Council Member Ryan Mecham offered the Prayer. Council led the Pledge. Council moved to Item 1 on the agenda. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair Brooke D'Sousa Invited the public to participate in General Citizen Comment. Ms. Sharon Jensen has lived in Historic Sandy since 1996. The recent shooting and homicide at Main Street Park is a black eye for Historic Sandy. She suggested having more police patrols in the area to improve public safety. Mr. Henry Butters thanked Council Members Sharkey, D'Sousa and Mecham for meeting with him and spoke about areas to park semi-trucks. He mentioned that roundabouts are very difficult for truckers to maneuver and asked the Council to please keep this in mind when considering upgrades to 9400 South. He also suggested ways to improve public safety Ms.Dawn Sidwell spoke about the recent shooting in Historic Sandy. We all walk in Historic Sandy and she spoke about suspicious individuals in the area. She spoke about the need for more patrols and increased code enforcement. She spoke about engagement from At Large Council Members on issues in the Historic Sandy area and dedicating resources to this area that are comprable to resources dedicated to East Sandy. CA09302025 Amendments to Title 21 of the Land Development Code related to -0007048 Boundary Adjustments (CC WS) Attachments: Staff Report and Exhibits Planning Commission Minutes 10.16.2025 (DRAFT) Presentation Boundary Adjustment Code Amend. for 10-28-2025 Melissa Anderson, Community Development, presented proposed code amendments to Title 21, Land Development Code. The proposed amendments will bring the Sandy City Code in compliance with the Utah State Code. Senate Bill 140 revised code relating to boundary adjustments and property lines resulting in a simplified process to adjust a shared property line between lots and/or parcels that does not require a public meeting. The Planning Commission forwarded a positive recommendation. This is an information item this evening and will come back to the Council on November 11th for consideration and action. 2. 25-320 Public Works Department presenting a Solutions Development Study for SR 209 Attachments: SR-209 SDS Final Report Presentation Britney Ward, Public Works, presented the Solutions Development Study (SDS) on SR-209 (9400 S) from 1300 E to Wasatch Blvd. She summarized the purpose and need for the study. The study identified corridor issues/needs, gaps in the Little Cottonwood Canyon (LCC) EIS and reviewed winter/summer travel operations, traffic flow and existing conditions. The study also included a review of the active transportation needs. 76% of the traffic accidents along 9400 S occur between 1300 E and 2300 E. Note: There was an issue with the Zoom webinar. Residents notified the Council staff that they were unable to access the zoom webinar. We sent out a post on social media to communicate to the residents of the technical difficulties and suggested accessing the meeting via the meeting's call in number. Council Member Marci Houseman joined the meeting at 6:07 pm. The Solutions Development Study is an innovative planning process developed by UDOT to capture an area's unique context and provide need driven solutions. The SDS included stakeholders, incorporated past studies and identified adopted land use. She reviewed the project timeline, the public engagement, public survey, and the suggestions and concerns generated at the public open house. Key takeaways included improved pedestrian and bicycle safety, enhanced public transit options, addressing traffic congestion, and improved road infrastructure. Council questions occurred throughout the presentation. Ms. Ward reviewed the study's recommended solutions along the 9400 S corridor to 1300 E, 1700E, Tramway Drive, Little Cottonwood Center, Highland Drive, Raintree Drive, Eastdell and continued intersections to Wasatch Blvd. Many of the recommendations included adding a pedestrian over/underpass (by 1300 E), adjustments to signal timing, adding advanced warning signals, raised medians, enhanced bike lanes and roundabouts. Ms. Ward reviewed several concept plans with the Council. She also reviewed future studies planned and interim projects. Council questions and comments continued. At the meeting on November 11th, we will review the RFP and timeline for the next management study. Sandy City, Utah Page 4 Printed on 11/12/2025 City Council Meeting Minutes October 28, 2025 Council Member Business Council Member Cyndi Sharkey attended the Wasatch Choice Vision meeting. It was a great opportunity to talk to staff at UDOT and the WFRC and learn about what is planned and coming. She attended the opening of the Shamrock Foods Warehouse opening. Shamrock Foods has been a family business for 100 years. As part of their opening, they donated $5,000 to the food bank. She provided an update from the Legislative Policy Committee. Topics discussed include property taxes, motor fuel exemptions, homelessness and winter alternatives, and possible impact on the mitigation funding. There was also discussion on issues related to political signage, including the location and time frame the signs would be permitted. Council Member Marco Houseman thanked all staff involved with the coordination of the housing workshops. She has received positive feedback from residents. She also thanked Park's staff for addressing residents' concerns. Mayor's Report Mayor Monica Zoltanski: Everyone at the City was deeply troubled by the shooting that occurred at Main Street Park. We all value Historic Sandy. We have made great strides in the area and will continue our efforts in Historic Sandy to ensure the community feels safe. Chief Severson spoke. He was looking forward to working with the residents in the Historic Sandy and surrounding areas. We have made great improvements and have increased our patrols in the area. We are committed to ensuring the safety for residents in Historic Sandy. Our next Coffee with a Cop is on November 15th from 9 am to 11 am at Oh LaLa Coffee shop. We will hold another one in January. Our community and residents are our eyes and ears and he stressed the importance of community involvement. Mayor Zoltanski congratulated Margaret Turner on celebrating her 100th birthday. She toured the MVP Shelter with state representatives and board members and spoke about the importance of continued funding through the state's mitigation funds. She announced that the City had received $3 million in funding from the Salt Lake County Tourism, Recreation, Culture and Convention (TRCC) Board for the new Sandy Community & Recreation Center. As part of the funding requirements, the city's community center would participate in the County's program and extend a free membership to all residents under 18 years of age. November 7th is the groundbreaking event for the new Sandy Community & Recreation Center. The community is welcome to attend the groundbreaking. CAO Report Martin Jensen, Deputy CAO had no report.
