City Council Meeting Minutes October 21, 2025
Tour of the Metropolitan Water District of Salt Lake and Sandy (3430 Danish Rd, Cottonwood
Heights, UT 84093)
The Tour will include:
- A presentation from MWDSLS staff regarding the background of the District's facilities and
projects.
- Tour of the Little Cottonwood Water Treatment Plant.
Annalee Munsey, Metropolitan Water General Manager, welcomed all in attendance. She
thanked the Council for coming and she introduced the MWDSLS Board and staff. Tom
Ward, Sandy Public Utilities, spoke about the relationship between Sandy and MWDSLS
board and staff. We are part of the "Metro Family" and the Council can reach out to the
staff any time they have questions or need information.
Ms. Munsey provided background and history of the Metropolitan Water District of Salt
Lake and Sandy. The Metropolitan Water District of Salt Lake City was created by a
special election held in August of 1935. The district was created to adequately provide for
future water supply of Salt Lake City. Ms. Munsey spoke about the major projects
completed by the water district. Projects include the Deer Creek Project, the
construction of the Salt Lake Aqueduct, construction of Deer Creek Dam and Reservoir,
construction of Terminal Reservoir, and the Little Cottonwood Water Treatment Plant.
Sandy City applied to the Board of Directors of the Metropolitan Water District of Salt
Lake City for annexation into the District in May of 1988 and was approved by the Metro
Board in January 1989. Ms. Munsey reviewed the financial impact to Sandy resulting from
the annexation into Metro Water, the capacity and non-capacity capital projects
completed, water sources and usage, and provided a ten-year look-back of water use in
Sandy from 2015 to 2024. She also reviewed with the Council the status of current and
future commitments of Sandy, proposed property tax increases in FY28 and FY31 and
projected water rate increases in the upcoming years. Council questions and comments
occurred throughout the presentation.
At the conclusion of the presentation, the Council toured the Metro Water Facility. The
Council meeting concluded at approximately 7:15 pm.
