FILM AND DIGITAL MEDIA COUNCIL JULY 1, 2025 10:00 AM MEETING VIRTUALLY 1. CALL TO ORDER A meeting of the Film and Digital Media Council was called to order by Chair Dillingham, at 10:01 am, on July 1, 2025 and was held virtually. 2. APPROVAL OF MINUTES A. APPROVAL OF THE MINUTES FROM JUNE 3, 2025, FILM AND DIGITAL MEDIA COUNCIL MEETING Ms. Darrah noted a correction regarding Meow Wolf Original Story. MOTION A motion was made by Ms. Darrah, seconded by Dr. Stahmer, to approve the minutes as amended. MATTERS FROM STAFF Mr. Dalbor suggested that everyone sign up for the OED newsletter. He put a link in the chat. He will also put a link in the chat to get on the list for emails about above the line events if you are interested. Shout out to the above the line team and to Jen and her team for the event. It was great and had a great turn out. We are proud to have supported it as well. 6. MATTERS FROM THE COMMITTEE Film and Digital Media Council July 1, 2025 Page 2 A. MATTERS FROM THE CHAIR Chair Dillingham said a shout out to Currents New Media who just finished their event. There are open calls for the Madrid Film Festival.. Curt Doty is having an Invasive AI seminar on July 19th. He is giving $100 off for Council members. 7. UPDATES A. SANTA FE FILM OFFICE Ms. LaBar-Tapia said we have an American Airlines non stop flight to LAX from the Santa Fe airport. It will be a daily flight. The Hollywood Reporter was in Santa Fe last week. The story will be about where to go in Santa Fe and will be out in July. The Screen and Aspect Media Village have broken ground. The apartments are going up. It is super exciting. Camelrock continues to be busy with Dark Winds. It is winding down. Santa Fe Studios continues to be vacant. Netflix Studios is opening up for other productions. Ransom Canyon was picked up for season two. She is moving offices. Her furniture has been installed. We are just waiting for It to be installed. We will have an open house. Tish is coming. We are working closely with them. We are continuing conversations with Taos regarding partnering up as a regional film office for northern New Mexico. We are still working on the locations directory. Andrew is working on increasing the above the line and crew list in Santa Fe. Ms. Tovarek thanked the Santa Fe Film Office for helping us with filming at the ranch. Chair Dillingham said she Robert Dennis has been doing a wonderful job. She will put his report in the chat. We will get more information at the next meeting. 8. PRESENTATIONS A. SANTA FE FILM FINANCE LANDSCAPE MAP ROLL-OUT Ms. Zimmerman said thank you for being so participatory and for your support. Ms. Zimmerman gave a PowerPoint presentation regarding the mapping saying the main focus today is getting your feedback. We will do a final draft after that and share it with all of you. The presentation including landscape mapping and analysis, the survey, key gaps, the opportunity to explore more, lender/funder engagement survey and the revolving loan fund. Ms. Zimmerman said she will send the presentation to Casey for all of you. Please reach out for a meeting or other feedback opportunities. Film and Digital Media Council July 1, 2025 Page 3 Ms. Darrah asked where do we go from here. Are you guys going to hold our hand. Ms. Zimmerman said we are here for support. What you paid for is this map, but we are here as a network. Some people use this map to raise funds to go further with formulating a framework and formal assistance. Chair Dillingham asked how much is it for that. Ms. Zimmerman said that is difficult to say. Our original quote was $50,000. Dr. Stahmer said this is amazing. It is so specific and informative. She wants to put it out there that there are grants for up and comers that should be included as well. Ms. Zimmerman said your support tools are always part of the deck. Chair Dillingham asked if they have talked to any Legislators on this. Ms. Zimmerman said no. That would be included in a strategic framework. Chair Dillingham said everyone is freaked out about Federal money. The argument we need to make to our Legislators is to help our local film makers so we don’t lose our momentum. Ms. Zimmerman suggested that the Council work with the State Film Office regarding out the State funds work and then with other agencies. You should look at reinstating the Film Loan Fund, maybe at a lower level. Look at a statewide revolving loan fund and partner up with UpStart or another entity. Dezbaa said it sounds like we need to use this information to start building a pot of funding that would be something viable for our film makers for sustainability and to create a pitch to investors and the State. Ms. Zimmerman said and to foundations and philanthropies. A little at a time to relaunch programs or change programs. Chair Dillingham asked how do you want feedback after people have a chance to digests this. Ms. Zimmerman said email or a conversation over the phone. Dr. Stahmer said it seems it might be a time to get the working group together. Mr. Walukas said he would like to be part of that group Film and Digital Media Council July 1, 2025 Page 4 Mr. Dennis said he thinks, as some point, we need to put some pressure on the State Investment Council to re-open the fund. Chair Dillingham said she agrees. Ms. Zimmerman said you can use the bullet points and pictures to hit the main points along with what your competitors are doing. She can help with a template. 10. MATTERS FROM THE PUBLIC None. 11. NEXT MEETING Chair Dillingham thanked Johanna and Casey for providing the funds to work with Ms. Zimmerman.
