CITY OF SANSOM PARK City Council Meeting Agenda Regular Session – 7:00 p.m. May 7, 2020 The Sansom Park City Council will hold a Regular Session at 7:00 p.m. in the City Hall Council Chambers, 5705 Azle Avenue, Sansom Park, Texas on Thursday, May 7, 2020. This meeting is open to the public and subject to the Open Meeting Act. Pursuant to Section 551.071 of the Texas Government Code, the Council may convene an Executive Session at any time during the meeting as deemed necessary to obtain advice from the City Attorney regarding any posted agenda item. REGULAR SESSION – 7:00 P.M. I. CALL TO ORDER / ROLL CALL Call to order and announce a quorum is present. II. INVOCATION III. PLEDGE OF ALLEGIANCE IV. PUBLIC INPUT The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City’s existing policy, or directing the person making the inquiry to visit with City Staff about the issue. No Council deliberation is permitted. Each person will have 3 minutes to speak. V. MAYOR AND COUNCIL REPORTS, PRESENTATIONS AND PROCLAMATIONS VI. CONSENT AGENDA Items on the Consent Agenda are routine and administrative in nature. As such, these items are considered for approval by a single motion and vote without discussion. Council Members can remove an item or items from the agenda, so it can be considered separately, and/or add any item to be considered as part of the Consent Agenda. 1. Consider approval of the Special Called meeting minutes held on January 2, 2020 and the Special Called meeting minutes held on January 28, 2020, as presented. Consider adoption of Resolution No. 1058-20 regarding the City of Sansom Park continued participation in Tarrant County’s Community Development Block Grant, Home Investment Partnership and Emergency Solutions Grant Consortium for the three program year period fiscal year 2021 through fiscal year 2023. VII. NEW BUSINESS 1. Receive a video presentation of the annual audit for FY2018-2019 via skype from Mike Brooks with Brooks Watson and Co. and consider approval of audit. 2. Discuss and consider the suspension or reinstatement of a Business Permit under Chapter 4 Business Regulations, Article 4.01 General Provisions, Section 4.01.001 Business permits; € Suspension and (f) Reinstatement after suspension; 5724 Jacksboro Hwy, Q2 Convenience Store, owner SRI Ramjiki Inc, Jitend Shrestha. 3. Mayor Barnett to issue Certificates of Election to Office of Mayor, City Council Place 1 and City Council Place 2 for the May 2, 2020 General Election which was canceled due to Unopposed Candidates and City Secretary to administer Oath of Office and Statement of Officer. 4. Discuss and consider approval of a job reclassification and salary adjustment for the public works department utility technician position to administrative assistant position to allow an increase in efficiencies within the department to maintain the record keeping, required deadlines for state reporting, and also to provide support to the utility billing clerk. 5. Discuss and consider adoption of Ordinance 569-20 an Ordinance of the City Council of the City of Sansom Park, Texas, amending Ordinance No. 559-19 by correcting a scrivener error relating to residential and commercial sewer rates in the Sansom Park Code of Ordinances, Master Fee Schedule; providing for severability; providing a conflicts Resolution Clause; providing for Publication; and providing an effective date. 6. Discuss and consider the renewal or continuation of the Third Amended Declaration of Local Disaster, issued on May 30, 2020, by Mayor Jim Barnett, Jr.; to remain consistent Governor Greg Abbott Executive Order GA-18 and GA-19 issued on April 27, 2020, to provide for statewide measures to address the spread of COVID-19 and implement Phase 1 of his Open Texas strategic plan (“Open Texas Plan”), which allows certain nonessential businesses to reopen for restricted business on May 1, 2020;. Pursuant to Section 418.108(b) of the Texas Government Code, a declaration of local disaster may not continue for a period of more than seven (7) days from the date of this declaration, unless continued or renewed by the City Council; and Council to authorize the Mayor extend, amended or terminate further Declarations of Local Disaster. ITEMS OF COMMUNITY INTEREST Items of community interest include expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognitions of city officials, employees, or citizens; reminders about upcoming events sponsored by the city or other entity that is scheduled to be attended by a city official or employee; and announcements involving imminent threats to the public health and safety.
