hazardous waste includes items that are corrosive, toxic, or flammable that when mixed with other substances can explode. The goal of this program is to reduce the amount of HHW is homes and the environment. He spoke about the operations of the facility located in Sandy at approximately 9000 South and 700 West and the disposal rates processed at the facility. Council thanked Mr. Carreon-Andrade for his presentation. 2. 25-228 Central Wasatch Commission recommending the City Council approve the admission of the City of Holladay to the Commission Attachments: Draft Resolution 25-38C Mayor Zoltanski introduced Lindsey Nielsen, Executive Director of the Central Wasatch Commission. Ms. Nielsen presented Resolution 25-38C, a resolution allowing for the City of Holladay to be admitted as a member of the Central Wasatch Commission. The legislative bodies of all current CWC member cities must approve Holladay's admission to the CWC. This is an information item this evening and will come back to the Council at a future City Council meeting for consideration and action. 3. 25-231 Presentation of three resolutions permitting the interdepartmental transfer of certain property from the Police Department Evidence Room to the Public Works Department, Facilities Division, and Police IT. Attachments: 25-35C Resolution Interdepartmental Transfer Facilities 25-36C Resolution Interdepartmental Transfer Police IT 25-37C Resolution Interdepartmental Transfer Public Works Chief Greg Severson, Police, presented three resolutions to the Council which allow for interdepartmental transfer of certain property from the Police Department Evidence Room to the Public Works Department, Facilities Division, and Police IT section. Council approval of these transfers is required to allow for the transfers. A detailed list of items has been provided with each resolution. This is an information item this evening and will come back to the Council at a future meeting for consideration and action. Council Voting Items Sandy City, Utah Page 4 Printed on 8/27/2025 City Council Meeting Minutes July 29, 2025 7. 25-234 City Administration requesting Council approval of the updated cost estimates for the rebuild of the Alta Canyon Sports Center Attachments: Alta Canyon Funding Options Martin Jensen, Deputy CAO, provided an overview of the funding sources and options to pay for the construction cost increases associated with the Alta Canyon rebuild. The estimated cost increase was approximately $4.1M. Mr. Jensen provided details of the funding sources that could be utilized to cover the funding gap. Staff would make recommendations regarding the funding sources utilized. Council would approve the final amounts. Council questions followed. Public comment opened. Ms. Dawn Sidwell was not supportive of funding the increased construction costs. She did not think ACSC served the residents of District 1. She would like to see a city-wide vote. Ms. Cathy Spuck spoke about a discussion the Council had in 2022 concerning their top priorities. ACSC was not at the top of the list for Council Members Stroud and Mecham. She was not supportive of the ACSC rebuild for a variety of reasons. Ms. Kim Oleary expressed support for the rebuild of ACSC and appreciated the Council's vision for the new facility and was willing to fund the upgraded center. People come from all over to use the ACSC. She wanted her voice of support heard. Ms. Pat Jones has asked for a city-wide vote on the ACSC. There is a portion of the city who does not use the center. She was not supportive of using city funds to fund the construction costs increases. Public comment closed. Brian Kelley, Administrative Services, responded to Council Member Stroud's questions regarding the process to get the Alta Canyons Sports Center on the ballot. He explained the process and timeline. He also explained that construction costs continue to increase the longer we wait. Shane Pace, CAO, mentioned that the discussion of ACSC has been going on for twenty years. The location of the amenity was not important. He pointed out that River Oaks Golf Course is in District 1. He also discussed the process needed to expand a special services district. Council Member D'Sousa understood why residents were concerned. This will not be the last capital project considered by the Council. Council made a motion approving the updated cost estimates of the project of $23.5 M. Discussion followed. Council Members spoke about the city's accomplishment for the many capital projects undertaken by the city including Fire Station 31, the Public Works Fleet building and the ACSC. The ACSC has been discussed for many years. The city started a multi-year process to set aside funding for the project without raising taxes. This facility will generate revenue. The ACSC will serve the entire city and we are building something great for the city. A majority of the Council Members expressed support of the funding options presented this evening and the use of these funds when needed. Following the vote on the motion, Council moved to General Citizen Comment. A motion was made by Zach Robinson seconded by Ryan Mecham to recess the Council meeting and convene a meeting of the RDA...The motion carried by a unanimous voice vote. Council reconvened the Council meeting at 8:22 pm and moved to Standing Reports. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto Council Director, mentioned that many of the information items presented this evening would be considered by the Council at next week's council meeting. The Council meetings on August 12th and 19th are cancelled due to the Primary Election and the Autism Community event. They are doing a great job. Council Member Brooke D'Sousa will not be at next week's meeting. Council Member Mecham will Chair the meeting. Council Member Alison Stroud acknowledged Lois Stillion for her responsiveness in addressing residents' concerns. She thanked Dave Poulsen for his service to the City. Council Member Cyndi Sharkey provided an update from the Alta Canyon Advisory meeting. They were happy to receive an update and were excited about the rebuild of the center. Tickets for the Sandy Arts Guild production of Shrek are on sale. Mayor's Report Mayor Monica Zoltanski thanked Dave Poulsen and Mike Stovall for their service to the City. She thanked the Fire Department staff for assisting Millcreek Fire Department with extinguishing a massive apartment fire in their city. The Sandy City Fire Department has four new recruits and the department is fully staffed. She spoke about two upcoming ribbon cuttings. CAO Report Shane Pace, CAO, reminded the Council of the Night Out Against Crime event occurring on Monday, August 4th. Adjournment Council unanimously agreed to adjourn the meeting at 8:32 pm.
