CITY OF SANSOM PARK City Council Meeting Agenda Special Called Session – 4:00 p.m. April 16, 2020 The Sansom Park City Council will hold a Special Called Session at 4:00 p.m. in the City Hall Council Chambers, 5705 Azle Avenue, Sansom Park, Texas on Thursday, April 16, 2020. This meeting is open to the public and subject to the Open Meeting Act. Pursuant to Section 551.071 of the Texas Government Code, the Council may convene an Executive Session at any time during the meeting as deemed necessary to obtain advice from the City Attorney regarding any posted agenda item. SPECIAL CALLED SESSION – 4:00 P.M. I. CALL TO ORDER / ROLL CALL Call to order and announce a quorum is present. II. INVOCATION III. PLEDGE OF ALLEGIANCE IV. PUBLIC INPUT The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City’s existing policy, or directing the person making the inquiry to visit with City Staff about the issue. No Council deliberation is permitted. Each person will have 3 minutes to speak. V. MAYOR AND COUNCIL REPORTS, PRESENTATIONS AND PROCLAMATIONS Mayor and Council to Proclaim the week of April 12-18, 2020 as Public Safety Telecommunicators week. VI. CONSENT AGENDA Items on the Consent Agenda are routine and administrative in nature. As such, these items are considered for approval by a single motion and vote without discussion. Council Members can remove an item or items from the agenda, so it can be considered separately, and/or add any item to be considered as part of the Consent Agenda. 1. Consider approval of the Regular meeting minutes held on March 19, 2020, the Special Called meeting held on March 24, 2020, and the Special Called meeting held on April 2, 2020, as presented. 2. Consider approving the contract for Professional Services with Eddie Peacock, PLLC to provide Interim Staff Support as the Interim Finance Director position, from March 2020 to September 30, 2020 and authorizing the City Administrator to execute said contract. (TABLED 04/02/2020) Discuss and consider the suspension or reinstatement of a Business Permit under Chapter 4 Business Regulation, Article 4.01 General Provisions, Section 4.01.001 Business Permits; (e) Suspension and (f) Reinstatement after suspension; Skips, 2900 Skyline, Owner, Belal Aljabali. 2. Discuss and review the business permit application received from Skips, 2900 Skyline, Owner, Belal Aljabali. 3. Discuss and consider the suspension or reinstatement of a Business Permit under Chapter 4 Business Regulations, Article 4.01 General Provisions, Section 4.01.001 Business permits; € Suspension and (f) Reinstatement after suspension; 5724 Jacksboro Hwy, Q2 Convenience Store, owner SRI Ramjiki Inc, Jitend Shrestha. 4. Discuss and consider adoption of Resolution No. 1055-20 a Resolution of the City of Sansom Park declaring certain property as surplus to the City’s needs; authorizing its donation; providing an effective date. 5. Discuss and consider adoption of Resolution No. 1056-20 a Resolution of the City of Sansom Park authorizing the purchase of a John Deere Backhoe Tractor 310SL and attachment 410HD24 for the Sansom Park Public Works department not to exceed an amount of $75,000 and authorizing the City Administrator to act as the City’s Executive Officer and authorized representative in all matters pertaining to the city’s purchase of this John Deere backhoe tractor. 6. Discuss and consider adoption of Resolution No. 1057-20 a Resolution of the City of Sansom Park, Texas finding that Oncor Electric Delivery Company LLC’s application for Approval to Amend its Distribution Cost Recovery Factor to Increase Distribution Rates within the City should be denied; Authorizing participation with Oncor Cities Steering Committee; Authorizing the hiring of legal counsel and consulting services; finding that the city’s reasonable rate case expenses shall be reimbursed by the company; finding that the meeting at which this Resolution is passed is open to the public as required by law; requiring notice of this Resolution to the company and legal counsel. VIII. ITEMS OF COMMUNITY INTEREST Items of community interest include expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognitions of city officials, employees, or citizens; reminders about upcoming events sponsored by the city or other entity that is scheduled to be attended by a city official or employee; and announcements involving imminent threats to the public health and safety.
